Consultant's Task Assignment Notification Summary
This document is a Consultant's Task Assignment Notification issued by the Florida Department of Environmental Protection (FDEP) for Contract No. CN202, Task Assignment No. 8. The contract involves Michael Baker Jr., Inc. as the consultant, with Matthew Johnson, P.E. serving as the consultant's representative and Mae Roth as the FDEP Contract Manager. The project is located at Hillsborough River State Park in Thonotosassa, Florida, and is owned by FDEP-BDC (Building Design and Construction). The project aims to improve existing campsites by mitigating flooding issues in the Rivers Edge Campground.
The scope of work comprises two primary tasks: Task 1 – Site Design and Task 2 – Permitting (excluding FEMA permits). Task 1 involves preparing construction documents, specifications, and engineer's cost estimates for improvements to approximately 50 campsites identified with flooding concerns, including drainage construction, regrading, and aggregate installation within the FEMA floodway with compensating storage provisions. Deliverables include 60% plans and final plans with specifications in both hard copy and digital formats. Task 2 encompasses permitting services including data collection, wetland delineation, wildlife surveys, and applications to the Environmental Protection Commission, Hillsborough County Planning and Growth Management Department, Southwest Florida Water Management District, and U.S. Army Corps of Engineers. The total fixed-price cost for the project is $58,191.15, consisting of $29,123.15 for Site Design and $29,068.00 for Permitting, with a completion date of May 31, 2017. Reimbursable expenses totaling $3,597.00 include permit fees and data acquisition. PROPOSAL SUMMARY
Hillsborough River State Park
Campsite Flood Mitigation Design Services
Thonotosassa, Florida
MICHAEL BAKER INTERNATIONAL (MICHAEL BAKER) has been tasked with preparing a scope of services and fee proposal for engineering and permitting of the design of visitor campsite improvements at
Hillsborough River State Park. Specific campsites within the Rivers Edge Campground consistently experience flooding during heavy, sustained rain and during the wet season. The intent of this project is to limit the flooding as is practicable by the methods described and the budget proposed within this
Proposal Summary.
Task 1 – Site Design
Description:
MICHAEL BAKER will prepare the construction documents, specifications and engineer’s construction cost estimate for the items outlined below, in accordance with current FDEP design standards. BAKER will perform a field review with two (2) engineers to assess field conditions and coordinate with
Hillsborough River State Park and FDEP staff, as well as permitting agencies.
Improvements related to this scope of services include the following:
1. Construction of ditches or other drainage conveyance features, or regrading of campsites to facilitate proper drainage for the 50 campsites identified as having flooding concerns (See attached for Campground Problem Sites)
2. Or installation of stabilization, optional base, and fine graded aggregate to bring approximately 50 campsites above the existing grade to mitigate flooding. Due to the location of the campsites within the FEMA floodway, the number of campsites raised above the existing grade will be minimized.
Areas that require fill within the floodway will be mitigated by providing compensating storage volume within the FEMA floodway. Typical details will be applied to as many campsites as feasible and individual plan configurations will be developed where required, dependent upon existing conditions, alignment and severity of flooding. See exclusions below regarding FEMA involvement.
The construction documents shall include:
1. Construction Plans:
Key Sheet
Typical Section/Details
General Notes
Campsite Plan
Grading and Drainage Plan

Task 2 – Permitting (Excluding FEMA Permits)
Description:
MICHAEL BAKER will provide permitting services on this contract.
2.a Application Development
2.a.1 Data Collection and Review
BAKER will collect and review the following Geographical Information System (GIS) data prior to conducting the field surveys for the project:
National Resource Conservation Service soils map;
Southwest Florida Water Management District (SWFWMD) land use, cover, and forms classification system (FLUCFCS) map;
National Wetland Inventory wetlands;
Florida Fish and Wildlife Conservation Commission (FFWCC) protected species data;
Florida Natural Areas Inventory (FNAI) data;
Federal Emergency Management Agency (FEMA) floodplain maps;
United States Geological Survey contour maps; and
Hillsborough County Watershed Management Plan data.
Prior to performing the general field surveys, the aforementioned data will be collected and reviewed. This data will include site-specific information obtained from local authorities as necessary, as well as results from prior environmental surveys conducted on-site. A list of potential animals and plant species that have been documented to occur or that may occur on the site will be developed for use in conducting the general environmental survey.
2.a.2 Field Wetland Delineation and General Wildlife Survey.
Wetland jurisdictional lines will be flagged/staked in the field in accordance with the regulations of the SWFWMD, the Hillsborough County Environmental Protection Commission (EPC), and the U.S.
Army Corps of Engineers (USACE). BAKER will document all flora and fauna observed within the project area. BAKER will collect the necessary information and calculate the functional units for each wetland in the project area using the Uniform Mitigation Assessment Method.
2.b Application Approval
2.b.1 EPC/HCPGMD/SWFWMD/USACE Pre-Application Meetings
BAKER will coordinate, schedule, and attend a pre-application meeting with the EPC, Hillsborough County Planning and Growth Management Department, SWFWMD and USACE. Representatives for the CLIENT will attend each meeting. BAKER will fill out the agency pre-application meeting form and prepare the necessary supporting documentation and graphics for the meeting in order to present the project and receive comments related to wetland impact avoidance and minimization.
BAKER will draft the meeting minutes for the meeting, distribute the draft meeting minutes for review and comment from all attendees, and forward the final meeting minutes to all meeting attendees.
2.b.2 EPC Permit Application Preparation
BAKER will complete and file an application for EPC approval of SWFWMD wetland survey and an application to perform miscellaneous activities in wetlands. BAKER will coordinate with EPC during the review of the applications.
ASSUMPTIONS:
1. EPC accepts SWFWMD jurisdiction delineations under their Interagency Agreement; it’s assumed that field reviews will be needed only for SWFWMD and USACE.
2. Assumes no tree impacts.
2.b.3 SWFWMD Environmental Resource Permit Application Preparation
BAKER will prepare the plans and environmental documents necessary for the Environmental Resource Permit (ERP) application. This will include justification for the proposed improvements and their respective locations, avoidance and minimization, and environmental impacts.
The appropriate federal, state, and local environmental agency personnel will be contacted in order to arrange on-site field meetings to review the jurisdictional lines prior to surveying. Because EPC accepts SWFWMD jurisdiction delineations under their Interagency Agreement, it’s assumed that field reviews will be needed only for SWFWMD and USACE.
BAKER will provide one (1) set of additional information in response to SWFWMD’s wetland related review comments contained in a Request for Additional Information (RAI) and attend up one meeting to discuss the proposed responses.
2.b.4 USACE Permit
BAKER will coordinate with USACE regarding the ERP application and will provide one (1) set of additional information in response to SWFWMD’s wetland related review comments contained in a Request for Additional Information (RAI) and attend up one meeting to discuss the proposed responses.
ASSUMPTIONS:
1. The jurisdictional wetland is not larger than 1.0 acre.
2. Wetland impact is not greater than 0.50 acre.
3. The project has deminimus impact and does not require mitigation.
4. The project engineer and scientist will attend the Pre-Application meetings.
5. Preparation of responses to RAIs is limited to data collected during the field wetland delineation and general wildlife survey. RAI responses that require additional field data collection or design will be provided for under a separate agreement.
6. The project site is developed.
7. The project does not meet the requirements of a General Permit and a COE Nationwide Permit.
Deliverables:
