In 2008, Parsons was awarded the prime contract to transition the decentralized safety and emissions program in Massachusetts from the previous contractor. Within nine months of notice to proceed, we replaced the vehicle inspection database (VID); installed 1,600 inspection units supplied with windshield stickers; programmed new applications for inspector and repair technician training, inspection station management, and reporting; and opened a network of 12 new motorist assistance centers around the Commonwealth that are staffed with ASE L-1 technicians. From July through September 2008, Parsons trained more than 4,300 inspectors. Inspection stations continued using the previous system through September 30, 2008, then transitioned seamlessly to the Parsons system the following day (October 1, 2008) with no testing interruptions.

When transitioning Pennsylvania’s emissions program from the incumbent in 2012, Parsons was the contractor that brought the least amount of risk to the Pennsylvania Department of Transportation (PennDOT) because of our resources and experience. We had been working on the program as the primary subcontractor holding a majority of the scope, and much like in Massachusetts, had been managing every aspect of the program except the VID. We understood that a seamless transition was mandatory, ensuring no interruption in program services or data collection occurred. This included maintaining interfaces with 11 existing emissions testing hardware and software platforms spread across nearly 8,000 inspection facilities throughout the Commonwealth, while requiring no modifications to the existing emissions testing equipment. Parsons successfully built the new VID and recreated the existing communications software under a tight, six-month schedule. Parsons proved to be the right single-source prime contractor, delivering innovative and efficient program enhancements in support of PennDOT’s vision, while ensuring the program transitioned on schedule and as planned.
Services Provided: Program management; VID development, operations, and maintenance; quality assurance/quality control; in-field overt and covert inspection and maintenance audits; safety inspection audits; equipment and software acceptance testing; public information, education, and assistance program; station certifications and cancellations; training; reporting; and waiver issuance.

In 2003, Parsons integrated and implemented OBD testing statewide, in both the centralized and decentralized networks. Parsons was re-awarded the contract in 2008, transitioning to new test equipment, VID services, and enhanced OBD II inspection with enhanced data. Parsons has been successfully managing the New Jersey program for nearly 16 years.

Description and date(s) of commodities and services provided: Start: January 2011 | Completion: June 2018 (previous contract 1999 – 2011). Parsons implemented the first Ontario Drive Clean program in 1999, achieving all milestones, and we successfully won a re-compete in 2011. The modernized program inspects vehicles at seven years of age instead of five and transitioned from an ASM testing method to an OBD II test. Parsons provided a smooth program rollout of all new testing equipment to more than 1,500 light- and heavy-duty inspection facilities. All facilities went through the process of purchasing new equipment. Parsons provided facility enrollment packages to all facilities and worked closely with station owners to provide a smooth transition. New testing technology and related systems were phased in by the end of 2012. An important new element of the Ontario transition was the need for Parsons to transition the call center in-house from an outside third party previously contracted by the province. This transition was conducted on schedule, without service interruption.
Services Provided: Program management; information systems development, management, and reporting; technology and systems upgrades; inspector, repair technician, and counter staff training and certification; facility recruitment and accreditation; light- and heavy-duty vehicle program QA/QC; contact center; motorist dispute resolution; fee collection and disbursement; Ontario test unit software certification; and equipment supply and service.
