Amendment #2 Highlands Hammock State Park - Building Electrical and Plumbing Inspections

Highlands Hammock, Highlands, FL Statewide Contract CN202, Task Assignment 32

This Amendment #2 adds in additional scope and subtasks to the original task assignment signed 11/12/2020 and Amendment #1 signed 4/5/21.

Project Objective: This amendment adds in asbestos and lead based paint inspections and testing to comply with Highlands County and NESHAP requirements for the eight buildings proposed for plumbing and/or electrical improvements.

Subtask 9: Lead and Asbestos Inspections, Testing, and Reporting The following eight structures/areas will be tested as part of this amendment.

1. Building ID BL036001: Ranger House #1 and Garage (aka west residence area [Watchmens House] of PSS Richard Gavagni), wood frame construction and built in the year 1931 and approximately 1,743 square feet. Estimated 27 asbestos samples.

7. Building ID BL036041: West Guest Cottage (aka west residence area cottage), wood frame construction and built in the year 1934 and approximately 839 square feet. Estimated 14 samples.

8. Building ID BL036042: West Bunkhouse and Storage (aka west residence area garage), wood frame construction and built in the year 1934 and approximately 1,802 square feet. Estimated 14 samples.

PSI understands that that interior/exterior walls are expected to be impacted and may need to be accessed during survey activities to observe any suspect materials. Based on the images seen in the reports provided, all interior/exterior walls appear to consist mostly of wood/fiberglass wall panel materials and may have drywall, insulation, felt paper, or glues underneath in the inner wall cavity areas that will need to be accessed for suspect materials. Masonry block also appears associated with only

Building ID BL036002 and the inner areas of the masonry block cells may need to be accessed to inspect for any insulation materials expected to be impacted.

Imagery provided in the reports indicate that electrical boxes/components appear to be along the wood siding of the structures and line in wiring poles are seen penetrating through the asphalt shingle roof which is not expected be impacted and will not be a part of the survey.

Asbestos Scope of Services:

An on-site survey of exposed and accessible building materials will be conducted by a team of U.S.

Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) accredited inspectors. The inspectors will list materials found that are suspected of containing asbestos and give a detailed description of their location. Any suspect materials found to be significantly damaged as defined by EPA will also be noted.

PSI will review all past reports, specifications, drawings, and other documents provided by the owner that would assist in identifying the suspect materials associated with the eight structures. This may also include interviewing maintenance personnel, State Park operations personnel or owners for their knowledge of the use of asbestos associated with the buildings.

Limited Samples of building materials expected to be impacted/disturbed during the electrical/plumbing renovations will be collected according to EPA guidelines, which dictate the number and location of samples to be collected. PSI will attempt to sample damaged areas and areas that are least visible. The following is a listing of the materials that may be sampled during the course of a typical survey. Roofing materials will not be sampled.

Surfacing Thermal System Insulation (TSI) Miscellaneous Fireproofing Pipe Insulation Ceiling Tiles Acoustical Plaster Boiler/tank Insulation Acoustic Tiles Hardwall Plaster Breeching Insulation Blown-in Insulation Ductwork Insulation Floor Tile/Mastic Vinyl Sheeting Gypsum wallboard Concrete slabs

PSI will analyze all building material samples according to current EPA regulations. Per EPA regulations, if PLM results of friable samples with visual estimation indicate levels between “trace” and less than 10% asbestos, the client has the option to quantify the asbestos concentration by point counting or to assume the material to be asbestos. Point counted friable samples with results ≤ 1% asbestos are considered to be non-asbestos per the EPA. Unless otherwise directed by the client, friable samples which are visually estimated to contain less than or equal to one percent (≤ 1%) asbestos will be quantified using the point counting procedure to definitively qualify them as ACM or non-ACM. Friable samples visually estimated to contain >1% to less than 10% asbestos will not be point counted unless requested and authorized by the client. The additional charge for the point count quantification, if needed, is listed as a unit rate in the fees section of this proposal. It is anticipated that up to 200 asbestos samples (each sample collected includes laboratory analysis of up to two layers per sample;

additional layers are considered an additional sample) will be collected and analyzed as a part of this project.

The PSI inspectors will develop a quantity of each material identified. The quantity will be listed with the material. Any material that cannot be fully accessed will be noted as not having an accurate quantity due to the inaccessibility of the material. Example: piping that goes from a mechanical room into an enclosed chase. The inspector will report only the quantity observed and note that there is the possibility that additional materials are located in inaccessible areas. Quantities will be given in square footage for surfacing materials, linear feet for piping insulation, and each for mudded joints and other single item materials.

PSI will assess the condition of the suspect materials observed. The material assessment will involve touching the materials to determine whether the material is friable and assessing the material in accordance with EPA guidelines.

Patching and/or restoring of sample locations is not within the scope of work: PSI shall collect representative samples of each homogeneous area of suspect ACM by coring through the material to the base substrate. PSI shall collect samples as required by applicable regulations for the determination of asbestos content. Sample locations shall be randomly chosen to the extent possible; however, PSI shall preferentially collect samples from hidden or obscure locations. Additionally, PSI shall attempt to collect samples from areas of pre-existing damage. With the exception of the roofs, sample core locations shall be encapsulated following sample extraction with a liquid spray encapsulant or by covering with duct tape.

The asbestos report will be reviewed by a Florida Licensed Asbestos Consultant. The final report is intended for the sole use of the client and no warrants or claims are made for use beyond that described herein.

Limited Lead-Based Paint Testing and Analytical Methodology Scope of Services:

PSI will provide an experienced and EPA-certified Lead Inspector/Risk Assessor or trained PSI technician in the use of the X-ray Florescence (XRF) to conduct Lead-Based Paint testing. The Scope of the limited work for the Lead-Based Paint Inspection will include the use of an Heuresis, Pb200i, XRF Lead Paint Analyzer to test only the building components to be impacted for the presence of lead-based paints. PSI understands that the client has requested only representative testing of areas to be impacted during renovations and that the HUD protocol is not a requirement for this project.

The Inspector/Risk Assessor or trained PSI inspector in the use of the XRF will use an Heuresis, Pb200i XRF Lead Paint Analyzer to determine if lead-based paints are present in association with the electrical/plumbing renovation areas to be impacted of the eight structures. The inspector will check the areas such as walls, ceilings, doors, door jams, windows, windowsills, floors, stairs, piping, ladders, railings, etc. As requested by the client, only measurements of random components will be tested from each interior and exterior painted surface expected to be impacted/disturbed during the electrical/plumbing renovations.

Assumptions:

1. Access to the buildings will be allowed to facilitate needed inspections/survey to be performed together. A FDEP escort is preferred in buildings currently occupied by tenants/residents/park staff.

2. Where access to areas 20 feet above floor level, such as above suspended ceilings or roofs, is required, a ladder or other elevating device will be made available to the PSI inspector.

3. Lighting for the building during the course of the survey.

Deliverables:

Electronic copy of the final report will be provided in .pdf format. This report will contain the detailed results of materials observed, sampling activities, and material quantification.

Any hazardous materials found will be identified in the final construction plans (type, location, and approximate quantity).

Performance Measure:

Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
