About this file

This document contains the functional specifications for the Vehicle Inspection and Safety Information Tracking System (VISITS) component of the Massachusetts Department of Transportation (MassDOT) and Registry of Motor Vehicles (RMV) Program. The VISITS system is used by MassDOT/RMV field investigators to collect data and generate reports for vehicle inspection station audits, motorcycle inspection station audits, consumer complaints, driving school audits, and school bus inspections. The document provides detailed checklists and data requirements for these various program components.

The overall state and local contract opportunity involves managing and implementing the Vehicle Emission and Safety Test Program, including developing and managing the Inspection Station network, developing and implementing inspection protocols, and acquiring, providing, and maintaining Inspection Station equipment and data systems. The contract also requires training program inspectors, providing communications to the public, inspectors, and repairers, and other program management responsibilities.

Overview

The following sections describe functional specifications for the VISITS component of the Program. Bidders shall submit RFR Responses that generally address the functional specifications set forth below. (See generally, RFR Sections 3.2 and 6.6.) After Contract Award, the Contractor, working in cooperation with the Agencies, shall develop detailed design specifications based on these functional specifications.

The following sections describe the data gathered and reports generated by MassDOT/RMV field investigators using the current VISITS Application. (SEE RFR Section 6.6 for description of VISITS system, including Application requirements).

P/F shown below indicates Pass/Fail. All other sections should presume a data entry field, field length and characteristics to be determined during detailed design development.
