About this file
This file is a template for FAR clause 52.204-24, which requires offerors to represent their compliance with federal prohibitions on procuring covered telecommunications equipment and services. The clause implements Section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 and applies to the solicitation W91RUS26QA055 (Bench Stock) issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.
Offerors must complete two key representations: first, whether they will provide covered telecommunications equipment or services to the government in contract performance; and second, whether they use covered telecommunications equipment or services in their own operations. If an offeror responds affirmatively to either representation, they must provide detailed disclosure information including the entity that produced the equipment, complete equipment descriptions (brand, model number, manufacturer details), CAGE codes, and explanations of proposed use and permissibility under the prohibition. The template requires offerors to conduct reasonable inquiries before making these representations and to check the System for Award Management (SAM) for excluded parties. The document includes signature and date blocks for offeror certification. This is a mandatory compliance document that must be completed, signed, and returned with the solicitation response by the closing date of August 21, 2026.
