RE: Statewide Contract: CN202, Task Assignment #37 Anclote Key State Park Lighthouse Rehabilitation Pinellas & Pasco County, FL

Dear Mr. Thomas:

For your review, Michael Baker International, Inc., is attaching a revised proposal summary and man-hour documentation for providing structural design services for rehabilitating the Anclote Key Lighthouse. For this project Michael Baker will utilize the professional structural engineering services of AVCON, Inc. (subconsultant) for the lighthouse repairs inspection and design of structural repair plans.

Please review the attached Proposal Summary and deliverables and let me know if there are any questions or comments.

Sincerely, Jeff Roberts, PE, RSP1 Associate Vice President J ffffff R b t PE R

Anclote Key State Park Lighthouse Rehabilitation Pasco County, FL

Statewide Contract CN202, Task Assignment 37

Project Objective: To prepare repair documents and rough order of magnitude (ROM) engineer’s cost estimate for the existing lighthouse located at Anclote Key Preserve State Park (PARK).

Information in a 2016 Conditions Report (REPORT) that was prepared by Kenneth Smith Architects, Inc. and Atlantic Engineering Services, both from Jacksonville, Florida is being utilized in preparation of this proposal. Drawings of the existing lighthouse were not available for review for this proposal. The existing light house was constructed in 1887 using cast iron and is approximately 106 feet tall. It was shut down in 1984 but restored and relit in 2003.

Michael Baker will oversee and coordinate with AVCON, Inc., who will be conducting the Structural engineering services for this project. This project will be completed and supported with the following subtasks as outlined below:

Subtask 1: 90% Construction Design AVCON will conduct one site visit to gather information for repair documents as outlined in the deficiencies of the REPORT. In preparation for the site visit, AVCON will meet with Park representatives to discuss maintenance history and areas known to be problematic, which may require more attention. AVCON’s investigation will be limited to readily visible and accessible elements of the lighthouse and will not include observations of ancillary systems, equipment, or other appurtenances inside or outside of the footprint. AVCON will not conduct any selective demolition or invasive testing; documentation of the existing structure; a comprehensive technical evaluation; review for compliance with governing buildings codes; or review for compliance with applicable insurance requirements.

AVCON will utilize all information from the REPORT and the site investigation to develop and prepare structural repair details that will address the deficiencies noted in the 2016 Report. Michael Baker and AVCON reserves the right to amend this proposal if results of the on-site observations indicate more additional conditions require repairs than what was originally indicated in the REPORT. In addition to the structural repair documents, a 90% design level ROM will be developed for FDEP review.

Assumptions:

FDEP will provide full access to the lighthouse.

FDEP Park operations personnel will be available.

Exclusions:

Locate buried utilities, drainage, or other underground structures.

Geotechnical Investigation.

Design of waterproofing, damp-proofing and fireproofing systems.

Deliverable:

90% design level structural repair documents, 90% engineer’s opinion of probable construction costs (EOPC), and a 90% design level ROM will be provided in .pdf form (hardcopy upon request).

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

AVCON will update the 90% design level ROM per the FDEP review comments and the development of 100% Construction documents.

After 90% deliverables have been accepted by the FDEP, the CONSULTANT shall coordinate with the State Fire Marshal’s Office to request a “courtesy” review by the state fire marshal’s office to determine if a permit will be required for the planned improvements. If a permit is required, an amendment to this scope of services will be required to add a subtask for completion the permit application and fees based on the EOPC, which will be completed concurrent with or immediately following the 100% deliverable. Any additional life safety or fire prevention measures required for approval of the State Fire Marshal permit shall be included under a separate amendment to this scope of services.

Subtask 3: SWFWMD Permitting Exemption Request The CONSULTANT will coordinate as necessary with the SWFWMD to request confirmation that the proposed construction is exempt under the State of Florida’s Environmental Resource Permitting regulations. The CONSULTANT will prepare the necessary supporting documentation and graphics to provide with the request for confirmation of exemption. The CONSULTANT will describe the scope of the project and receive comments from SWFWMD regarding special conditions that may be stipulated with issuance of the exemption verification. Prior to issuance of the exemption, the CONSULTANT shall also attend a site visit with the SWFWMD representative to ensure all required information is sufficiently documented.

Deliverable:

A .pdf copy of the SWFWMD’s confirmation will be provided to the Department that the project is exempt, once received.

Subtask 4: Asbestos Renovation Survey and Lead-Based Paint (LBP) Testing Based on the condition report dated March 1, 2016 prepared for the Department of Environmental Protection, PSI shall perform a limited NESHAP asbestos renovation survey and LBP testing of the Anclote Key Lighthouse and Oil House elements outlined in that report for repair or replacement. All remaining structures on the property are not a part of this project.

It is anticipated that up to twenty-five (25) asbestos samples (each sample collected includes laboratory analysis of up to two layers per sample; additional layers are considered an additional sample) will be collected and analyzed as a part of this project.

PSI will collect asbestos caulk/glazing samples associated with the lantern room windows and any other caulking’s or materials observed that may be impacted during painting activities. PSI will only perform lead-based paint testing based on the recommended metal elements listed for repair or replacement from the 2016 report.

Asbestos: An on-site survey of exposed and accessible building materials will be conducted by a team of U.S. Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) accredited inspectors. The inspectors will list materials found that are suspected of containing asbestos and give a detailed description of their location. Any suspect materials found to be significantly damaged as defined by EPA will also be noted.

Lead-Based Paint: PSI will provide an experienced and EPA-certified Lead Inspector/Risk Assessor or trained PSI technician in the use of the X-ray Florescence (XRF) to conduct Lead-

Based Paint testing. The Scope of the limited work for the Lead-Based Paint Inspection will include the use of an Heuresis, Pb200i, XRF Lead Paint Analyzer to test only the building interior and exterior components to be impacted. The inspector will check the areas such as walls, ceilings, doors, door jams, windows, windowsills, floors, stairs, piping, ladders, railings, etc.

Deliverable:

PSI understands that a lift is not required to do any of the sample collection or lead-based paint testing.

PSI will be provided safe access to the site and back to the mainland after each shift to be provided by boat to be launched by the Park Ranger from Honeymoon Island State Park.

PSI anticipates up to two (2) days to perform testing and survey activities.

Lighthouse roofing materials will not be sampled (unless the scope changes) as a part of this project.

Patching or restoring of sample locations is not within the scope of work.

CAD drawings and photographs are not included as part of this survey. If the client provides PSI with a floor plan of the buildings, the inspector will place sample locations as a part of the survey.
