About this file
This is a negotiation meeting invitation from the Arizona Department of Economic Security (ADES) to Burns Pest Elimination regarding Request for Proposal BPM006864 for pest control services. The negotiation meeting was scheduled for Wednesday, May 14, 2025, from 11:30 a.m. to 12:20 p.m. Arizona time, to be conducted virtually via Google Meet. During the meeting, ADES representatives planned to discuss specific sections of the RFP Solicitation Requirements and Scope of Work to provide the vendor an opportunity to make their proposal more competitive. The discussion topics included general requirements sections addressing staffing and regional service capabilities (Section 4.2), emergency response procedures (Section 4.4), pest control warranties and integrated pest management (IPM) practices (Section 4.9), pesticide sensitivity considerations and alternative treatment methods (Section 4.18), and licensing requirements (Section 5.1). Additional agenda items included discussion of Attachment 7 regarding participation in boycotts of Israel, region selection, and cost considerations.
Burns Pest Elimination's response to the negotiation points demonstrated their operational structure across multiple regions, with brick-and-mortar locations in most service areas and third-party vendor arrangements in regions 1 and 2. The company indicated 24-hour emergency response capabilities with technicians and service managers on call, capable of providing response timeframes within two hours depending on travel distance. Burns emphasized their use of integrated pest management practices, top-line pesticide products, and a 30-day warranty on listed services, along with secondary treatment options including baits, dusts, and monitoring devices. The vendor also highlighted their ability to accommodate clients sensitive to pesticides through alternative treatment methods and green products, and noted they maintain over 200 licensed pest control professionals across their operations, providing documentation of current licenses and expiration dates to demonstrate compliance with Arizona licensing requirements.

1. RFP Solicitation Requirements, Scope of Work, General Requirements, Section 4.2;
Answer: I have branches in each of the regions we are bidding except for region 1 and 2.
Region 1 I just hired a new technician that is in training that lives in the area, right now we service region 1 out of our las vegas branch and are in those areas weekly, we do have staffing for emergency services if necessary and do so when our current customers have emergency services in that area. Region 2 is run by my 3rd party vendors, they have multiple technicians in that area and service some of our largest customers for us. We have never had issues with response time nor issues with our 3rd party following the written scope of service. All other regions have brick and mortar locations in the area, along with current customers in those cities.
2. RFP Solicitation Requirements, Scope of Work, General Requirements, Section 4.4;
Answer: Burns has everything from Technicians to Service Managers and a Technical director that are on call in emergency situations. Emergency pest services can be conducted, we are open 24 hrs, depending on the style of services needed we can have a tech routed and a response given with a time frame within 2 hours. The tech arrival depends on the drive time necessary to reach that location. In some instances we may need to conduct business before or after hours if we need the facility clear for any particular reason.
3. RFP Solicitation Requirements, Scope of Work, General Requirements, Section 4.9;
Answer: Following IPM and our scope of service built out for preventative exterior treatment and treatment of critical areas inside, paired with the top of the line products that Burns equips our technicians with, we carry a 30 day warranty on services that are listed in the scope. Our technicians are also equipped with secondary products such as baits, dusts, monitoring devices and other IPM equipment that allows us to treat in multiple fashions to solve problems.
4. RFP Solicitation Requirements, Scope of Work, General Requirements, Section 4.18
Answer: Using IPM there are multiple fashinions in which to eliminate pests for people that are sensitive to pesticidices, our technicians are equipped with various baits and monitoring devices, we can also look at changing the phsycial environment to eliminate a pest issue (remove the garbage so the flies or ants go away.) we also have access to "Green" products if necessary.
5. RFP Solicitation Requirements, Scope of Work, General Requirements, Section 5.1;
Answer: Below is what i was told is acceptable to present, we have over 200 people that carry a LIC here at Burns. Below is a screen shot of 19 licensed people and how we track their categories and expiration dates.
