About this opportunity
The Commonwealth of Massachusetts, through the Department of Transportation (MassDOT) and the Department of Environmental Protection (MassDEP), is seeking a contractor to manage and implement the state's Vehicle Emission and Safety Test Program. The selected contractor will be responsible for developing and managing the Inspection Station network, developing and implementing inspection protocols, and acquiring, providing, and maintaining the necessary inspection station equipment and data systems. The contractor will also be required to train program inspectors and provide communications to the public, inspectors, and repairers. Key deliverables include a Vehicle Inspection Database system, workstations for inspection stations, and training and communications support. Technical and cost proposals are due by April 7, 2016, and the agencies plan to select and award the contract by June 2016, with the program beginning on October 1, 2017. Evaluation criteria include overall management capability, data management, equipment and service provision, program support elements, cost and financial plan, and supplier diversity plan.
The procurement does not specify any set-aside requirements, but bidders must submit a Supplier Diversity Plan committing a percentage of contract revenues to certified minority, women, and service-disabled veteran-owned businesses. The incumbent contractor is not identified, and the agencies note that the selected contractor will be responsible for transitioning any existing inspection station equipment and data systems. The total estimated contract value is not provided, but the agencies state the program will include a minimum of 4.4 million inspections per year, with the contractor compensated through per-inspection fees.
