Wekiwa Springs State Park – Site Grading Improvements

Wekiwa Springs, Apopka, FL

Statewide Contract CN202, Task Assignment 36, Change Order 1

This Change Order #1 adds in additional scope and subtasks to the original task assignment signed

10/14/2021.

Project Objective: Under the original contract, Michael Baker completed (3) Conceptual Plans for grading improvements at the Wekiwa Springs State Park is in Orange County, Florida. Conceptual Plan

Option 1 was selected as the path forward for improvements at the park.

This change order will proceed with final design for erosion control and stabilization improvements at the park. This change order includes Survey, Geotechnical, Environmental and Civil Engineering services.

The project will be completed with the addition of 5 subtasks outlined below. It is understood with this project being improvements of areas already in use and no significant addition of impervious areas being added, Michael Baker anticipates no municipal permitting and a SJRWMD permit exemption will be issued. The subtasks outlined below will be amended into the current contract to complete the design phase for the Erosion Control and Stabilization Improvements.

• Subtask 2 – Site Survey

• Subtask 3 – Geotechnical Exploration

• Subtask 4 – Environmental Assessment/Data Collection

• Subtask 5 – 60% Design Level Review

• Subtask 6 – Final Design Plans

General Project understandings, guidelines, and coordination was provided by Wekiwa Springs State

Park Services representatives and the FDEP project manager.

Subtask 2: Site Survey

George F Young, Inc. (GFY Inc.) will perform a full topographical survey, necessary for site and drainage/grading design of the existing spring area to the following limits:

• Set Horizontal and Vertical Control at the site

• Topographic Survey on a 25 to 50 foot grid, with all grade breaks

• Locate all visible features as indicated on the attachment

• Wetland Flags as delineated by Environmental Scientist

Assumptions:

• FDEP will provide access to the project area.

• Wetland delineation flags are located prior to survey crew arrival.

Deliverables:

• (6) copies of the survey, signed and sealed by a Professional Surveyor and Mapper, licensed by the

State of Florida.

• Electronic version of the survey in AutoCAD 2018 "DWG" transmitted by electronic means

Performance Measure: Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Fixed Price Cost:

Totals (Subtask 2) 193 $19,515.50

Subtask 3: Geotechnical Exploration

PSI Intertek will perform necessary geotechnical investigations required for regrading and stabilization.

The following is part of the scope of services:

• Review readily available published geologic and topographic information. This published information will be obtained from the appropriate quadrangle map published by the United

States Geological Survey (USGS) and the “Soil Survey of Orange County, Florida” published by the United States Department of Agriculture (USDA) Soil Conservation Service (SCS).

• Execute a program of subsurface sampling and field testing. As requested, the following geotechnical exploration borings will be performed:

o Perform up to three (3) Hand Auger (HA) borings to maximum depths of five feet or to depths at which hand auger refusal is experienced whichever condition is achieved first.

o Boring locations shall be located in the field using recreational-grade GPS equipment in locations determined to be accessible for performing the hand auger borings. In the event borings are found to be inaccessible or blocked due to underground utilities, they will be offset to the nearest accessible location.

• Visually classify and stratify representative soil samples in the laboratory using the Unified Soil

Classification System (USCS). Identify soil conditions at each boring location and form an opinion of the overall site soil stratigraphy.

• Collect groundwater level measurements in the borings and estimate seasonal high groundwater levels.

• Perform up to two (2) field tests to provide data regarding the infiltration rate of the soil within or near the areas labelled “Focus Area 1” and “Focus Area 2” on the provided site plan as requested. The exact nature of the testing program will be determined by site accessibility. We anticipate infiltration testing can be completed with Double-Ring Infiltrometer (DRI) testing.

• Prepare a brief geotechnical exploration data report for proposed site summarizing the information obtained from the field-testing program results and presenting the subsurface soil and groundwater conditions encountered.

Assumptions:

The proposed number of test borings and infiltration tests have been assumed based on the grading and stabilization improvements confirmed from the onsite scoping meeting conducted on August 8, 2021.

Deliverable:

PSI Intertek will provide a geotechnical exploration report in electronic (PDF) version.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

• National Wetland Inventory data;

• U.S. Fish and Wildlife Service (FWS) protected species data for Highlands County;

• Florida Natural Areas Inventory (FNAI) protected species tracking list for Highlands County; and,

• United States Geological Survey contour mapping.

MBI will collect the data from the agencies listed to confirm permit exemptions. Should a permit be required based on the findings and assessment, MBI will submit for approval a change order fee proposal to obtain any permits deemed required by governing agencies.
