Amendment #1 Highlands Hammock State Park - Building Electrical and Plumbing Inspections

Highlands Hammock, Highlands, FL Statewide Contract CN202, Task Assignment 32

This Amendment #1 adds in additional scope and subtasks to the original task assignment signed 11/12/2020.

Project Objective: Under the original contract, Michael Baker International (MBI) and their subconsultant Voltair provided building inspections for eight buildings located in Highlands Hammock State Park. The inspections focused on electrical, plumbing, and HVAC systems, providing a report summary of current deficiency and recommendations for improvement. The eight buildings inspected include:

1. Administration office residence of PR Blake Lewis (serviced by Duke Energy), building ID

BL036005.

2. Shop area residence of APM Caleb Nail (serviced by Duke Energy), building ID BL036023.

3. West residence area (Watchmens House) of PSS Richard Gavagni (serviced by Peace River

Electric Co-operative – PRECO), building ID BL036001.

4. West residence area (Guard Station) of PR Harry McClintock (serviced by PRECO), building ID

BL036004.

5. West residence area of PSS Jason David and PR Harry McClintock (serviced by PRECO), building

ID BL036040.

6. West residence area cottage (serviced by PRECO), building ID BL036041.

7. West residence area garage (serviced by PRECO), building ID BL036042.

8. West residence area of PM Morgan Tyrone (serviced by PRECO), building ID BL036002.

This Amendment will utilize the results from this report and provide FDEP with biddable plans and specifications needed to complete the electrical and plumbing upgrades as outlined in the report (no HVAC). Historical coordination is included. Post design work is also included.

Hazardous materials (lead and asbestos) investigations will be added after 90% plans are completed to allow a focused effort on testing to only existing material disturbances necessary to complete the proposed design.

No archaeological or historical coordination, permitting, or surveys are included in this scope.

Subtask 2: 90% Design Plan Preparation

PLUMBING DESIGN:

A. Domestic Water Piping: Existing domestic water piping will be replaced with CPVC in accessible locations. Piping within chases or concealed spaces shall be copper type L piping with soldered or press-fit joints. A new shut-off valve shall be provided for each residence in an assessable location. Stops shall be provided at all fixtures for shut-off and servicing. Hot water piping shall be insulated in accordance with code. Pipe sizing shall be upgraded to meet acceptable piping pressure drop and velocities based on supply fixture unit calculations per the Florida Plumbing Code (FPC). Domestic water piping shall be replaced from well point of service to extents of piping within residences. A site plan shall be created to indicate new pipe routing as well as demolition of the existing piping.

Building 036042 is currently not connected to the domestic water service. The domestic water supply line shall be extended from the site water main to the plumbing fixtures within the building. The new domestic service shall be properly sized for the fixture load and a main shutoff valve shall be provided in an accessible location.

B. Sanitary DWV Piping: Existing sanitary piping shall be replaced with new schedule 40 PVC DWV piping. This will include exterior and interior sanitary piping. Vent piping shall be replaced where not routed or terminated in accordance with code. Sanitary piping shall be replaced to 5’ beyond the residence or to the septic system whichever is greater. All new piping shall be installed with minimum slope per the FPC.

Building 036042 is currently not connected to sanitary sewer. New sanitary waste and vent piping shall be provided for all new fixtures within the building and extended to a new septic system.

C. Electric Water Heaters: Electric water heater will be replaced in residences where the equipment is beyond its service life and/or is in poor condition. Water heater replacement shall include an expansion tank, drain pan, temperature and pressure relief valve piped to drain, drain valve and shut-off valve. Hybrid (high efficiency) water heaters will be specified for residences that have adequate space and access as coordinated with the owner.

D. Plumbing Fixtures: Plumbing fixtures will be specified for replacement where noted in the Assessment to be in poor condition. This will include cabinetry for sinks and lavatories and bathtub enclosures. Basic builder grade components will be specified for the millwork and bathtub enclosures. Drywall repair and other finish work will be noted to be completed in a workman like professional manner.

E. Septic Systems: Septic tank system and drain field will be replaced for residence Bldg 036023 due to poor condition. Building 036042 currently has a septic system that did serve an outdoor shower. It is assumed that the current system will need to be replaced with a new septic tank and drain field to serve the plumbing fixtures. All other septic systems were noted to be in satisfactory condition.

ELECTRICAL DESIGN:

A. Exterior mounted electrical panelboards shall be replaced with panels rated for outdoor conditions (NEMA 3R). Panel schedules shall be provided denoting all circuiting, wire and circuit breaker sizing.

B. Receptacles will be replaced for all locations. Outlets in wet and damp areas shall meet NEC requirements for weatherproof enclosure, UV rating and GFCI as required. Additional receptacles shall be provided to conform to the current electrical code. New receptacles may be floor mounted or surface mounted where no chase area is available for routing new wiring.

C. All switching devices shall be replaced. Permanently mounted light fixtures shall be replaced with comparable new LED fixtures for energy efficiency. Existing ceiling fans will also be replaced.

D. Residences’ wiring shall be replaced in its entirety. New wiring shall be routed through accessible attics and other interior spaces where available. Exposed raceway shall be avoided to maintain the character of the buildings. Exterior routing of wiring and conduit shall be avoided where possible to avoid exposure to outdoor conditions

Assumptions:

1. Access to the buildings will be allowed to facilitate needed inspections/survey to be performed together.

2. Two site visits are included:

a. Prior to design to perform detailed inspections and measurements of all 8 buildings

b. At 90% plan submittal stage to meet with FDEP park staff to discuss the proposed design and coordinate further lead and asbestos inspections based on the proposed design with MBI subconsultants.

Deliverables:

MBI will provide FDEP with a pre-final (90%) set of plans, specifications, and engineers cost estimate for review in electronic .pdf format. Once reviewed, any comments will be addressed in the final submittal.

Performance Measure:

FDEP will review and provide comments to the 90% plan set within 30 days of receipt. Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
