RE: CN214‐TA44: Paynes Creek Historic State Park Septic to Sewer Conversion & Water Extension Project

Dear Mr. McCullum:

For your review, George & Associates, Consulting Engineers, Inc. has prepared a fee proposal summary and staff‐hour documentation for the proposed Paynes Creek Historic State Park

Septic to Sewer Conversion and Water Extension Project. Tasks include field data gathering, surveying, permitting, water main/sanitary sewer system force main modeling, and construction planning documents.

Please review the attached Proposal Summary and deliverables.

Sincerely, Brian Miller, P.E.

George & Associates, Consulting Engineers, Inc.

Paynes Creek Historic State Park Septic to Sewer Conversion

CN214‐TA44

Subtask 1: Sewer and Water Conceptual Plan with Cost Estimate Description: George & Associates, Consulting Engineers, Inc. (G&A) will create a schematic plan for a septic to sewer conversion with municipal connection within the park for review.

This task will also include a schematic plan for a municipal water connection to the park, and water line extension within the park for review.

The new sanitary sewer in the park is expected to consist primarily of a series of pump station/grinder pumps and pressure force main. Gravity sewer main, other than individual services are not being considered for this conceptual plan. The schematic plan will include approximate lengths, depths, and associated costs for:

Force main piping

Pump Stations

Grinder pumps

The water conceptual plan will be created for a water main extension from the City of Bowling Green’s existing potable water system to the Paynes Creek State Park. We will model what size a new water main will need to be to serve the facilities at the park.

We will coordinate with the City of Bowling Green to determine the nearest connection point, what the characteristics of the system are such as flow/pressure, and what their preference would be for a waterline extension, as well as location. This is a planning level concept that could include discussion on the possibility of cost sharing.

Review of park facility needs that could be served by water a main extension will be catalogued. This will include where fire protection elements may or may not be needed within the park, and the appropriate sized water line if fire protection enhancements are required.

Upon completion of field testing, laboratory classification testing will be performed on selected samples to provide AASHTO/USCS soil classifications. SES will prepare a geotechnical engineering report with the results of the testing, pavement evaluation and seasonal high groundwater elevations.

Southern Earth Sciences will perform a renovation asbestos survey for asbestos‐containing materials (ACM) in existing septic tanks and other above ground improvements that may be scheduled for demolition which will generally consist of the following items.

1. Visual observations of friable and non‐friable ACM

2. Physical assessment of suspected friable materials

3. Bulk sampling

Upon completion of the above‐referenced survey, SES will issue a final report summarizing the results of the survey, and will identify the location, quantity, and accessibility of the materials sampled and determined to contain asbestos. Our reports will include recommendations and conclusions for dealing with any asbestos determined to be present.

Southern Earth Sciences will perform a lead paint survey of the painted components of each structure that may be impacted by the scheduled renovation. Representative paint chip samples will be obtained for lead identification by atomic absorption spectroscopy (AAS). This method of analysis is recommended by the EPA.

A lead paint survey report will be generated indicating paint sample locations and analytical results of the survey. The report will satisfy OSHA requirements for lead paint surveys and may be used as the basis for future renovation activities.
