About this file

This is a Memorandum for Record containing Questions and Answers (Q&A) for solicitation FA448426R0004, a follow-on integrated solid waste management (ISWM) contract for Joint Base McGuire-Dix-Lakehurst, New Jersey. The current incumbent is Waste Management LLC under contract FA448422D0001. The solicitation deadline has been extended to 17 July 2026, with a further extension to 21 July 2026 at 1500 Eastern per Q&A response 6. Electronic proposal submissions are the preferred method and should be sent to patrick.duff.5@us.af.mil and anna.moritz@us.af.mil in PDF format with the filename "FA448426R0004 JBMDL ISWM."

The contract encompasses waste collection and disposal services across multiple waste streams including municipal solid waste (MSW), construction and demolition (C&D) debris, specialty wastewater (grease, sludge, grit/screen), and foreign waste requiring incineration. Services are required at two locations: McGuire/Dix and Lakehurst. The Government estimates approximately 8,000 tons annually at McGuire/Dix and 1,098 tons at Lakehurst. Key service requirements include collection of various container sizes (6-cubic-yard, 20-cubic-yard, 30-cubic-yard, and 35-cubic-yard compactors), with the three 35-cubic-yard compactors at Buildings 3452 and 3453 serviced three times per week at a contractor-provided basis. Disposal costs are to be billed separately under CLIN XX17 based on actual tipping fee tickets rather than fixed unit prices. The contract includes both recurring CLINs for standard waste collection and non-recurring CLINs for on-call or temporary container services. Offerors must submit an A901 license for technical acceptability and may submit up to 10 past performance references (20 combined for teaming arrangements). Past performance evaluation considers references from both commercial and government operations, with the Government retaining discretion to weight relevancy without prescribing minimum thresholds or mandatory reference quantities. This is a full and open competition contract not set aside for small business.

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

A: This is a follow on contract, the current contract is FA448422D0001, the incumbent is Waste Management LLC.

2. Will there be an extension on the solicitation due date?

A: Yes, we will extend the solicitation until 17 July 2026.

3. Are electronic submittals accepted? Is there a specific format for electronic submittals?

A: Yes, we accept both electronic and hard copies with electronic the preferred method. Specific directions within the Instructions to Offerors about handing in offers to 2402 Vandenberg Ave apply to hand carried proposals. There is no specific format for electronic submittals, however PDF is preferred.

4. Section L states that Part I Technical Acceptability 'will be submitted with the pricing sheet.' Please clarify the meaning of this instruction as the SF1449 pricing sheet is identified as a component of Part II Price Proposal.

A: Offerors must submit A901 license with their proposal to be considered technically acceptable IAW the solicitation, Attachment 5 - 52.212-2 Instructions to Offerors - Section L (21 April 2026). It is not required to be with the pricing sheet.

5. Section L General Information references hand carried proposal submission only. Please confirm whether electronic submission of proposals is acceptable in lieu of physical hand delivery. If electronic submission is permitted, please provide the authorized submission email address, acceptable file formats, maximum file size limitations, required file naming conventions, and required email subject line format.

A: Electronic proposals can be submitted and is the preferred method. Please send to both of the following: patrick.duff.5@us.af.mil and anna.moritz@us.af.mil. PDF format and no file size limitations.

File name should be FA448426R0004 JBMDL ISWM. Subject line should read: FA448426R0004

JBMDL ISWM.

6. If printed hand carried proposals are the only acceptable form of submission and electronic submission is not permitted, please confirm whether electronic submission will be authorized in the event the Government issues an amendment that modifies proposal requirements within 48 hours of the proposal due date. Additionally, please confirm whether the proposal due date will be extended to allow offerors sufficient time to incorporate and physically deliver any amended proposal requirements, and confirm the minimum notice period the Government intends to provide between any final amendment and the proposal due date.

A: Electronic submission is permitted. Due date has been extended to 21 July 2026 at 1500 Eastern. Minimum notice period will be determined based upon the purpose of any amendment.

7. Section M defines Substantial Confidence as the Government having a high expectation that the offeror will successfully perform the required effort based on their recent and relevant performance record.

