Amendment #1 Highlands Hammock State Park – Campground Redesign Improvements

Highlands Hammock, Highlands County, FL Statewide Contract CN202, Task Assignment #33

This Amendment #1 adds in additional scope and subtasks to the original task assignment signed 12/8/2020.

Project Objective: Under the original Contract, Michael Baker International (MBI) completed a conceptual design report, providing FDEP with three design alternatives to improve circulation and the layout of the Highlands Hammock Campground located in Highlands County, FL.

This amendment will utilize the report recommendations and provide full design and permitting services for the FDEP preferred alternative, Concept #1 (reconstruction of existing). Included with this proposal is a full site survey, stormwater design and permitting, environmental surveys and permitting, electrical design, and site design. Utility coordination with Duke Energy is also included to allow the utility to reconstruct the existing electrical distribution system to provide proper energy distribution and loadings for the redesigned layout. No work on the existing buildings (restrooms, shower facilities, ranger stations) is included. Post design CEI administration services are shown in this proposal at this time as optional services.

Subtask 3: Site Survey

George F Young, Inc. (GFY Inc.) will perform a full topographical survey, necessary for site and drainage/stormwater design of the existing campground to the following limits:

- Entrance roadway and all circulation roadways from the existing RV dump station on the south to the main service roadway split on the north side near the maintenance area, just outside of the campground limits.

- All non-roadway lands encompassing the existing campsites to a distance of approximately 50 feet beyond on the exterior sites only.

- Area proposed for the new RV dump station and septic tank/drain field.

Vertical and horizontal control in appropriate datums will be established at the project site. Control point coordinates/benchmark elevations will be provided in the project plans for construction purposes.

All existing features within the proposed 19 acre +/- limits to be located (roadways, sidewalks, drainage structures and pipes, power poles, fencing, wetlands as pre-marked by MBI, gopher tortoise burrows as pre-marked by MBI, building edges.) The topographical survey will be taken at approximately 50-foot grids with additional survey at grade breaks and change in topography as necessary. Trees survey to be limited to “must save” trees as pre-marked by FDEP. Underground water or electric service lines locates will be limited to feeder lines to remain in place, including building service lines, and the main water line servicing the park from the north well station. Campsite service lines will not be located as they will be removed as part of the reconstruction of the campground.

Assumptions:

1. FDEP will pre-mark all trees desired for saving prior to the survey.

2. FDEP will pre-locate and mark out the existing main trunk water line servicing the campground from the off-site well and pump.

3. Building surveys limited to outline of structure only.

Deliverable:

A signed and sealed topographical survey drawing will be provided in .pdf form (hardcopy upon request). Electronic topography CADD files (.dwg format) will also be provided.

Performance Measure: Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 4: General Protected Species Survey & Report

Michael Baker International (MBI) will collect and review the following data prior to conducting the field surveys for the project:

National Resource Conservation Service soils data.

Southwest Florida Water Management District (SWFWMD) land use, cover, and forms classification system (FLUCFCS) data.

National Wetland Inventory data.

U.S. Fish and Wildlife Service (FWS) protected species data for Highlands County.

Florida Natural Areas Inventory (FNAI) protected species tracking list for Highlands County.

United States Geological Survey contour mapping.

Prior to performing the general protected species survey, the collected data will be reviewed. A list of protected species that have either been previously documented to occur at or near the site or that have potential to occur on at the site will be developed for use in conducting the general protected species survey. A field map will also be prepared for use during the survey.

MBI will perform the general protected species survey within the limits of the project to look for evidence of use of the project area by protected species and to determine whether suitable habitat for protected species occurs in the project limits. If gopher tortoise burrows are found during the general protected species survey, the location of the burrows will be flagged so that the burrow locations can be recorded as part of the land survey services for the project.

Deliverable:

A general protected species survey report delivered in electronic .pdf format will be prepared in support of the SWFWMD Environmental Resource Permit application. The report will detail the federal and state protected species that appear on the FWS and FNAI lists for Highlands County. For federal listed species and state listed animal species, the report will state whether suitable habitat is present in the project area and whether the project is likely to cause adverse effects to each species. For state-listed plant species the report will describe that since there will be no harvest of state protected plants or commercial exploitation of protected plants, the project will not require any special permits if state protected plants are found in the project area. If needed, a letter of coordination describing the project’s potential effects to federal and state-protected species will be prepared for submittal to the Florida Fish and Wildlife Commission.

Subtask 7: Geotechnical Investigations

PSI Intertek will perform necessary geotechnical investigations required for stormwater design and permitting. The scope assumes four stormwater ponds required within the Highlands Hammock Campground area. The following is part of the scope of services:

1. Review readily available published geologic and topographic information. This published information will be obtained from the quadrangle map published by the United States Geological Survey (USGS) and the "Soil Survey of Highlands County, Florida" published by the United States Department of Agriculture (USDA) Soil Conservation Service (SCS). Review published geologic data to assess seismic and sinkhole potential at the site.

2. Execute a program of subsurface sampling and field testing. PSI proposes to perform one (1) 20 feet deep Standard Penetration Test (SPT) boring, one (1) five feet deep hand auger boring, and one (1) Double Ring Infiltrometer (DRI) test within each proposed pond footprint area. Based on the request for proposal for this project, up to four (4) ponds are under consideration, therefore, a total the scope includes a total of four (4) 20 feet deep SPT borings, four (4) 5 feet deep hand auger borings, and four (4) DRI tests to accommodate the requested scope of work.

3. The boring locations will be established in the field utilizing handheld GPS equipment and the plans provided to PSI. DRI tests will be similarly located in the field and will be performed at a maximum depth of three (3) feet below the existing ground surface. Should testing be required at depths in excess of three feet below the existing ground surface, perform field permeability testing will be completed where required in place of the proposed DRI tests.

4. Visually classify and stratify representative soil samples in the laboratory using the Unified Soil Classification System (USCS). Conduct a laboratory testing program to confirm soil classification and to determine necessary engineering properties. Identify soil conditions at each boring location and form an opinion of the soil site stratigraphy.

5. Collect groundwater level measurements in the boreholes to provide estimated normal seasonal high groundwater levels for the property.

Assumptions

The proposed number of test borings and infiltration tests have been assumed based on 4 stormwater ponds and should be considered the minimum required based on the limited configuration information available at this time. Depending on the size of the proposed ponds, additional infiltration tests and/or borings may be required to satisfy locally governing requirements.

Deliverables

The results of the field exploration and laboratory tests will be used in the provided engineering analysis and the development of design level geotechnical engineering recommendations for the project. The results of PSI’s subsurface exploration, including evaluations and the field/laboratory data on which they are based, will be presented in a design level engineering report prepared under the direction of a Professional Engineer licensed in the State of Florida, delivered in electronic .pdf format. The report will include the following:

- Description of the site, geotechnical exploration field work, laboratory work, and general soil conditions encountered.

- Figures including a site plan with approximate boring locations and boring logs.

- A discussion on the observed groundwater levels including the estimated normal wet seasonal highwater table at the boring locations.

- Results of infiltration tests for stormwater retention pond design purposes.

- Depth to apparent confining layer, if observed.

- General location and description of potentially deleterious materials (including surficial and buried organic soils in the low-lying/wetland areas) encountered in the borings which may interfere with construction progress or pond performance, including existing fills or debris laden soils.
