The wetland line will be flagged using numbered flagging tape marked with ‘Wetland Delineation’. Wetland points or locations will be collected concurrent with the fieldwork using GPS. A brief narrative summary of the field findings suitable for submission with the permit applications will be provided along with an aerial map depicting the wetlands. Digital points will be provided upon request.

Deliverable:

This includes the elevated boardwalk as well as any elements still in place for the at‐grade boardwalk that the park hasn’t removed. JAE will conduct one site visit to evaluate the current structural integrity of the visual elements of the existing boardwalk.

For the elevated boardwalk JAE will expose one pile to a depth of no more than three feet below existing ground surface to determine the pile condition underground. No material or destructive testing will be performed. A report with findings and recommendations will be provided. The report will identify any areas of deficiencies that require repair/corrective action or replacement.

Subtask 1c: Site Survey Description: G&A has coordinated with Gulf Archaeological Research Institute for the proposed alignment. GPI Geospatial, Inc. (GPI) will be directed to proceed with providing a site‐specific topographical survey. Survey scope is to provide a design survey for approximately 500’ of an existing boardwalk through wooded wetlands, and salt marsh, and approximately 500’ proposed boardwalk extension across or adjacent to a salt marsh island.

The topographic survey is approximately 1000’ linear feet of existing and proposed boardwalk corridor, within the Park parcel, or over Sovereign Submerged Lands of the State of Florida. All geospatial tasks will be performed in accordance with the current Standards of Practice for Surveying and Mapping in the State of Florida.

For the project limits GPI will provide a design survey to include:

1. Set Horizontal and Vertical Control using FDOT/FPRN GPS, to include:

a. Establish approximately 4 Horizontal Control points based on Florida State Plane Coordinate System West Zone (83/2011, U.S. Survey Feet) for project control.

b. Establish Vertical Control, North American Vertical Datum of 1988 (NAVD 88), US Survey Feet, on horizontal control points, and approximately 4 additional benchmarks, for future reference. NOTE: Elevations will be established with GPS, using FPRN, GEOD18 ellipsoid model, and a closed loop, differential level run between control points.

2. Mean High Water (MHW) location – Contact FDEP to request an approximate MHW elevation, to map the MHW contour on the design survey.

3. Topographic Survey along 500' extension corridor to 30’ wide, and existing boardwalk to include:

a. Above ground physical improvements, including the existing boardwalk.

i.NOTE: Existing boardwalk will include:

1. Deck surface / deck limits – horizontal and vertical

2. Handrails

3. DOES NOT include individual pilings, or support structures.

b. Topo shots (approximate 50’ spacing)

c. Trees (minimum 6” size at DBH)

Additional Information

1. Services to be performed one time only.

2. Access to the project site is limited.

a. Propose access via trails and ATVs, or

b. Boat access from the river

3. NOTE: Site conditions are wetlands, in a tidal river environment. The very soft, muddy ground surface is difficult to map accurately. We will attempt to map the “hard bottom”, to be best extent possible.

4. Topographic survey shall be provided with 1‐foot vertical contours, and a mapping scale of 1” = 20’

5. Location of Wetland Lines or other environmental issues will not be located or addressed by this Survey unless identified in the field at the time of the survey

6. Additional services not delineated herein shall be performed, if requested, based on our Standard Survey rates.

7. Current or complete Boundary Survey not included. Boundary and/or Right‐of‐Way line determination is not a part of this scope, other than as described above.

Exclusions

• Subsurface utilities

• Boundary, property, or Right‐of‐Way determination, other than approximate

Mean High‐Water location, as provided by FDEP

• Mean High Water Survey / Determination.

Deliverable:

• Site‐specific survey on 24”x36” plan sheets signed and sealed, pdf

• Electronic AutoCAD survey file (dwg) of the site‐specific survey, including a Civil 3D .XML file for existing ground surface and the complete ASCII file of all coordinate data in a comma delimited format

Subtask 1e: Lead and Asbestos Testing Description: GLE will perform a renovation asbestos survey for asbestos‐containing materials (ACM) in existing boardwalk areas that may be scheduled for demolition which will generally consist of the following items.

1. Visual observations of friable and non‐friable ACM

2. Physical assessment of suspected friable materials

3. Bulk sampling

4. Laboratory analysis

5. Written report documenting findings, recommendations, and conclusions

All testing to comply with current National Emissions Standards for Hazardous Air Pollutants (NESHAP) and Occupational Safety & Health Administration (OSHA) regulations. Upon completion of the above‐ referenced survey, GLE will issue a final report summarizing the results of the survey, and will identify the location, quantity, and accessibility of the materials sampled and determined to contain asbestos.

Our reports will include recommendations and conclusions for dealing with any asbestos determined to be present.

GLE will perform a lead paint survey of the painted components of each structure that may be impacted by the scheduled renovation. Representative paint chip samples will be obtained for lead identification by atomic absorption spectroscopy (AAS). This method of analysis is recommended by the EPA.

A lead paint survey report will be generated indicating paint sample locations and analytical results of the survey. The report will satisfy OSHA requirements for lead paint surveys and may be used as the basis for future renovation activities.

Boardwalk extension length is anticipated to be up to 500’ or less, 6’ wide (match existing), one (1) 10’x10’ overlook area at the extension terminus, and one (1) 4’x10’ bump‐ out for a bench.

Geotechnical Report with boardwalk pile design recommendations will be noted on the plans.

The 100‐yr and MHWL lines to be noted on plans as applicable. The following structural plan sheets are anticipated:

FELSI will assist with an additional site visit, as needed, to confirm the wetland flagging location and respond to requests for additional information requests by the USACE or SWFWMD. G&A will prepare the permit application and submit on behalf of the FPS.

For Federal permitting the proposed boardwalk extension is within 300’ of the edge of the Crystal River and would fall under the jurisdiction of the USACE (not within FDEP section 404 jurisdiction). The proposed boardwalk extension is not expected to qualify for a General Permit. An individual permit, ENG FORM 4345 is anticipated, along with corresponding planning exhibits and documents.

For State level permitting it is anticipated that an Individual Environmental Resource Management Permit (ERP) would be needed from the SWFWMD. This is expected to include Sections A, C, & F of the Individual ERP Form 62‐330.060(1), as well as corresponding plan sheets, exhibits and documents. Work is proposed over State‐owned submerged lands. A Letter of Consent is anticipated as part of Section F referenced above.

Pre‐application meetings with both agencies are anticipated.

A cursory review of the planning documents was requested by the City of Crystal River, however no permitting through them is anticipated at this time. Permitting behind submitting documents for review with Crystal River is excluded from this work.
