Parsons’ cost response covers all of the responsibilities described in RFR Sections 3 and 6 and the information requested in RFR Section 3.3 and RFR Attachments G - J.

The source of Parsons’ compensation under the contract will be: (1) its portion of the inspection fees, (2) monthly fees assessed to and collected from the inspection stations, and (3) inspector training fees collected from the inspectors. Any monthly fees charged to inspection stations will not be included in the Parsons per inspection fee. Parsons has assumed that these fees will remain constant over the initial five-year term of the contract.

Parsons will be responsible for collecting and accounting to the Agencies all monthly fees.

The Base Bid (3.3.1.1) Parsons’ base bid includes (A) the per inspection fee for the first 4.4 million paid inspections per program year, (B) the per inspection fee for paid inspections beyond the 4.4 million per program year, and (C) any proposed increase to the per inspection fees for components

(A) and (B) above, for each additional increment of 100 light-duty inspection stations beyond the 1,650 noted in the base bid assumptions.

There will be 4.4 million paid initial inspections each year over the initial term of the contract, excluding motorcycle safety inspections and 7D inspections, and the fee is the same for each inspection regardless of what type of inspection was performed or where it was performed.

Parsons will provide 50 field investigator tablet computers, including batteries and/or chargers, with data plans for up to 40 field investigators.

The base bid is the per inspection fee for the following network scenario: 1,650 public inspection stations, 150 fleet inspection stations, 300 motorcycle inspection stations, and

150 inspection stations authorized to perform 7D inspections (7D inspection stations will not impact the overall number of inspection stations). In addition, 600 of the total stations will also be licensed to conduct the Massachusetts commercial motor vehicle inspection with heavy-duty workstations. Parsons’ bid also assumes that of the 1,650 public inspection

2 | Massachusetts Vehicle Inspection and Maintenance Program | www.parsons.com stations, 20 will be mobile inspection stations, and of the 1,800 total stations, 100 will purchase an additional workstation.

The proposed per inspection fee has been calculated using the formula in RFR

Attachment G. There are no options being included that would raise the base bid.

The Per Inspection Fee for the First 4.4 Million Paid Inspections per

Program Year (3.3.1.1.A)

As shown in Attachment G, the cost per inspection for the first 4.4 million paid inspections per year will be $1.61.

The Per Inspection Fee for Paid Inspections Beyond the 4.4 Million per Program Year (3.3.1.1.B)

As shown in Attachment G, the cost for any additional inspections over the initial 4.4 million will be $0.96.

Increase to the Per Inspection Fees for Each Additional Increment of

100 Light-Duty Inspection Stations (3.3.1.1.C)

As shown in Attachment G, there will be no per inspection fee increase for additional light-duty inspection stations, up to 2,200 inspection stations.

VISITS and Field Investigator Costs (3.3.1.2) The costs for the VISITS tablet computers, data plans, mobile printers, and the proposed

VISITS application are presented in Attachment G. For the requested hardware of 50 tablets, we have presented the initial purchase price.

Additional Program Costs – Per Hour Rates, As Needed (3.3.1.3) The per hour rates for additional program costs covering specific communications services and additional software programming are shown in Attachment G.

Breakdown of Bidder Costs in the Per Inspection

Fee(s) and Workstation Unit Prices (3.3.3)

Parsons has provided a breakdown of our calculation for costs in RFR Attachment I. This detailed cost breakdown is based on the total cost for the products and services provided by

Parsons over the initial five-year term of the contract.

Consumables costs have been itemized to reflect stickers, adhesive, toner, printer drums, and paper.

Field inspector tablets include both the initial hardware procurement and the requested refresh during the initial term of the contract, in addition to data plan costs. Replacements for damaged, broken, or lost tablets have also been incorporated.

Parsons will provide the oversight necessary for network and sticker management. This includes monitoring and preventing improper inspections and maintaining workstation quality control measures. Stickers will be tracked and managed from production to destruction. Safety and environmental elements for both workstations and inspection stations will also be implemented and monitored.

Database and software includes the development, testing, data migration, and maintenance of required program databases and applications. Required plans, documentation, and service-level agreements will be developed and presented for the requisite systems. ALARS modernization efforts will be supported and accommodated as well.

Parsons will provide communications services including a program website to provide information to the public, inspection stations, and the repair industry; VIRs and other point of sale materials to motorists at the time of inspection; and a motorist hotline to resolve motorist questions and complaints.

Parsons will conduct 900 covert vehicle audits annually and 2,000 covert visual audits annually and will provide covert motor vehicle audit setups to the Agencies as specified in this RFR.

10 | Massachusetts Vehicle Inspection and Maintenance Program | www.parsons.com

Parsons will continue and improve the program’s current VMI, including repair technician training, repair technician registration, repair shop listing, and inspector and repair technician support.

The motorist assistance center network will provide repair-related assistance to motorists and repairers and waiver administration, readiness assistance, and targeted inspection services.

Our technical response has been crafted with the assumption that Parsons will be the sole equipment provider. It is unknown how many third-party providers there will be or how well any third-party provider will perform. The greater the number of third-party providers, the greater our degree of difficulty becomes to meet the challenges to quality program implementation described in our response to RFR Section 3.2.1.2.D.

If Parsons is the exclusive vendor supplying and maintaining workstations to the inspection station network, then all of our costs are contained within our response to RFR Sections

3.3.1.1 Base Bid and 3.3.3 Breakdown of Bidder Costs in Per Inspection Fees (Attachment

I). While we are prepared to provide network access to all stations that choose to purchase equipment, maintenance, and consumables from third-party workstation suppliers, Parsons will face additional financial risk that will increase our base bid cost. To estimate potential cost impacts, we used the following outside equipment provider quantity estimates.

Outside Equipment Provider Variables

Number of stations in network 1,800 Number of workstations in network 1,900

Percent of stations that choose non- Parsons equipment

5% Number of non-Parsons workstations in network

Number of non-Parsons stations 90 Number of non-Parsons workstations failing OBD workstation accuracy in a three-month rolling window

Number of business days that non- Parsons equipment is not ready

5 Number of non-Parsons workstations not receiving service within one business day

Based on these variables, and distributing the additional financial costs over 4.4 million paid inspections each program year, allowing third-party vendors will increase our base bid cost by $0.266 per paid inspection. To understand how Parsons reached our conclusions, see

Table 1 below. In addition to the program costs detailed in Table 1, stations that select a third-party equipment supplier would have the cost of consumables shifted to them as well.

As per our response to RFR 3.2.1.2, our station hotline CSRs will forward all requests for maintenance, consumables, and service issues to the appropriate non-Parsons supplier. In these instances, the stations will be responsible for paying their selected third-party equipment suppliers for necessary consumables to maintain inspection activity.