However, the solicitation does not define the minimum number of relevant past performance references, or the specific combination of relevancy and performance quality ratings required to achieve a Substantial Confidence assessment. Please clarify how the Government determines a Substantial Confidence rating when an offeror submits references of varying relevancy and quality ratings. Specifically, please confirm whether a minimum number of 'Very Relevant' or 'Relevant' references is required to achieve Substantial Confidence, and whether 'Exceptional' performance quality ratings on 'Somewhat Relevant' or commercial references can contribute to or offset a lack of 'Very Relevant' references when determining the overall confidence assessment.

A: There is no minimum number. The government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in the solicitation.

8. Section M states that past performance for subcontractors performing major or critical aspects of the requirement will be rated as highly as past performance for the principal offeror, and Table 4 defines relevancy based on scope, magnitude, and complexity. Please confirm whether the Government will evaluate the combined past performance portfolio of the prime offeror and subcontractor collectively when determining the overall performance confidence assessment rating. Specifically, if a subcontractor provides a 'Very Relevant' military past performance reference for their proposed portion of the work, can that reference be used collectively to elevate the team's overall rating to 'Substantial Confidence' if the prime offeror's references are primarily large-scale commercial campus operations?

A: Yes, the prime and subcontractor will be collectively combined in determining the offerors confidence level, which would include the relationship that the prime and subcontractor has had in the past.

9. For the purposes of evaluating past performance relevancy under Section M Table 4, please confirm which of the following service components the Government considers when assessing whether a past performance reference involves similar scope to this requirement: (1) MSW collection and hauling; (2) compactor hauling; (3) open top container management; (4) specialty waste handling; (5) multiple waste stream management; (6) recycling and diversion services; (7) Construction and Demolition debris collection and disposal; (8) multiple funding stream billing and invoicing. Additionally, please clarify if an offeror's reference must demonstrate all eight (8) components to be considered 'Very Relevant' or 'Relevant' in scope, or if a reference demonstrating a core majority (e.g., components 1, 2, and 3) performed at a similar facility density can still achieve a highly relevant rating. Please also identify any additional service components not listed above that the Government considers essential to scope determination.

A: The Government will evaluate how the past performance information is similar in nature to this requirement. No, all eight of the listed does not have to be demonstrated to be considered “Very Relevant or Relevant”.

10. For the purposes of evaluating past performance relevancy under Section M Table 4, please confirm which of the following measurable factors the Government uses when assessing whether a past performance reference is of similar magnitude to this requirement, and provide the minimum threshold for each factor considered: (1) total annual tonnage; (2) total number of containers serviced; (3) total number of service locations or buildings; (4) total contract dollar value; (5) total number of container types managed; (6) geographic size of the installation or service area. If the Government evaluates these factors holistically rather than by individual thresholds, please provide the specific minimum annual contract dollar value or minimum container count required for a reference to be considered "Very Relevant" or "Relevant" in magnitude. Please also identify any additional magnitude factors not listed above that the Government considers when making this determination.

this requirement. The Government is seeking a contractor who can provide the services described in the Performance Work Statement to include the types of containers and servicing of those containers as listed in the appendix. It does not need to be a single reference that reflects the ability to perform the work.

11. For the purposes of evaluating past performance relevancy under Section M Table 4, please confirm which of the following factors the Government considers when assessing whether a past performance reference involves similar complexity to this requirement: (1) multiple funding streams and billing entities requiring separate invoicing; (2) multiple waste streams requiring different handling, equipment, or disposal methods; (3) federal installation security access requirements and protocols; (4) specialized waste handling requirements such as foreign trash incineration or specialty waste disposal; (5) multiple container types requiring different collection vehicles and equipment; (6) variable service frequencies across a large number of service locations; (7) regulatory compliance and reporting requirements under state and federal environmental regulations; (8) contract performance across multiple geographically separate installations or annexes. Additionally, please clarify if a commercial reference demonstrating extreme complexity in commercial operations (e.g., factors 1, 2, 5, 6, and 7 performed across a massive corporate or medical campus) will be considered equivalent in complexity to a military installation reference. Please also identify any additional complexity factors not listed above that the Government considers when making this determination, and confirm whether any of these factors carry greater weight than others in the complexity assessment.

this requirement. The Government is seeking a contractor who can provide the services described in the Performance Work Statement to include the types of containers and servicing of those containers as listed in the appendix. The references can be either commercial or Government or a combination of both.

