About this opportunity
The U.S. Air Force 87 Contracting Squadron is soliciting a single Firm Fixed Price Requirements IDIQ for integrated solid waste management services at Joint Base McGuire-Dix-Lakehurst, New Jersey, with proposals due July 24, 2026 at 3:00 PM. This is a full and open competition recompete of the incumbent Waste Management LLC contract, not set aside for small business.
Place of performance spans McGuire Air Force Base, Fort Dix, and Naval Air Station Lakehurst in New Jersey. The contractor must collect, haul, and dispose of municipal solid waste, construction and demolition debris, and specialty waste streams (foreign trash requiring incineration, grease, grit/screen, and sludge) across multiple organizational entities. The government estimates approximately 8,000 tons annually at McGuire/Dix and 1,098 tons at Lakehurst. The contractor must provide three 35-cubic-yard compactors and various open-top containers at contractor-provided basis, with service frequency of three times weekly for compactors and weekly or as-needed pickup for other containers.
The base contract period runs October 1, 2026 through September 30, 2027, with four one-year option periods extending through September 30, 2031. The estimated award value is $47,000,000. NAICS 562111, Waste Collection, applies with size standard $47,000,000. PSC S205 (Housekeeping—Trash/Garbage Collection) governs the contract.
Technical acceptability is pass/fail, requiring submission of a current New Jersey A-901 license. Past performance is weighted significantly more important than price. The government will evaluate past performance collectively for prime and subcontractor teams without minimum reference thresholds, considering relevance to scope, magnitude, and complexity. Evaluation weighs lowest-priced technically acceptable offeror; if that offeror does not achieve Substantial Confidence on past performance, evaluation continues through successively higher-priced offerors until one achieves Substantial Confidence or all are evaluated, then the Source Selection Authority makes an integrated best value decision. The government intends to award without discussions but reserves discretionary authority to conduct discussions if necessary.
Contractors must hold current SAM registration with active CAGE code/UEI at proposal submission and award. Personnel accessing the installation require criminal history background checks, wants/warrants checks, and Entry Authority List submission 72 hours before contract start. All contractors must complete DoD Antiterrorism Level I training and comply with JB MDL security requirements, including base identification, vehicle passes, and enrollment in the Emergency Mass Notification System. Contractor personnel must be fluent in English and maintain professional appearance with company identification. The contractor must comply with prevailing wage requirements per Department of Labor Wage Determination 2015-4191 (Burlington County) and 2015-4195 (Ocean County). Disposal occurs at Waste Innovations in Westville, New Jersey for foreign waste incineration and Burlington County Landfill for wastewater streams; all tipping fees are reimbursed separately under CLIN XX17 based on actual disposal invoices rather than fixed unit pricing. Contractors must submit a Small Business Subcontracting Plan. Electronic proposals in PDF format are the preferred submission method to patrick.duff.5@us.af.mil and anna.moritz@us.af.mil. Proposals must include three components: Part I Technical Acceptability (A-901 license), Part II Price Proposal (SF1449 pricing), and Part III Past Performance Information (up to 10 references individually or 20 combined for first-time teaming arrangements).
