Crystal River Archaeological State Park Sidewalk Reconstruction

CN214‐TA31

Subtask 1a: Site Survey

Description: S. Stinson & Associates will provide a site‐specific topographical survey for visible improvements within the existing asphalt sidewalk. This includes.

Locate above ground/visible improvements within the sidewalk alignment plus ten additional feet on each side of the sidewalk.

Locate all visible improvements, power, water spigots within sidewalk corridor.

Locate trees 10” DBH and larger within the sidewalk corridor.

Collect elevation shots to establish one‐foot contours across the site producing a DTM suitable for civil design purposes and ADA slopes review.

Overhead utility lines, power poles, guy anchors and electrical equipment.

All survey information will be tied to the North American Vertical Datum of 1988 (NAVD 88) and

North American Datum of 1983 (NAD 83) Florida State Plane coordinates based upon National

Geodetic Survey (NGS) or Florida Department of Transportation (FDOT) recorded control points near the project area. Control monuments used to verify the survey values will be noted on survey drawings.

Deliverable:

Signed and sealed Portable document file (pdf) of the site‐specific survey on 24”x36” plan sheets

Electronic AutoCAD file (dwg) of the site‐specific survey

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 1b: Geotechnical Investigation

Description: GSE Engineering & Consulting, Inc. (GSE) understands that sidewalk improvements are proposed at the Crystal River Archeological State Park. The improvements will require that a heavy truck

(concrete/asphalt) access the site along existing paved tails. This proposal will evaluate the existing paved sidewalk to determine if they are capable of supporting the heavy truck loads.

A total of seven (7) test locations have been proposed. The test will consist of coring through the pavement section to determine the thickness of the asphalt wearing surface and base course. We will then perform seven (7) auger borings into the subgrade to a depth of six feet to evaluate the subgrade soil types. From this testing, we can evaluate the existing Structural Number (SN) of the pavement section, and whether the existing paved sidewalk can support the heavy truck loading. If necessary, we will provide recommendations for improving the sidewalk to support the concrete truck wheel loads.

GSE will perform this task utilizing provided anticipated loading conditions and frequency.

(asphalt vs. concrete), and preliminary opinion of probable cost with respect to each material. The replacement material selection will detail feasibility of each material to achieve ADA acceptable slopes.

Subtask 1d: Lead and Asbestos Testing Description: GLE will perform a renovation asbestos survey for asbestos‐containing materials (ACM) in existing sidewalk areas that may be scheduled for demolition which will generally consist of the following items.

1. Visual observations of friable and non‐friable ACM

2. Physical assessment of suspected friable materials

3. Bulk sampling

4. Laboratory analysis

5. Written report documenting findings, recommendations, and conclusions

All testing to comply with current National Emissions Standards for Hazardous Air Pollutants (NESHAP) and Occupational Safety & Health Administration (OSHA) regulations. Upon completion of the above‐ referenced survey, GLE will issue a final report summarizing the results of the survey, and will identify the location, quantity, and accessibility of the materials sampled and determined to contain asbestos.

Our reports will include recommendations and conclusions for dealing with any asbestos determined to be present.

GLE will perform a lead paint survey of the painted sidewalk that may be impacted by the scheduled renovation. Representative paint chip samples will be obtained for lead identification by atomic absorption spectroscopy (AAS). This method of analysis is recommended by the EPA.

A lead paint survey report will be generated indicating paint sample locations and analytical results of the survey. The report will satisfy OSHA requirements for lead paint surveys and may be used as the basis for future renovation activities.
