Subtask 13: Gopher Tortoise Services CPH Consulting LLC (CPH) has been requested to address gopher tortoises within the expanded the project area. CPH will conduct a 100% gopher tortoise survey within the expanded project area. CPH will either modify the existing permit once issued or obtain a new permit with FFWCC to address tortoises within the expanded project area. It is assumed the tortoises will be bucket trapped and checked by the park staff on a daily basis. CPH will check the traps when FDEP is unable to check the traps. CPH shall remove the bucket traps on the 29th day.
Description:
Subtask 13A – 100% Gopher Tortoise Survey – Project Area & Recipient Site
The gopher tortoise survey shall be conducted per the guidelines and requirements outlined in the FFWCC Gopher Tortoise Permitting Guidelines, April 2008, (revised 2023) within the project area and recipient on-site area.
CPH shall record the location of and mark potentially occupied gopher tortoise burrows with stakes/flagging tape and unique identification number. The locations will be recorded using a Garmin hand held GPS or similar equipment to determine coordinates and to facilitate wildlife mapping locations.
CPH shall prepare a location map, soils map, preliminary vegetation and land use map, species map, pedestrian transect map, wildlife observation map and gopher tortoise survey map. The maps will be updated for the recipient site and new maps created for the expanded project area.
Sub Task 13B – FFWCC Permitting CPH will apply for the FFWCC permit associated with the gopher tortoise relocation in the project expansion area. The cost of FFWCC permitting fees are the responsibility of the FDEP. The FDEP shall identify the FDEP representative signing the FFWCC permit and provide their contact info and provide the FDEP FEIN# for purposes of completing the FFWCC permit application to CPH. The permit fees, which the FFWCC refers to as "mitigation contributions", are due at the time of permit application submittal. The FFWCC is charging the following for Conservation permits with on-site relocation to public conservation lands: $266 for the first group of 10 burrows (up to five tortoises) and $398 for each of the remaining burrows for relocation to public conservation lands. The application mitigation contribution includes a convenience fee charged by FFWCC for all applications paid online. This mitigation contribution fee is subject to change based on the number of tortoises captured and relocated. CPH will apply for a refund of the un-used portion of the mitigation contribution fee after the relocation has been completed, if applicable. FFWCC will retain 3% of the un-used portion as an administration processing fee.
Sub Task 13C - Gopher Tortoise Bucket Trap Installation CPH will coordinate with FFWCC regarding required noticing as specified in the tortoise relocation permit prior to bucket trap installation. CPH shall install up to ten (10) bucket traps within the project site. FDEP shall also identify at least 2 assistants (Park staff) to assist with bucket trapping requirements throughout the 28-day trapping period and provide their contact information to CPH. CPH shall prepare a written authorization to Park staff to act as Permit Assistants for the bucket trapping permit requirements.
Sub Task 13D - Gopher Tortoise Bucket Trapping CPH shall create a schedule for bucket trap checking for the 28-day period for distribution to the two (2) FDEP Permit Assistants. CPH shall coordinate with Park staff to act as Permit Assistants for one (1) daily check of the installed bucket traps and maintenance of bucket traps. Park staff shall check the traps for up to 26 days. CPH will check the traps for up to 6 days during 28 consecutive bucket trapping period instead of Park staff. If tortoises are captured, Park staff or CPH shall relocate the tortoises to the on-site recipient site designed relocation area. CPH will use the recipient site previously identified by FDEP. Prior to release within the State Park, each relocated tortoise shall be sexed (adults only), measured and permanently and uniquely marked by scute-notching per established FFWCC guidelines and permit requirements. CPH on the 29th day shall check the traps and remove the bucket trap and provide the interim After Action Report to FFWCC for their approval. Capturing tortoise via supervision by backhoe excavation is not included in this scope but can be provided as an additional service if deemed necessary. CPH assumes the 28-day bucket trapping period shall not be interrupted by cold weather temperatures which stop the trapping period.
If the cold weather affects the bucket trapping 28-day consecutive monitoring period, CPH shall submit additional services for approval.
Sub Task 13E - Gopher Tortoise Final After Action Report CPH shall coordinate with the contractor and Park staff during the period after initial relocation efforts and final submittal of the After Action Report. After project construction is complete or 5 days prior to permit expiration, whichever occurs first, CPH shall submit the Final After Action Report to FFWCC for approval.
