About this file

This document is a technical response for a Request for Responses (RFR) issued by the Commonwealth of Massachusetts Department of Environmental Protection and the Massachusetts Department of Transportation's Registry of Motor Vehicles Division to manage and implement the Vehicle Emission and Safety Test Program. The program includes developing and managing the Inspection Station network, inspection protocols, and acquiring, providing, and maintaining Inspection Station equipment and data systems. The selected contractor will also train program inspectors and provide communications to the public, inspectors, and repairers.

The RFR is seeking a well-managed, technologically savvy partner with intimate knowledge of the current Vehicle Inspection Database and BAR Data Acquisition Device standard, strong relationships with station owners and Commonwealth stakeholders, and a proven management team to provide quality service. The contract term includes the ability to renew. The response details the qualifications of the SGS Team, comprised of SGS Testcom, Worldwide Environmental Products, Archipelago Strategies Group, and IntuVision, to deliver the requirements of the program. The team's experience spans developing and deploying new inspection technologies, managing decentralized inspection programs, and leveraging data to improve program performance and oversight.
