Bridge and Abutment Rehabilitation for Bridge # 170401

Myakka State Park, Sarasota County, FL

Statewide Contract CN202, Task Assignment _____

Project Objective: The purpose of this scope of services is to provide professional services to address the critical findings in the bridge inspection report for Bridge 170401, as well as other recommended repairs to the structure. This includes repair of concrete areas and preparation of design plans and a repair solution for the failing sand-cement riprap at the west abutment of the Main Park Drive bridge in Myakka

River State Park. The intent is to fully repair the deficient areas in accordance with best practices to extend the bridge service life as long as possible using properly designed materials and analysis techniques.

Bridge 170401 carries Main park drive over Myakka river and records show it was built in 1940. The length of the bridge is 200ft with 10 equal spans of 20ft and is 25.6 ft wide. The Bridge is supported on reinforced concrete piles and is not posted for any loadings. General Project understandings, guidelines, and coordination was provided by Wekiwa Springs State Park Services representatives and the FDEP project manager. Project objectives will be accomplished with the subtasks outlined and detailed below:

Subtask 1: Partial Bridge and Abutment Survey Michael Baker International (MBI) will coordinate with George F Young, Inc. (GFY Inc.) who will perform the necessary survey for the abutment and bridge repairs covered under this assignment, as depicted below:

• Topographic Survey under bridge at Begin Bridge and Abutments 1 and 2 area.

• Limited river bottom elevations for creating stream cross sections.

• Wetland Flags as delineated by Environmental Scientist

Assumptions:

• FDEP will provide access to the project area.

• Wetland delineation flags are located prior to survey crew arrival.

Subtask 2: Geotechnical Exploration

Michael Baker will coordinate with PSI Intertek of who will perform necessary geotechnical investigations required for abutment and soil protection redesign. The following is part of the scope of services:

• Review readily available published geologic and topographic information. This published information will be obtained from the appropriate quadrangle map published by the United States

Geological Survey (USGS) and the “Soil Survey of Sarasota County, Florida” published by the

United States Department of Agriculture (USDA) Soil Conservation Service (SCS).

• Execute a program of subsurface sampling and field testing. As requested, the following geotechnical exploration borings will be performed:

o Perform a total of four (4) Standard Penetration Test (SPT) borings to planned termination depths of 50 feet (2) and 100 feet (2) at or near the abutment slopes at both ends of the bridge.

o Boring locations shall be located in the field using recreational-grade GPS equipment in locations determined to be accessible for performing the hand auger borings. In the event borings are found to be inaccessible or blocked due to underground utilities, they will be offset to the nearest accessible location.

• Collect bulk samples along the toe of the abutment slopes at the both ends of the bridge.

• Visually classify and stratify representative soil samples in the laboratory using the Unified Soil

Classification System (USCS). Identify soil conditions at each boring location and form an opinion of the overall site soil stratigraphy.

• Collect groundwater level measurements in the borings and estimate seasonal high groundwater levels.

• Perform laboratory testing results in accordance with the laboratory services listed below.

• Prepare a geotechnical exploration data report for proposed site summarizing the information obtained from the field-testing program results and presenting the subsurface soil and groundwater conditions encountered.

Assumptions:

• The soil borings can be performed from the bridge approach area or along the nearby shoulder area.

• We anticipate the soil borings can be completed with limited cones/signage and Maintenance of

Traffic (MOT) will not be required.

• PSI drilling crew will meet the Park Maintenance Officer onsite to field locate soil borings prior to commencing drilling activities. PSI will coordinate with Michael Baker during the field visit for marking the boring locations and field exploration.

• Final depths of the borings may be extended or reduced depending on the subsurface materials identified during field activities.

• PSI will contact One Call utility locating services for public utility clearance prior to the start of drilling activities. It is our experience that these companies do not mark the locations of privately owned utilities. This proposal is based on private utility lines and other subsurface appurtenances are located in the field by others prior to field activities.

• PSI will exercise reasonable caution to avoid damages to underground utilities by contacting local utility companies prior to the field activities. However, private utility locations are often unknown by public utility companies and by the utility owners. Therefore, PSI will not be responsible for damage to the site or any buried utilities that are not made known to us.

