Wekiwa Springs State Park – Site Grading Improvements

Wekiwa Springs, Apopka, FL

Statewide Contract CN202, Task Assignment ___

Project Objective: Under TA #36, Michael Baker completed Conceptual and 60% Design Plans for grading improvements at the Wekiwa Springs State Park is in Orange County, Florida. Conceptual Plan

Option 1 was selected as the path forward for improvements at the park.

This TA will proceed with completion of the Environmental Assessment/Data Collection and Final Design

Tasks for erosion control and stabilization improvements at the park. Survey, Geotechnical, and

Preliminary Engineering services were delivered under TA #36. The project will be completed with the addition of 2 subtasks outlined below. It is understood with this project being improvements of areas already in use and no significant addition of impervious areas being added, Michael Baker anticipates no municipal permitting and a SJRWMD permit exemption will be issued. The subtasks outlined below will complete the design phase for the Erosion Control and Stabilization Improvements.

• Subtask 1 – Environmental Assessment/Data Collection

• Subtask 2 – Final Design Plans

General Project understandings, guidelines, and coordination was provided by Wekiwa Springs State

Park Services representatives and the FDEP project manager under TA 36.

Subtask 1: Environmental Assessment/Data Collection

Michael Baker International (MBI) will collect and review the following data prior to conducting the field surveys for the project:

• National Resource Conservation Service soils data;

• St, Johns River Water Management District (SJRWMD) land use, cover, and forms classification system (FLUCFCS) data;

• National Wetland Inventory data;

• U.S. Fish and Wildlife Service (FWS) protected species data for Highlands County;

• Florida Natural Areas Inventory (FNAI) protected species tracking list for Highlands County; and,

• United States Geological Survey contour mapping.

MBI will collect the data from the agencies listed to confirm permit exemptions. Should a permit be required based on the findings and assessment, MBI will submit for approval a change order fee proposal to obtain any permits deemed required by governing agencies.

Deliverable:

Anticipated Environmental Permitting Summary Letter Report in report in electronic (PDF) version.

Cobb_DL Text Box

Assumptions:

1. If it is determined that special purpose protected species surveys are necessary, this will be provided under a separate agreement.

2. Protected species permitting and mitigation are not included.

3. Section 7 Consultation with the U.S. Fish and Wildlife Service is not included.

4. Wekiwa Springs is a water that is retained for USACE Section 404 jurisdiction and permitting authority.

5. If it is determined that SJRWMD Environmental Resource Permitting or USACE Section 404

Permitting is required, this would be provided under a separate agreement.

6. Wetland mitigation planning, if necessary, will be provided under a separate agreement.

7. Coordination with the State Historic Preservation Office is not included.

8. Discussion of potential for County permitting will not be included in the Anticipated Permitting

Summary Letter Report.

Performance Measure: Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Fixed Price Cost:

Subtask 1: Environmental Assessment/Data Collection

Company Classification Rate Hours Cost

MBI Project Manager $238.84 1 $238.84

MBI Environmental Scientist $106.81 19 $2,029.39

Subtotal (Subtask 1) 20 $2,268.23

Reimbursable Costs (Exemption Fee) $150.00

Totals (Subtask 1) 20 $2,418.23

Subtask 2: Final Construction Plans

Based on FDEP review and Comments, Michael Baker will incorporate comments and design revisions.

Finalize the design and produce Final Construction Plans. Final Construction Plans produced shall include:

• Cover Sheet

• General Notes

• Existing Conditions and Demolition Plan

• Site Improvement Plan

• Site Grading Plan

• Construction Details

• Estimated Construction Cost

The Consultant will design and implement a waterline extension and irrigation system into the approved

90% plans completed under Task 5 and prepare for final plans. The waterline extension will be placed down the center of Area 1, terminating at a hose bib connection in a locked valve box near the back of existing retaining wall.

MBI will also design an irrigation system for the grassed center portion of Area 1.

Assumptions:

• Final Construction Plans will be produced based on the original design intent and FDEP Review comments from completion of TA #36, Subtask 5: 60% Design Plans.

• FDEP will provide approximate location, type and size of existing waterline location via a marked-up site plan.

• The Consultant can assume the condition of the existing water line is acceptable for a wet tap.

• Existing water pressures are adequate to accommodate additional discharge point.

• Existing water pressures are within typical range and adequate for proposed irrigation system.

• FDEP Park staff will provide location of existing electrical panel to tap into, as well as photos of the panel and other information (verification of active circuits, Amperage ratings, etc).

• The existing electrical panel is assumed to have sufficient capacity to accommodate a new irrigation system control panel. If it is determined electrical upgrades are required to the electric panel to provide sufficient capacity for the irrigation controls, a change order will be required to provide this upgrade.
