About this file
This document is an attachment for a Request for Response (RFR) related to the Vehicle Emission and Safety Test Program in Massachusetts. The RFR is seeking a contractor to manage and implement the vehicle inspection program, including developing and managing the inspection station network, inspection protocols, and acquiring and maintaining the inspection station equipment and data systems. The RFR specifies base bid assumptions of 4,400,000 initial inspections per year across 1,650 public stations, 150 fleet stations, and 300 motorcycle stations. The contractor will also be responsible for training inspectors and providing communications to the public, inspectors, and repairers.
The RFR outlines specific pricing requirements, including a per-inspection fee for the base bid of 4,400,000 inspections per year, as well as an additional per-inspection fee for any inspections beyond the base volume. The RFR also requires pricing for increases to the base bid for additional inspection stations, up to a total of 2,200 stations. Additionally, the RFR requests pricing for tablet computers and mobile printers for field investigators, as well as the cost for the VISITS application. The RFR also specifies per-hour rates for developing communications services and additional software programming.
