This is a Request for Proposals (RFP) Solicitation Instructions document issued by the Arizona Department of Economic Security (ADES) for statewide pest control services. The solicitation (Number BPM006864) seeks qualified contractors to provide comprehensive pest control services across eligible ADES facilities throughout Arizona. Services include routine pest management, emergency pest control outside regular business hours, treatment for various pest types common to Arizona's diverse environments, and specialized solutions for chemically sensitive individuals. The solicitation was issued on March 19, 2025, with a pre-offer conference scheduled for March 26, 2025 (attendance recommended but not required). Proposals are due by April 9, 2025, with proposal evaluations estimated for April 25, 2025, Best and Final Offers due May 12, 2025, and contract award anticipated for June 1, 2025. The contract will cover seven geographic regions across Arizona, encompassing locations from Kingman and Bullhead City in the northwest to Tucson and Nogales in the south, with pricing submitted on a per-location, per-service basis. The contract term is not explicitly stated in the document, though references indicate the previous contract ran from 2020-2025.
Offerors must submit detailed responses addressing technical expertise, staffing capacity for rural locations, emergency response capabilities, treatment effectiveness guarantees, and alternative pest solutions. The evaluation criteria, listed in descending order of importance, are: Capacity, Experience, and Cost. Pricing is submitted by individual facility location across the seven regions, with unit prices ranging from $72 to $1,320 per service depending on location and facility complexity. Burns Pest Elimination submitted pricing for multiple locations across all regions. The solicitation requires submission of certificates, licenses, three professional references from projects completed within the last five years, proof of insurance with AM Best rating of A- VII or higher, and compliance certifications regarding lobbying, debarment, Israel boycott participation, and forced labor practices. All offers must be submitted electronically through Arizona's eProcurement system, and offerors must maintain their proposals as firm offers for 180 days following the due date. No specific set-asides or incumbent information is detailed, though ADES is identified as the previous contract winner.