12. Please confirm whether Part I Technical Acceptability, Part II Price Proposal, and Part III Past Performance are to be submitted together in a single package or as separate volumes.

A: IAW the solicitation Attachment 5 - 52.212-2 Instructions to Offerors - Section L (21 April 2026) but all three components must be present at submittal.

13. Will this requirement be considered for small business set aside?

A: During the market research phase of this requirement the Government determined this requirement to be best suited for full and open competition following guidance at RFO 19.104.

14. Section L Part III paragraph (b) states that offerors are encouraged to utilize the attached Past Performance Questionnaire form. Please clarify whether submission of completed PPQ forms is required for past performance references or whether it is optional and confirm whether past performance references submitted without a completed PPQ will still be evaluated.

A: IAW Attachment 5 - 52.212-2 Instructions to Offerors - Section L (21 April 2026), PART III

(b) states that it is encouraged to use the PPQ form, not mandatory. If no PPQ is provided, the source selection team will proceed with a past performance evaluation using other means in accordance with the evaluation criteria.

15. Please clarify whether completed Past Performance Questionnaires must be submitted directly to the Contracting Officer by the reference, or whether the offeror may collect completed PPQs from their references and include them as part of their Part III Past Performance submission package alongside the letters, metrics, and customer surveys identified in paragraph (a).

A: IAW Attachment 5 - 52.212-2 Instructions to Offerors - Section L (21 April 2026), PART III

(b) states that the PPQs must be submitted by the counterparty/reference to any current or previous contract directly to the contracting officer

16. Section L paragraph 3(c) states that if a teaming arrangement is contemplated and it is a first time joint effort, each party to the arrangement must provide a list of no more than ten (10) relevant contracts.

Please confirm whether this means that in a first time teaming arrangement the prime and teaming partner may each submit up to ten (10) past performance references for a combined total of up to twenty (20) references to be considered during past performance evaluation.

A: Yes, IAW Attachment 5 - 52.212-2 Instructions to Offerors - Section L (21 April 2026), PART

III each partner may submit up to 10 past performance references for a combined total of 20.

17. Will there be another site visit?

A: No additional site visit will be provided

18. Can the Government please provide the annual weight of foreign waste, sludge, grease and grit/screen?

A: Refer to estimated frequency of service outlined in Appendix A.

19. Please provide the annual tonnage for the 35-cyd compactor located at Building 3452.

A: Estimates unavailable. Actual tipping fees will be reimbursed through CLIN X017.

20. Please provide the average haul weight for the 35-cyd compactor located at Building 3452.

A: Estimates unavailable. Actual tipping fees will be reimbursed through CLIN X017.

21. Please provide the actual frequency of hauls per month for the 35-cyd compactor located at Building 3452.

A: Please see revised PWS and Amendment 2.

22. Please provide the annual tonnage for the two 35-cyd compactor located at Building 3453.

A: Estimates unavailable.

23. Please provide the average haul weight for the two 35-cyd compactor located at Building 3453.

A: Estimates unavailable.

24. CLIN 0015 identifies Non-Recurring 30CY compactor (w/tipping) at an estimated quantity of 32 each. The only compactors identified in the recurring pick-up schedule in Appendix A are three (3) 35-cyd units at Buildings 3452 and 3453. Please confirm whether CLIN 0015 is intended to capture non-recurring or unscheduled pulls on these 35-cyd compactors, and confirm that this CLIN is not intended for 30-cyd open top roll-off containers.

A: CLIN 0015 is for Lakehurst 30CY compactor. This 30 cy compactor is for use at Lakehurst only and will be called in when needed.

27. CLIN 0015 identifies Non-Recurring 30CY compactor (w/ tipping). Per PWS McGuire/Dix disposal is to be billed separately under CLIN 0017. Please clarify why CLIN 0015 includes tipping fees in the unit price rather than billing disposal separately under CLIN 0017, and confirm whether this is an error.

A. All tipping fees will now be billed under CLIN XX17. Please see revised bid schedule.

28. If CLIN 0015 is intended to include tipping fees in the unit price, the average weight per compactor haul must be provided for offerors to accurately price this Contract Line Item. Please provide the average weight per haul for each of the three (3) 35-cyd compactors at Buildings 3452 and 3453 based on the most recent 12-month period.

