About this file
This document is an Amendment #1 to the Request for Response (IM RFR) issued by the Commonwealth of Massachusetts Registry of Motor Vehicles, a division of the Massachusetts Department of Transportation, for the Vehicle Inspection and Maintenance Program. The amendment modifies several sections of the RFR, including the overall program goal, inspection database requirements, workstation alternatives, documentation requirements, QA/test interruption requirements, and payment bond requirements. It also adds a new attachment on historic Motorist Assistance Center activity. Key changes include requiring the contractor to remain fully responsible for the VID system security and performance, modifying inspection documentation requirements, and increasing the payment bond amount to $3,000,000 to cover contract termination costs.
The IM RFR is for the management and implementation of the Vehicle Emission and Safety Test Program in Massachusetts, including developing and managing the inspection station network, inspection protocols, and equipment/data systems. The contractor will also be responsible for training inspectors and providing public communications. The contract term is not specified.
