About this file

This document is Section L of a federal solicitation containing instructions and conditions for offerors responding to an integrated solid waste management services contract. Proposals must be submitted to the 87th Contracting Squadron at Joint Base McGuire-Dix-Lakehurst, New Jersey, and must be hand-carried to 2402 Vandenberg Avenue. The solicitation requires offerors to submit three separate parts: Part I (Technical Acceptability), Part II (Price Proposal), and Part III (Past Performance Information). Offerors must hold prices firm until October 1, 2026, and submit pricing for a one-year base period plus four option years. The government will evaluate any possible contract extension by dividing the final performance period price by two and adding it to the total base and option prices. Offerors must complete blocks 12, 17a, and 30a, b, and c of the SF1449 form and submit an original and one copy of the price proposal. A copy of a New Jersey A-901 license is required as part of the technical proposal.

Past performance evaluation requires submission of no more than ten relevant contracts performed within the last five years for federal agencies and commercial customers that are similar in scope, magnitude, and complexity to integrated solid waste management services. Offerors must provide verified contracting officer contact information, contract details, dollar values, periods of performance, and comments on compliance and performance. Past Performance Questionnaires submitted directly by counterparties are encouraged but offeror-submitted questionnaires will not be considered. For subcontractors performing major or critical aspects of the requirement, written consent to release past performance information to the prime contractor is required. Teaming arrangements must include complete information on the arrangement and past performance data for both parties. The government has determined adequate price competition exists and may waive cost data requests; however, cost data may be required if adequate competition no longer exists during evaluation.
