Mr. Richard J. Rowe Project Manager Bureau of Design and Construction Florida Department of Environmental Protection 3900 Commonwealth Boulevard, MS 520 Tallahassee, FL 32399

RE: CN214‐TA34: Anastasia State Park – Two New Ranger Residences

Dear Mr. Rowe:

For your review, George & Associates, Consulting Engineers, Inc. has prepared a fee proposal summary and man‐hour documentation for the proposed Anastasia State Park Two New Ranger

Residences. Tasks include surveying, utility coordination, construction documents and construction administration services. Design and permitting services will include providing a

“Scope Of Work” suitable for the Bureau of Design and Construction to put out to bid.

Some initial coordination with the St. Johns County utility department has been conducted. Issues related to the water/sewer services and connections have been discussed. Exclusions to the proposed scope of work related to these connections are included in the subtasks below.

Please review the attached Proposal Summary and deliverables.

Sincerely, Brian Miller, P.E.

George & Associates, Consulting Engineers, Inc.

Anastasia State Park Two New Ranger Residences

CN214‐TA34

Subtask 1a – Site Specific Surveys & Data Collection

Description: McKim & Creed will provide site specific topographical survey for up to two sites proposed for new residences at Anastasia State Park (Park). Input received from the Park and BDC during the scoping phase will be utilized for the proposed survey locations for Residence #1 (on Pope Road) and

Residence #2 (on San Juan Street Extension).

Survey will include the following items: McKim & Creed will first establish Horizontal and Vertical control on the two project sites using Trimble R10 GPS receivers and the Florida Department of Transportation

(FDOT) Florida Permanent Reference Network (FPRN) and 3‐wire differential leveling. We will locate all above ground improvements within the project scope limits. Trees 3” and larger will be collected in the proposed residence areas. Grade elevations will be observed on a 50 foot by 50 foot grid and at major grade breaks. Where access is available, storm and sanitary sewer pipes will be located, displaying invert elevation, pipe size and material. The Topographic Survey will be drawn in AutoCAD C3D Version 2020 and will include a Surface Digital Terrain Model (DTM). Limits of survey to be primarily within cleared areas and will extend to vegetation, or tree lines, which will be shown on survey.

Deliverable:

Site‐specific 24”x36” survey, signed and sealed, pdf Electronic AutoCAD file, .dwg

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 1b – CCTV inspection of existing sewer main for sewer service tap Description: Proposed residence #2 currently has an Onsite Sewage Treatment and Disposal System (OSTDS), consisting of a septic tank and drainfield serving a laundry facility and two RV hook‐ups. The Park desires to abandon the OSTDS and instead tap into an existing 8” wastewater sewer main running along San Juan Street Extension within the Park. The sewer line currently runs between the RV dump station and a St. Johns County Utility Department Pump Station (PS).

The St. Johns County Utility Department has requested that the existing 8” sewer main be inspected via CCTV services. Atlantic Pipe Services (APS) will clean and inspect the line via a CCTV robotic camera sufficient to the St. Johns County requirements. This information will be used to verify the service tap requirements with the St. Johns County.

Subtask 1c – Lead and Asbestos Testing Description: GLE will perform a renovation asbestos survey for asbestos‐containing materials (ACM) of existing infrastructure in the proposed residence(s) area that may be scheduled for demolition which will generally consist of the following items.

1. Visual observations of friable and non‐friable ACM

2. Physical assessment of suspected friable materials

3. Bulk sampling

4. Laboratory analysis

5. Written report documenting findings, recommendations, and conclusions

All testing to comply with current National Emissions Standards for Hazardous Air Pollutants (NESHAP) and Occupational Safety & Health Administration (OSHA) regulations. Upon completion of the above‐ referenced survey, GLE will issue a final report summarizing the results of the survey, and will identify the location, quantity, and accessibility of the materials sampled and determined to contain asbestos.

Our reports will include recommendations and conclusions for dealing with any asbestos determined to be present.

GLE will perform a lead paint survey of the painted components of each structure that may be impacted by the scheduled renovation. Representative paint chip samples will be obtained for lead identification by atomic absorption spectroscopy (AAS). This method of analysis is recommended by the EPA.

A lead paint survey report will be generated indicating paint sample locations and analytical results of the survey. The report will satisfy OSHA requirements for lead paint surveys and may be used as the basis for future renovation activities.

Subtask 2 – Civil 60% Construction Documents Description: G&A will conduct one site visit to review existing site conditions with respect to surveyed elements. G&A will then prepare 60% planning documents and draft “Scope of Work” (SOW) utilizing the existing conditions survey as the basis for the two proposed residences.

Residence #1 and #2 are proposed to be a modular or manufactured home with the final floorplan layout to be decided by the Park and BDC. The proposed residences will meet City of St. Augustine code and/or building department official requirements. G&A will detail or design utility connections or reconnections for water and sewer to within 5’ of the residential building foundation. Plan sheets will be setup to BDC drafting standards, on BDC title blocks and include;

Existing conditions / demolition / erosion and sedimentation control Site and Grading Plan Site Details

A SOW will be drafted detailing required specifications for the installation of a modular or manufactured home proposed for the site. This scope of work will include project specifications, provided permits, and a list of permits that would be expected for the project.

Exclusions: G&A is excluding tasks related to geotechnical boring information, foundation, or electrical design for the proposed residences, unless otherwise requested by the BDC. These services are expected to be provided by the contractor or their subs during construction.

Initial communication with the St. Johns County Utility Department (SJCUD) has determined a CCTV inspection of the sewer main between the park dump station and County lift station is required in order to receive approval to tie into the system. Rehabilitation design services to the gravity sewer outside the project limits are excluded.

The SJCUD has noted that there are 4 separate water meters within the park boundary, and no access easements to these meters exist. In initial discussion the SJCUD expressed a desire to get access easements to service these meters or place a new master meter at the park boundary ROW. Design services related to either of these options are excluded, but can be added upon request if required.
