About this file

This is an instructional document for completing VA Form 852.219-75, a Notice of Limitations on Subcontracting-Certificate of Compliance required for VA contracts in services and construction. The document specifies that this certification must be completed, signed, and submitted with all offers by the deadline; failure to include a fully and properly completed certification will result in offer rejection and ineligibility for evaluation and award.

The certification applies to the solicitation 36C25026Q0243 for Z1DA—Install Patient Ceiling Lift 583-26-509, a general construction contract with the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10. For this general construction acquisition, the contractor must comply with subcontracting limitations requiring that no more than 85% of government payment be subcontracted to firms that are not certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) listed in the SBA certification database; material costs are excluded from this calculation. Offerors must complete all required fields including the legal entity name as registered in SAM.gov (inserted in designated brackets), printed name and title of the authorized signatory, signature, date no later than offer deadline, and company name and address. The signatory certifies authorization to execute the certification on behalf of the offeror and acknowledges that false certification is subject to criminal, civil, or administrative penalties under 18 U.S.C. Section 1001. VA reserves the right to request documentation demonstrating compliance with subcontracting limitations at any time during or after contract performance.