A. All tipping fees will now be billed under CLIN XX17. Please see revised bid schedule.

29. Please confirm whether CLIN 0017 is intended as a pass-through reimbursement based on actual disposal invoices submitted by the contractor, or whether offerors are expected to establish a fixed unit price per ton for disposal. If CLIN 0017 is intended as a pass-through reimbursement, the Government should establish a fixed unit price for this CLIN to ensure fair and equal pricing across all offerors.

A. The X017 series should not be priced by contractors. Contractor shall provide tipping fee tickets when invoicing.

30. Please clarify whether CLIN 0017 is intended to capture all disposal costs across all waste streams at McGuire/Dix including standard MSW, wastewater specialty waste, and foreign trash requiring incineration, or whether each waste stream requires a separate disposal billing mechanism given that each may be disposed of at a different facility at a significantly different cost per ton.

A. The X017 series shall not be priced by contractors. Contractor shall provide tipping fee tickets with pricing per ton when invoicing.

31. Could the Government please provide an example (blank template) of the monthly report requirement?

A: IAW PWS Section 1.5, format will be coordinated with either the Contracting Officer (CO) or the Contracting Officer Representative (COR).

32. PWS Section 1.1.1.3 states that food waste containers are identified in Appendix A. Can you please identify which locations in Appendix A are food waste containers?

A: Any location that requires service 6 days a week is considered a food waste container.

33. Section 1.1.1.5 states there is one (1) 6 cubic yard foreign trash container located at Bld. 1757 and serviced three (3) times per week on Monday, Wednesday, and Friday. However, Appendix A shows there are two (2) 6cyd foreign waste containers at Bld. 1757 serviced six (6) times a week. Please clarify.

A: PWS Section 1.1.1.5 has been updated.

34. Section 1.1.1.5 states there is one (1) 6 cubic yard foreign trash container located at Bld. 1757 for foreign waste. Please clarify if the Foreign Waste container is in fact one (1) 6 cyd front load dumpster or is another container type and size used for this waste?

A. PWS has been updated to clarify that 1 6cy container must be on premise at all times, including when container is removed for emptying and sanitizing.

35. Appendix A lists two (2) 6cyd dumpsters for regular waste and two (2) 6cyd dumpsters for foreign waste going 6x a week. Are all four dumpsters picked up six (6) days a week?

A: PWS has been updated. All 6 cy containers are removed 3 times per week.

36. Appendix A lists two (2) 6cyd dumpsters for regular waste and two (2) 6cyd dumpsters for foreign waste going 6x a week. It says that 59% of this is dedicated to TWCF Cargo. As this is a separate CLIN, please clarify if the percentage is to be applied to all four containers, OR only the regular waste OR only the foreign waste?

A: 59% has been removed from Table A2. See updated PWS. This will be billed under CLIN

0002 TWCF Cargo.

37. Appendix A lists a 20 cyd dumpster serviced two (2) times per week and underneath it says CLIN 0001 which is dedicated to recurring O&M. However is shows that 59% should be applied TWCF CARGO. Please clarify if this should be proportioned between CLIN 0001 and 0002.

A: The total cost of the 20 cy container will be billed under CLIN 0001 O&M.

38. PWS Section 1.1.1.3 states "The contractor shall provide documentation from the incinerating facility that "foreign trash" was correctly incinerated, and the respective container was steam cleaned." Can you provide sample documentation that would satisfy this requirement, particularly for the steam cleaning portion?

A: The ticket received from the incinerator facility is considered proof. Redacted example attached.

39. For PWS Section 1.1.3.1 please clarify if the pickups for this requirement is to be billed against CLIN 0012 or CLIN 0016?

A: CLIN 0012 is for Lakehurst. CLIN 0016 for McGuire/Dix. Solicitation has been amended.

40. Please clarify which CLINs the Construction and Demolition (C&D) requirement should be billed against.

A: CLINS 0008/0009/0010/0011.

41. Many locations are showing a schedule of 6x a week. Are there any locations that REQUIRE six days a week service regardless of fullness level? Could the Contractor complete all services within 5 days (Monday through Friday) if overflow does not occur

A: Refer to Appendix A for pickup schedule.

42. The PWS states that "collection areas are in Appendix B." Will the Government please provide a detailed maps and annexes as a formal amendment to the solicitation?

A: Maps have been included in Attachment 12 – JB MDL Maps (26 June 2026).

