Subtask 3: ECOLOGICAL SERVICES

CPH proposes to conduct a preliminary ecological assessment, wetland delineation and an arborist survey within the area noted above. CPH shall assess ecological characteristics of the proposed construction area and provide a memorandum report. Based on preliminary review, the ecological information documented during the preliminary ecological assessment can be provided with the NwFWMD application submittal. CPH shall respond to an ecological information request in one (1) Request for Additional Information (RAI) letter from NwFWMD. Wetland impacts and species impacts are not anticipated for the project.

Description:

3A – Preliminary Ecological Assessment

• Conduct research on the subject project area to obtain background environmental data. Conduct a field survey and interpret aerial photographs to delineate the approximate extent and configuration of existing vegetation and land uses with the State Park project area. The mapping will generally follow Level III nomenclature of the Florida Land Use Cover and Forms Classification System (FLUCFCS). Record types of vegetation and ecological attributes observed.

• Perform general reconnaissance of the area for the occurrence or potential occurrence of protected species (threatened, endangered, or special concern). The approximate location of all observed protected species shall be identified on a FLUCFCS map or aerial photograph. Those species referred to as protected are listed under Florida Administrative Code 68A and Florida Statue 581.185 and Code of Federal Regulation (50 CFR 17.11 and 17.12).

• CPH will review public data basis such as the Florida Fish and Wildlife Conservation Commission (FFWCC) and U.S. Fish and Wildlife Service (USFWS) web based files and distribution mappings and review the Atlas of Breeding Sites of Herons and Their Allies (FFWCC) to identify recorded listed species within the project site.

• Coordinate with the Project Manager to communicate preliminary findings. Prepare a memorandum report summarizing the vegetation and land uses, results of the public database search and site reconnaissance observations as well as provide advisement on ecological matters and regulatory issues. The advisement shall assist with determining permitting strategy.

3B- Wetland Delineation CPH scientists shall conduct a field investigation to determine the approximate wetland limits in accordance with methodologies outlined in Chapter 62-340, F.A.C. the 2008 Corps Interim Regional Supplement to the Corps Wetland Delineation Manual: Atlantic & Gulf Coastal Plain Region and the U.S. Army Corps of Engineers (ACOE) Corps Wetland Delineation Manual (1987). A hand drawn sketch of the wetland limits will accompany an email with flagging numbers and approximate location of start and end flags.

3C – Arbor Assessment An ISA-certified arborist shall conduct a field assessment of trees within the project area. The arborist shall flag and evaluate each tree meeting the criteria for protected trees according to the local tree regulations, except exotic species and invasive species. Each tree will be given a unique number. The arborist will provide to the surveyor, an aerial depicting the approximate locations and numbers of flagged trees. The tree survey limits will include areas within the proposed construction/project area only. The arborist shall provide to the surveyor, a table showing the following information:

• The number of each tree;

• The scientific and common name of each tree; The diameter at breast height (DBH) of trees larger than 3 inch DBH, or if a multiple trunk tree, the sum of the diameters of individual trunks shall be measured;

• Each tree shall be assigned a condition rating based on an evaluation of health, structure and form as described in the Council of Tree and Landscape Appraisers Guide to Plant Appraisal, 10th Edition (2018)

3D – NwFWMD Permitting CPH shall prepare ecological elements of the Statewide Environmental Resource Application, Section C.

CPH assumes wetland impacts and protected species issues are not a consideration of the proposed project.

Federal permitting is not a consideration for this project or included in this scope.

Pre-application Meeting with NwFWMD attended electronically – Zoom, Teams or Webex.

Coordinate with the Client and the Project Engineer as may be required in the preparation of the ecological elements of the Statewide Environmental Resource Permit (SWERP) application to NwFWMD.

CPH does not anticipate mitigation coordination and/or design for wetland impacts. Therefore tasks associated with mitigation are not included in the scope of services but can be provided as an additional service.

3E – NwFWMD RAI Response Prepare written responses to one (1) Request for Additional Information (RAI) from the NwFWMD regarding ecological elements of the ERP application prepared by CPH.

Permit application fees are the responsibility of the FDEP.

Attend one (1) meeting with NwFWMD.

Deliverable:

• 3A – PDF copy of Preliminary Ecological Assessment Report

• 3B – PDF copy of hand drawn sketch of wetland delineation

• 3C – PDF copy of the Tree Table

• 3D – NwFWMD SWERP Application Section C with graphics and attachments

• 3E - Ecological Response to one (1) NwFWMD RAI letter; Copy of Permit or Letter confirming permit is not required.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
