Paynes Creek Historic Park Suspension Bridge Repairs Statewide Contract CN202, Task Assignment 30
Project Objective: This scope of this work order is a continuation of services provided by Michael Baker International (MBI) in 2019 to FDEP on the Paynes Creek Historic Park Suspension Bridge located in Hardee Co., FL. Previous efforts from MBI included a bridge inspection and rehabilitation report of the existing structure. Efforts under this work order include preparation of the plans for implementation of both minimum and recommended repair actions (Options 1 & 2) per MBI’s original report dated 6/11/19. Also included are environmental permitting services necessary to facilitate construction, as well as providing limited construction RFI services.
Subtask 1: Repair Plan Preparation Description:
Michael Baker International will complete construction plans and specifications for the repairs of the existing structure per recommendations on our report dated and submitted on 6/11/19. The estimated construction cost will also be updated to current bid trends and costs.
The construction methods used for repair and mobilization shall be the responsibility of the contractor.
Michael Baker shall prepare construction documents to describe the type and limits of repair required.
The drawings set is anticipated to contain the following sheets:
Index/Cover Sheet General Notes Bridge overview and details Necessary repair detail sheet/s
Assumptions:
Repair extents will be based off the rehabilitation report from Michael Baker, dated 6/11/19. Plan details for the bridge layout and repairs will be taken from existing as-builts and will repair the structure in-kind. Existing piling will be utilized and rehabilitated in place.
The following services are not included and would be considered change order services:
- New structural design or calculations.
- Survey services or further research to determine pier configuration beyond recorded as-builts.
- Re-engineering the structure to meet current building codes. Coated chain link fence will be utilized per existing conditions on handrails.
Deliverable:

Subtask 2: Environmental Permitting
Subtask 2a: Wetland Delineation
Description:
Wetland delineations are required to identify existing boundaries and show impacts for permitting purposes. At this time, it is anticipated that wetland impacts will be minor (<0.10 total acres) and located in areas only where pile rehabilitations are required. The CONSULTANT will collect and review data necessary to perform a field wetland delineation including soil mapping, aerial photography, and land cover mapping. The CONSULTANT will set up a handheld submeter-accurate global positioning system datalogger for field work. Then the CONSULTANT will perform the field wetland delineation at the location of the bridge to determine the limits of wetlands and surface waters under the jurisdiction and permitting authority of the SWFWMD and ACOE. The wetland delineation will be based on determining the presence of wetland soils, wetland hydrology, and hydrophytic (wetland-adapted) vegetation. The wetland boundary will be flagged using alpha-numerically labeled surveyor’s flagging tape and the location of the flags will be recorded using a submeter-accurate global positioning system (GPS) datalogger. After the field work is complete, the GPS data will be downloaded, differentially corrected and brought into geographic information systems software that will be used to develop a wetland delineation boundary exhibit.
1. No land survey by a registered land surveyor is required.
2. If it is determined that land survey is required, this will be provided under a separate agreement.

Subtask 2b: General Protected Species Survey
Description:
The CONSULTANT will perform a general protected species survey at the location of the bridge to determine whether suitable habitat for protected species occurs in the project limits. If gopher tortoise burrows are found during the general protected species survey, the location of the burrows will be recorded using the submeter-accurate GPS datalogger.
Assumptions:
1. If gopher tortoise permitting, burrow excavation, and/or relocation are required, this will be provided under a separate agreement.
2. If an underwater benthic invertebrate or submerged aquatic vegetation survey is required, it will be provided for under a separate agreement.
Brief letter report in pdf describing habitats in the vicinity of the bridge and suitability for federal and state-protected species that are documented to occur in Hardee County by the U.S. Fish and Wildlife Service and the Florida Natural Areas Inventory.