43. What is the average time expected to gain access to the sites?

A: Access times to JB MDL will vary and will be dependent on security posture and traffic at the checkpoints.

44. Please identify any specific Controlled, Restricted, or Flightline operational areas that the contractor must access to service containers at JB MDL.

A: Contractor training and access to these areas will be coordinated after award.

45. On the Lakehurst list of containers, at Bldg 851, there is a 30cyd dumpster listed serviced 2x per week. Because disposal costs are to be included in this charge, what is the average weight of this dumpster when serviced and is the service level of this container accurate or does this container haul less frequently??

A: Government has not tracked the tonnage for Lakehurst. All tipping fees will now be billed under CLIN XX17. Please see revised bid schedule. The service level is accurate.

46. Appendix A Table A2 lists funds type that need to be allocated to certain CLINs, there are a few Funds Types listed that do not have dedicated CLINs. These include USPS, BUMED, ANG LKE, DECA, FBI, ANG, ARB LKE. Are these funds supposed to have separate CLINs or are they to be lumped in under the CLIN 0001 Reoccurring Waste (O&M)?

A: CLIN 0001

47. The McGuire/Dix Schedule shows (12) 20cyd Dumpsters totaling 540 hauls annually to be billed to CLIN 0001. Please verify if this CLIN is where these costs should be placed?

A. All 12 20cy dumpsters are under CLIN X001.

48. Please verify the (2) 20cyd dumpsters located at Bldg 4352 for Wastewater (Grit/Screen) hauling 2x per month should be billed to CLIN 0014?

A: Yes

49. The McGuire/Dix Schedule shows (2) 20cyd dumpsters located at Bldg 4352 for Wastewater (Grit/Screen) hauling 2x per month. CLIN 0014 lists this a 10cyd dumpster hauling a total of 40 times annually. Please very the quantity and size of the dumpster(s).

A: 15/20CY.

50. The McGuire/Dix Schedule shows (2) 20cyd Dumpsters located at Bldg 4352 for GRT/SCRN. It says they are serviced 2x per month. Do they each haul two times per month totaling 48 hauls annually or do each haul once per month totaling 24 hauls annually?

A: The schedule for these dumpsters reflects estimated workloads. The government will call when pick-up is required.

51. The McGuire/Dix Schedule shows (5) 30cyd Dumpsters located at Bldg 3104. It says they are serviced 2x per week. Do they each haul two times per week totaling 520 hauls annually or do they haul 2x per week between the five of them totaling 104 hauls?

A: The five 20 cubic yard dumpsters are recurring. 520 hauls are required annually.

52. The McGuire/Dix Schedule shows (2) 30cyd Dumpsters located at Bldg 4352. It says they are serviced 3x per week. Do they each haul three times per week totaling 312 hauls annually or do they haul 3x per week between the two of them totaling 156 hauls?

A: The 2--20 yard dumpsters for sludge at building 4352 are recurring and require 312 hauls annually.

53. The McGuire/Dix Schedule shows (15) 30cyd Dumpsters to be billed to CLIN 0001. Please verify if this CLIN is where these costs should be placed?

A: CLIN 0001

54. The McGuire/Dix Schedule shows (3) 30cyd Dumpsters located at Bldg 2321. It says they are serviced 2x per week. Do they each haul two times per week totaling 312 annual hauls or do they haul 2x per week between the three totaling 104 annual hauls?

A: These dumpsters require 312 hauls annually.

55. The McGuire/Dix Schedule shows (3) 30cyd Dumpsters located at Range HQ 9013. It says they are serviced 2x per month. Do they each haul two times per month totaling 72 hauls or do they haul 2x per month between the three totaling 24 hauls?

A: These dumpsters require 72 hauls per year.

56. The McGuire/Dix Schedule shows (1) 30cyd Dumpsters located at Bldg 5326 and shows it as On- Call. Can you please provide the average haul frequency over the past year for this container?

A: This container has been hauled twice over the last year.

57. CLIN 0008 identifies an estimated quantity of 275 Non-Recurring 20-cyd container pulls without tipping. All 20-cyd containers identified in the recurring pick-up schedule in Appendix A are already associated with existing CLINs. Please identify what specific locations or service events are to be billed under CLIN 0008 and confirm whether this CLIN is intended exclusively to capture on-call or temporary 20-cyd container requests at McGuire/Dix that are over and above the recurring schedule. Please also confirm whether the estimated quantity of 275 reflects recent historical averages.

