Subtask 2: 60% Construction Documents Description: G&A and NHWL will prepare 60% design plans for re‐construction of existing septic systems or components, Onsite Sewage Treatment & Disposal System (OSTDS), and other wastewater treatment improvements. FSES will assist with the Advanced Treatment Unit (ATU) design and details. The following are the affected areas at the park:

Two ranger residences

Two day‐use picnic pavilions near the river

Volunteer campground/existing RV dump station

RV Campground (drain field and potential new connections to system)

The two ranger residences are proposed to have their septic tanks/drain field rehabilitated or replaced in‐kind.

For the remaining improvements we understand the park preference is for one central wastewater treatment system to capture as much effluent as is feasible or is cost effective.

This central system should include the addition of an ATU to more efficiently and further treat the wastewater coming from the picnic pavilions, dump station, and RV sites.

The park lies in the Middle Suwannee River Basin Management Action Plan (BMAP) basin, and thus may require additional treatment beyond a standard OSTDS depending on location and size of the system. The addition of an ATU is expected to meet these additional treatment requirements.

The two day‐use picnic pavilions are proposed to have their existing septic tanks/drain fields removed or abandoned per state requirements. A grinder pump will be proposed for each, and both will pump to the existing RV campground gravity sewer system.

The existing RV dump station shares an OSTDS with the volunteer RV campsites and their individual hook‐ups. This system was not in use during a prior site visit due to issues with the drain field and/or sizing. This system is in close proximity to the RV campground gravity sewer system. We will review the feasibility of connecting the dump station and volunteer RV sites to this system. There is a Southern Natural Gas (SNG) main between the dump station/volunteer RV sites and the main RV campground. This may require that any effluent collected in this area will need to be pumped to the main RV campground gravity sewer system. SNG may mandate that new utilities cannot be placed over their gas main and/or that there must be 2’ of separation from new utilities. This would likely prohibit the use of gravity sewer for this area and would require a lift station which can be designed and included in the plans.

The RV campground gravity sewer system terminates at a location with a pump station and septic tanks. This existing setup will have to be reviewed for wet well capacity, pump sizing, and electrical capacity to ensure that it can handle additional flow from the picnic pavilions and dump station/volunteer sites. Or the appropriate upgrades will need to be proposed. The existing drain field is in a state of failure and may require re‐sizing due to additional flows.

Average daily volume flows will be determined for each system to confirm sizing and equipment, including drain field sizing. For the ATU system we will research and specify a product that has been used/accepted previously within the Suwannee River BMAP, as well as something that park staff can operate and maintain. It is important to specify something that has parts that can be located locally and have contractors able to maintain. We anticipate that if the RV campground septic tanks and/or wet well inspections pass, that one of these tanks will be outfitted with an ATU type system to provide the additional treatment for the combined system.

The new OSTDS construction documents are anticipated to include the following sheets:

Cover Sheet

General notes, legend, and abbreviations

Location Map

Existing conditions/demolition/erosion & sedimentation control

Site Utility Plans

Utility Details sheets

Electrical Plan Sheets (plan drawing, riser diagram/equipment elevation drawing and control interface)

NHWL will provide Electrical Engineering Design plans to include the following: electrical symbology and notes, electrical and control plan drawings, riser diagrams and equipment elevation drawing, control interface drawings. NHWL will provide a written scope of work document and other specifications as needed to supplement any specifications or standards provided by the owner.

A preliminary cost estimate based off the quantities in the construction documents with unit prices will be submitted as part of the plans package.

We will prepare and submit application packages for the following permits per OSTDS system.

Official consultation with the Southern Natural Gas (SNG) Company – Kinder Morgan will begin. This will include submitting plans of the proposed sewer improvements that encroach the existing gas easement. SNG will need to review the plans and because there is an existing easement, they will require that their Encroachment Information Form is filled out and submitted before approving the work.
