About this file
This is an Antiterrorism Awareness pamphlet for contractors at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The document is issued by the JB MDL Antiterrorism Office under the 87th Air Wing and provides contractors with awareness guidance on their role in maintaining security vigilance and reporting suspicious activity that affects the base community and surrounding area.
The pamphlet outlines key indicators contractors should monitor, including surveillance activities (unfamiliar people or vehicles, expired vehicle tags, illegally parked vehicles in the same location for extended periods, and the same vehicle repeatedly passing their location). It defines terrorism according to the Department of Defense as the unlawful use of violence or threat of violence to instill fear and coerce governments or societies, often motivated by religious, political, or ideological beliefs. The document explains three victimization categories: victim by association (wrong friends, place, and time), victim by location (wrong place at wrong time), and victim by opportunity (random circumstances at soft targets). It provides specific warning indicators including surveillance, elicitation, security tests, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. Force Protection Condition (FPCON) levels are detailed, ranging from Normal through Alpha, Charlie, and Delta, with corresponding protective measures and security posture expectations. Emergency contact procedures and reporting requirements are provided, directing contractors to call the 87th Security Forces Squadron at (609) 754-6001 for suspicious activity reports, with landline emergencies dialed as 91-1 and cell phone emergencies as (609) 754-6001.
