Bridge and Abutment Rehabilitation for Bridge # 170401

Myakka State Park, Sarasota County, FL

Statewide Contract CN202, Task Assignment _47__

Project Objective: The purpose of this scope of services is to provide professional services to address the critical findings in the bridge inspection report for Bridge 170401, as well as other recommended repairs to the structure. This includes repair of concrete areas and preparation of design plans and a repair solution for the failing sand-cement riprap at the west abutment of the Main Park Drive bridge in Myakka

River State Park. The intent is to fully repair the deficient areas in accordance with best practices to extend the bridge service life as long as possible using properly designed materials and analysis techniques.

Bridge 170401 carries Main park drive over Myakka river and records show it was built in 1940. The length of the bridge is 200ft with 10 equal spans of 20ft and is 25.6 ft wide. The Bridge is supported on reinforced concrete piles and is not posted for any loadings. General Project understandings, guidelines, and coordination was provided by Myakka River State Park Services representatives and the FDEP project manager. Survey and Geotechnical data collected under a separate Task Assignment will be utilized for this project. Project objectives will be accomplished with the subtasks outlined and detailed below:

Subtask 1: Environmental Data Collection/Field Surveys

Environmental Data Collection

The following available Geographical Information System (GIS) maps and data will be collected prior to conducting the environmental field surveys for the project:

• National Resource Conservation Service soils data;

• Southwest Florida Water Management District (SWFWMD) land use, cover, and forms classification system (FLUCFCS) data;

• U.S. Fish and Wildlife Service National Wetlands Inventory (NWI) data;

• U.S. Fish and Wildlife Service Information for Planning and Consultation (IPaC) list of species for project area;

• Florida Natural Areas Inventory (FNAI) tracking list for Sarasota County and biodiversity matrix data;

• Available lidar elevation data; and,

• U. S. Geological Survey contour maps.

Prior to performing the environmental field surveys, the aforementioned data will be reviewed. A list of animals and plant species that have been documented to occur or that may occur within the site will be compiled for use in conducting the environmental surveys. The project site limits will be incorporated into the maps.

General Protected Species Survey

The CONSULTANT will perform a general protected species survey within the limits of the project to look for evidence of use of the project area by protected species and to determine whether suitable habitat for protected species occurs in the project limits. The survey will be limited to the area of the slope stabilization improvements on the east bank of the Myakka River, directly beneath and adjacent to the sides of the bridge (project area). If gopher tortoise burrows are found during the general protected species survey, the location of the burrows will be flagged so that the burrow locations can be recorded as part of the land survey services for the project.

Field Wetland Delineation

The CONSULTANT will flag/stake wetland jurisdictional limits in the field within the project area in accordance with the State of Florida’s wetland delineation methodology contained in Chapter 62-330.201 of the Florida Statutes (FS). Wetland delineation boundary flag locations will be recorded as part of the surveying tasks for the project. The surveyed wetland limits will be depicted in plans that will be developed under the design tasks for the project. The wetland boundary will be used to minimize/avoid wetland impact in the project design.

Deliverable:

• Wetland limits depicted in the survey sheets.

• Copies of written correspondence.

Performance Measure: Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Totals (Subtask 2) $12,327.87

Subtask 3: Limited Bat Roost Survey Michael Baker will contract with Bat Conservation and Management, Inc. (BCM) to perform a Florida bonneted bat roost survey, in accordance with USACE requirements. This effort focuses on attempting to locate a physical roost tree or structure in the Project Area. Limited Roost Surveys consist of the following tasks:

A. Analysis of previously recorded acoustic data and/or a visual survey of snags, crevices and other “bat friendly” features will predict where roosts likely are located. Within that zone, all structures greater than 20’ high will be visually inspected for evidence of cavities or crevices that may be bat shelter. Individual trees are located on a map of the project area and assessed for suitability, DBH, height, condition, and notable bat friendly features.

B. Trees or structures determined to be potential roosts will be investigated in one or more methods:

a. Roosts will be confirmed by a visual emergence survey, with an observer stationed when weather conditions are suitable. Surveyors should be quietly stationed 30 minutes prior to sunset and remain1-1⁄2 hours after sunset, observing both visual and humanly audible evidence of FBB.

b. To eliminate the potential of mis-identifying a roost of other common bat species, a bat acoustic detector (a Pettersson D500x, and/or SonobatLIVE+Pettersson M500/384) will be used to make permanent recordings of any bat activity that occurs during the survey. This data will confirm FBB if present.

c. In lieu of an observer physically viewing a potential roost, a bat acoustic recorder, thermal video camera, or infrared video camera trap may be used at potential roosts or potential clusters of roosts. Analysis of this data will suggest if any additional survey is necessary. The image size and frame speed of any animals emerging potential roosts must able to confidently discriminate between bats and birds.

d. The structure will be systematically surveyed for bat-friendly crevices. A reasonable attempt will be made to inspect the crevices for bats using a realtime, recordable borescope camera.

C. Technical Report. A report will follow fieldwork and consist of a structure or tree summary table (tree number, suitability, DBH, height, condition, and notes/description) as applicable. A representative photo of each tree/ structure surveyed will be included and located on a project area map. A summary of visual and electronic monitoring methods will be included. Based on the observations, a conclusion will be established if FBB were present in the project area during the survey period, and if possible, an exact roost area identified with numbers present. Typically, a draft report on a small project is ready 3-7 business days after fieldwork is complete.

Deliverables:

Technical report summarizing findings of bat roost survey, prepared in PDF format. The report will be submitted to FDEP and to USACE for 404 permit approval.

Subtask 4: 100% Repair Plans and Specifications Michael Baker International (MBI) will review the bridge Inspection report, geotechnical data, hydraulics analysis results and develop rehabilitation plans for Bridge carrying Main road over Myakka River addressing the deficiencies in the bridge inspection report dated on 10/21/2020. The following deficiencies were noted in the Bridge Inspection report:

1. The West slope protection is fractured, settled intermittently and undermined.

2. The slab in spans 2, 3, 4, 5, 6, 8, 9 & 10 have multiple areas of map cracking on the top.

3. The deck underside and the edge fascia on the north side have spalls with exposed rebar.

4. Joint Sealants has heavy deterioration, adhesion loss and vegetation.

5. The Anchor bolts attaching the bridge rail posts are missing nuts and washers and the anchor zones are spalled.

6. All the concrete piles have corner spalls.

Not all deficiencies noted above will be shown in the plans, provided other details, plan notes and instruction can be conveyed to a qualified contractor to perform the repairs. The plans, specifications and the preliminary engineer cost estimate will be developed to address the following major items of work:

1. Cleaning and sealing the concrete bridge deck surface and both approach slabs.

2. All the spalls will be repaired, and the joint seals will be replaced.

3. The West slope protection will be replaced based on Subtask 5: Hydraulics/Scour Analysis.

4. Replace/tighten the missing bolts connecting the rail posts to the deck and the spalled zones. The scope repairs the existing condition to perform per original design. It does not upgrade existing barriers to current FDOT standards.

5. Construction drawings to assist in the replacement of the existing slope protection.

6. Technical special provisions as required for concrete repair material.

Bridge Plans will include: Cover Sheet, Project Location Map, Scope of Work, General Notes, Summary of

Pay Items and Pay Item Notes, and any details necessary to produce a workable set of plans.

The repairs in the considered pile are minor and the repairs will not be addressed in the plans. The existing bridge does not have design plans and has unknown foundations.