• Some damage to the ground surface may result from the drilling operations near the work areas. The field crew will attempt to limit such damage, but no restoration other than backfilling the borings is included in this proposal.

• In the SPT boring locations, PSI will sample nearly continuously for the upper 10 feet, then at 5‐ foot intervals thereafter. Groundwater levels will be checked at the time of drilling.

• As called for by local regulations, all SPT borings will be filled and sealed upon completion.

Deliverable:

PSI Intertek will provide a geotechnical exploration report in electronic (PDF) version.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 5: Hydraulics and Scour Analysis This effort will include 1) preparing a simplified river model to estimate velocity and scour, 2) identifying a preferred revetment material, and 3) establishing the extents of the repair along the bridge abutment and within the Myakka River. The bridge is located within a FEMA Floodplain Zone A with undetermined floodplain elevation. Review of the scoping meeting minutes (8/17/2021) indicate the existing sand cement riprap at the west abutment is undermining and failing. For purposes of scoping this task it is assumed all of the existing riprap at the west abutment will be removed and replaced.

In order to evaluate suitable revetment options and scour depths, Michael Baker will develop a simplified hydraulic model of the river using the program HEC-RAS. The model will be developed using river flows and stages extracted from USGS Gage 02298830 for the Myakka River located upstream of SR 72 in

Sarasota, Florida as well as survey and geotechnical information collected on-site. The detailed scope for the survey and geotechnical tasks is included in Subtasks 1 and 2, respectively.

Michael Baker will identify the allowable revetment materials based on the estimated river velocities, scour depths, and the geometrical constraints of the site. Suitable revetment material options will be tabulated in an evaluation matrix and ranked based on cost, constructability, maintainability and other performance criteria. A preferred material will then be selected based on coordination with FDEP.

Michael Baker will design the horizontal and vertical extent of the revetment replacement in order to sufficiently protect the west bridge abutment in accordance with standard bridge design guidelines. This effort will require review of channel and abutment survey and compliance with SWFWMD general permit requirements.

Assumptions:

Conceptual plans will exclude and/or limit the use of storm inlets and piping. Construction costs estimates are based off current market product and labor costs.

Deliverables:

The results of the hydraulics and scour assessment will be summarized in a technical memorandum signed and sealed by a registered FL PE, and will include:

1. Summary the modeling results,

2. Evaluation matrix for revetment material options, and

3. Include information to support site grading requirements.

Subtask 6: 90% Repair Plans and Specifications Michael Baker International (MBI) will review the bridge Inspection report, geotechnical data, hydraulics analysis results and develop rehabilitation plans for Bridge carrying Main road over Myakka River addressing the deficiencies in the bridge inspection report dated on 10/21/2020. The following deficiencies were noted in the Bridge Inspection report:

1. The West slope protection is fractured, settled intermittently and undermined.

2. The slab in spans 2, 3, 4, 5, 6, 8, 9 & 10 have multiple areas of map cracking on the top.

3. The deck underside and the edge fascia on the north side have spalls with exposed rebar.

4. Joint Sealants has heavy deterioration, adhesion loss and vegetation.

5. The Anchor bolts attaching the bridge rail posts are missing nuts and washers and the anchor zones are spalled.

6. All the concrete piles have corner spalls.

Not all deficiencies noted above will be shown in the plans, provided other details, plan notes and instruction can be conveyed to a qualified contractor to perform the repairs. The plans, specifications and the preliminary engineer cost estimate will be developed to address the following major items of work:

1. Cleaning and sealing the concrete bridge deck surface and both approach slabs.

2. All the spalls will be repaired, and the joint seals will be replaced.

3. The West slope protection will be replaced based on Subtask 5: Hydraulics/Scour Analysis.

4. Replace/tighten the missing bolts connecting the rail posts to the deck and the spalled zones. The scope repairs the existing condition to perform per original design. It does not upgrade existing barriers to current FDOT standards.

5. Construction drawings to assist in the replacement of the existing slope protection.

6. Technical special provisions as required for concrete repair material.

Bridge Plans will include: Cover Sheet, Project Location Map, Scope of Work, General Notes, Summary of

Pay Items and Pay Item Notes, and any details necessary to produce a workable set of plans.

The repairs in the considered pile are minor and the repairs will not be addressed in the plans. The existing bridge does not have design plans and has unknown foundations.