A: CLIN XX08 is to be used on an on-call basis. There are no specific locations or events associated with it. CLIN XX08 is to capture the containers for McGuire/Dix. 275 does not reflect historical averages.

58. CLIN 0009 identifies an estimated quantity of 75 Non-Recurring 20-cyd container pulls with tipping.

The Lakehurst pick-up schedule in Appendix A does not identify any recurring 20-cyd containers. Please confirm whether this CLIN is intended exclusively to capture on-call or temporary 20-cyd container requests at Lakehurst for special projects, cleanouts, construction, or similar non-recurring needs. If the answer is yes, please confirm the maximum number of temporary 20-cyd containers the contractor is expected to have available at any one time, as this directly impacts equipment inventory and availability costs in offeror pricing. Additionally, please also confirm whether the estimated quantity of 75 reflects recent historical averages.

A: CLIN XX09 is to be used on an on-call basis. There are no specific locations or events associated with it. CLIN XX09 is to capture the containers for Lakehurst. 75 does not reflect historical averages.

59. CLIN 0010 identifies an estimated quantity of 250 Non-Recurring 30-cyd container pulls without tipping. All 30-cyd containers identified in the recurring pick-up schedule in Appendix A are already associated with existing CLINs. Please identify what specific locations or service events are to be billed under CLIN 0010 and confirm whether this CLIN is intended exclusively to capture on-call or temporary 30-cyd container requests at McGuire/Dix that are over and above the recurring schedule. Please also confirm whether the estimated quantity of 250 reflects recent historical averages.

A: CLIN XX10 is to be used on an on-call basis. There are no specific locations or events associated with it. CLIN XX10 is to capture the containers for McGuire/Dix. 250 does not reflect historical averages.

60. CLIN 0010 estimated pulls must be clarified as one of the following: (1) additional hauls on the 30-cyd containers already identified in the recurring pick-up schedule in Appendix A that exceed the listed service frequency; or (2) separate temporary 30-cyd containers deployed for special projects, cleanouts, construction, or similar non-recurring needs that are entirely over and above the containers identified in the recurring schedule. If the answer is (2), please confirm the maximum number of temporary 30-cyd containers the contractor is expected to have available at any one time, as this directly impacts equipment inventory and availability costs in offeror pricing.

A: CLIN XX10 is to be used on an on-call basis. This is a contractor’s decision to the number they should have in inventory.

61. CLIN 0011 identifies an estimated quantity of 260 Non-Recurring 30-cyd container pulls with tipping. As disposal costs must be included in the unit price for this CLIN, please provide either the total anticipated annual tonnage for these 260 pulls or the historical average tonnage per pull so that offerors can accurately price disposal costs.

A: Disposal cost will no longer be included and will be billed under CLIN XX17. This is a non-recurring CLIN and there is no average or anticipated tonnage.

62. Table A2 identifies three (3) 35-cubic-yard compactors serviced at a frequency of six (6) times per week, which equates to approximately 936 total hauls annually across all three units. This frequency does not reconcile with the total annual site tonnage of 8,000 tons identified in Table A1. To ensure accurate and competitive pricing, the Government must provide one of the following: (1) the average number of hauls per month for each compactor unit individually, or (2) the total combined hauls per month across all three compactor units. Please do not refer offerors back to the stated frequency, as that is the basis of this discrepancy.

A: This has been changed to 3x per week for each dumpster.

63. PWS sections 1.1.3.1, 1.1.3.2, and 1.1.3.6 identify three distinct non-recurring service triggers:

unscheduled pickups and special events, Construction and Demolition debris collection, and additional pickups due to unusual conditions. Please clarify which non-recurring CLINs (0008 through 0015) correspond to each of these PWS triggers. Specifically, please identify whether a single CLIN is intended to cover multiple triggers or whether each trigger is priced under a separate CLIN.

A: Para 1.1.3.1 refers to CLIN 0016.

Para 1.1.3.2 refers to CLINS 0008 through 0011.

Para 1.1.3.6 refers to CLINS 0001 and 0008 through 0012.

