About this file
This is a Single Source Determination and Findings document issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 10, authorizing a noncompetitive procurement under FAR 13.101(b) simplified procedures.
The procurement is for 20 additional patient lifts to be delivered to Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The acquisition specifies Arjo brand patient lifts only. The justification for single-source award centers on standardization and operational efficiency: the medical center already operates 223 Arjo brand lifts that are integrated into existing patient care workflows across departments. The contracting officer determined that introducing a different brand would create inefficiencies, increase staff training requirements, and elevate safety risks associated with improper equipment usage. The procurement is governed by VA's 1611 Directive, which mandates that the facility be equipped to accommodate patient transfers for individuals of all mobility levels and sizes, including bariatric patients, to reduce staff injuries and patient falls. The determination was digitally signed by Luke Turner, Contracting Officer, on January 29, 2026, with an effective date of December 30, 2025.

Department of Veterans Affairs
Network Contracting Office (NCO) 10
Determination and Finding for Single Source Awards IAW FAR 13.101(b)
Acquisition Plan Action ID: 36C250-26-AP-1828
Identification of the agency and the contracting activity:
Network Contracting Office (NCO) 10 3140 Governor’s Place Blvd, Suite 210 Kettering, OH 45409
Richard L. Roudebush VA Medical Center 1481 W. 10th Street Indianapolis, IN 46202-2803
Description of services needed:
This procurement is for 20 additional patient lifts required to meet the Agency’s needs at Richard L Roudebush VAMC. In accordance with the 1611 Directive, Richard L Roudebush must be equipped to accommodate patient transfers for individuals of all mobility levels and sizes, including bariatric patients, in order to reduce the risk of staff injuries and patient falls.
This brand name only request is for Arjo brand patient lifts.
Authority:
FAR 13.101(b).
Supporting rational for single source:
These 20 patient lifts are an addition to the existing 223 Arjo brand lifts already present in the medical center. These lifts are embedded into patient care workflows, and their standardization ensures seamless operation across different departments. Any deviation from a consistent system would introduce inefficiencies, increase training burdens, and elevate risks associated with improper usage.
