About this file

This document is a Request for Quotation (RFQ) for SDA North Office Furniture, soliciting quotes for office furniture procurement. The acquisition is a 100% small business set-aside competitive procurement under NAICS code 337214 with a size standard of 1,100 employees. The government intends to award a single purchase order to the lowest price technically acceptable offeror, with the ability to make no award if quotes do not meet requirements.

The evaluation will be conducted in two stages: first ranking quotations by price, then evaluating the lowest-priced quote for technical compliance. Technical compliance will be assessed based on measurement specifications, furniture finish, photographic/design documentation, furniture quality, and installation timeline. Price evaluation will examine completeness and reasonableness, with potential for interchanges with offerors to correct deficiencies. Offerors must submit all required documentation from FAR 52.212-1 and meet all solicitation terms and conditions to be considered for award.

FA240125Q0003 - SDA North Office Furniture Attachment G

FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the lowest price technically acceptable

(technically compliant).

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO FAR 52.212-2, Evaluation – Commercial Products and Commercial

Services

SECTION 1: INTRODUCTION

This section defines the criteria the Government will consider in its evaluation of an offeror’s quotation submitted for the SDA North Office Furniture procurement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal

Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This is a 100% small business set-aside competitive acquisition. The applicable

NAICS is 337214, Size Standard 1,100 employees. PSC Code 7110. The Defense Priorities and

Allocation System (DPAS) assignment is: Unrated.

The Government’s intent is to award a purchase order resulting from this solicitation to the responsible offeror whose quotation represents the lowest price technically acceptable

(technically compliant). Award may be made without discussions with the offeror(s). The

Government intends to make one award, or to not make any awards, depending on the quality of quotations submitted and availability of funds. No partial awards will be made. The offeror’s quotation shall be composed of the required information from Attachment F 52.212-1

Instructions to Offerors. Responses to any additional information requests from the Government will also be evaluated.

1.1 Compliance with Terms and Conditions

Offerors are cautioned to submit sufficient information in the format specified in the quotation preparation instructions located in FAR 52.212-1, Instructions to Offerors -- Commercial

Products and Commercial Services and addendum. Failure to comply with the terms and conditions of the solicitation may result in the offeror being removed from consideration for award.

Offerors must clearly identify any exception to the solicitation’s terms and conditions and provide complete accompanying rationale.

SECTION 2: BASIS FOR AWARD

This acquisition is a competitive acquisition using Simplified Acquisition Procedures in accordance with FAR Part 13 and will result in a commercial contract in accordance with FAR

Part 12. Award will be made to the offeror whose quotation is deemed the lowest price technically acceptable to the Government and who is deemed responsible in accordance with

FAR Subpart 9.1 and whose quotation conforms to the solicitation requirements.

The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by FAR 52.212-1, Instruction to Offerors – Commercial

Products and Commercial Services and addendum. While the Government Evaluation Team will strive for maximum objectivity, the evaluation process, by its nature, is subjective, therefore;

professional judgment is implicit throughout the entire process. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.

SECTION 3: EVALUATION CRITERIA

Award will be made with the procedures specified in this RFQ, and on the basis of the technically compliant order representing the best value and resulting in the lowest overall price alternative (considering price, special features, administrative costs, etc.) to meet the

Government’s need. A purchase order may be awarded to the offeror who is deemed responsible

IAW FAR 9.1, as supplemented, whose quotation conforms to the RFQ's requirements and is judged to represent compliance with technical factors with the best value resulting in the lowest overall complete and reasonable price. First, the Government will consider all quotations by ranking the quotations which conform to the RFQ’s requirements from lowest price to highest price. Next, the Government will evaluate the lowest price quotation for technical compliance as follows:

1. Technical Compliance

• Compliance with measurement specifications and furniture finish and likeness to existing office furniture as evidenced by supporting documentation to include the high-resolution photographs, or computer designs of proposed office furniture.

• Quality of proposed furniture

• Installation timeline to meet performance period requirements

Technically compliant - quotation meets all the technical requirements

Not technically compliant - quotation does not meet all the technical requirements

2. Price

If the quotation with the lowest price is determined technically compliant, the Government will evaluate the offeror’s price for completeness and reasonableness, as defined below. If the lowest priced quotation is technically compliant and the price is complete and reasonable, this offeror’s quotation represents the best value to the Government and award will be made to that offeror. If the lowest priced quotation is not technically compliant, the Government will consider the correction potential and may enter into interchanges with that offeror. If, after interchanges with that offeror, their quotation is technically acceptable and remains the lowest priced, the purchase order will be awarded to that offeror. If the Government deems the quotation not easily correctable, or if at any time it becomes other than the lowest priced quotation, the next lowest priced quotation will be evaluated to verify their price reasonableness and completeness.

Interchanges will take place as necessary or deemed appropriate by the Government. This evaluation process will be repeated until reaching the lowest price technically acceptable quotation or until all quotes are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically compliant quotes (to establish adequate price competition). Applicable definitions are outlined below:

3. Completeness - The quotation will be reviewed to determine the extent to which all the price elements have been addressed. The review will determine the adequacy of the offeror’s quotation in addressing and fulfilling the RFQ requirements.

4. Reasonableness - For a price to be reasonable, it must represent a price to the

Government that a prudent person would pay in the conduct of competitive business.

The Government will determine prices fair and reasonable through adequate price competition and/or the use of one or more of the price analysis techniques at FAR 15.404.

3. Solicitation Requirements, Terms and Conditions

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being deemed ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale in a cover letter.