64. PWS section 1.1.3.2 requires the contractor to provide roll-off containers for Construction and Demolition debris when requested. Please identify which CLIN is to be used for C&D debris collection and disposal, and confirm whether C&D tonnage is included in the 8,000 annual ton estimate for McGuire/Dix or the 1,098 annual ton estimate for Lakehurst identified in Table A1.

A: CLIN will depend on container size and location. C&D debris is included in estimates.

65. CLIN 0012 identifies Non-Recurring 6-cyd container pulls with tipping, which indicates this for Lakehurst and not for McGuire/Dix containers. Please clarify if this is to be used for Lakehurst only. If it is to be used for both Lakehurst and McGuire/Dix, there becomes a problem with the government paying disposal costs twice for McGuire/Dix as they will be charged for the service under this CLIN and disposal under CLIN 0017. As this is a route-based service, there is no way to separate out disposal for this one service request. If CLIN 0012 applies exclusively to Lakehurst, please identify which CLIN covers unscheduled or additional 6-cyd pulls at McGuire/Dix.

A: This is for Lakehurst only. McGuire/Dix does not have unscheduled 6cy dumpsters.

66. CLIN 0013 identifies an estimated quantity of 8 Non-Recurring 20-cyd Grease/Grit container pulls with tipping. The recurring pick-up schedule in Appendix A identifies (1) 20-cubic-yard grease and grit containers at Building 4352 already associated with existing CLINs for recurring service. Please confirm whether the estimated 8 pulls under CLIN 0013 represent pulls over and above the recurring scheduled service at Building 4352, and confirm whether the estimated quantity of 8 reflects recent historical averages.

A: CLIN 0013 is for Lakehurst only. This CLIN is used on an on-call basis..

67. Why are tipping fees separated for CLINs referring to McGuire/Ft. Dix operations, and included in Lakehurst operations?

A: All tipping fees will now be billed under CLIN XX17. Please see revised bid schedule.

68. Appendix A identifies three (3) 35-cyd compactors at Buildings 3452 and 3453. Please confirm if these compactors are Contractor provided or Government Owned?

A: Contractor provided.

69. The recurring pick-up schedule in Appendix A identifies three (3) 35-cyd compactors at Buildings 3452 and 3453 with a service frequency of six (6) times per week. If they are each hauling 6x per week, that equates to approximately 936 total hauls annually across all three units. Please confirm whether this frequency reflects actual historical service levels during the most recent 12-month period.

A: This has been changed to 3x per week for each dumpster, please see updated Performance Work Statement

70. Please provide the annual tonnage, average haul weight, and frequency for the 35-cyd compactor located at Building 3452 and 3453.

A: Annual tonnage data for these containers is unavailable. Frequency is stated in Table A2 for each container.

A: CLIN 0015 is for non-recurring service and is not included in the Table. This 30 cy compactor is for use at Lakehurst only and will be called in when needed.

72. PWS section 1.1.1.5 requires the contractor to transport the foreign trash container at Building 1757 to a contractor-arranged off-base incinerator for disposal. Please identify the name and location of the incinerator facility currently being used for this waste stream.

A: Waste Innovations, Westville, NJ.

A: The X017 series shall not be priced by contractors. Contractor shall provide tipping fee tickets with pricing per ton when invoicing.

74. The recurring pick-up schedule in Appendix A identifies specialty wastewater containers at Building 4352 for three distinct waste streams: Grease, Sludge, and Grit/Screen. Please identify the name and location of the disposal facility or facilities currently being used for each of these three waste streams?

A: Burlington County Landfill.

75. Can the Government please provide a breakdown of weight by waste container type? Example: of the 8000 tons, number of tons attributed to the 6 cyds v number attributed to the 30cyds v number attributed to the 20cyds v number attributed to 96-gal containers v number attributed to 35cyd compactors.

A: The government does not track this information at this level of detail.

76. Will a staging area be made available for delivery/placement of containers?

A: Yes, refer to Appendix C.

77. Can the Government please provide the annual weight of Foreign Waste?

A: The government’s estimate is about 7 tons annually. This is only an estimate and may not reflect future usage.

78. Can the Government please provide the annual weight of Grease?

A: The government’s estimate is about 2.5 tons annually. This is only an estimate and may not reflect future usage.

79. Can the Government please provide the annual weight of Grit/Screen?

A: The government’s estimate is about 54 tons annually. This is only an estimate and may not reflect future usage.
