About this file

This document is Attachment 3, an Addendum to the Evaluation Provision for Commercial Products and Commercial Services (52.212-2), effective 04/18/2025, Revision 02. The document outlines the government's methodology for evaluating quotations for a potential purchase order. The evaluation will consider three primary factors: Technical capabilities, Past Performance, and Price.

The government will use a comparative evaluation process to determine the most advantageous quotation, reserving the right to select a quote that provides benefits beyond the minimum requirements. The Technical evaluation will assess how well a quotation meets or exceeds solicitation requirements. The Past Performance evaluation will analyze the quoter's potential success by examining previous performance records, including customer surveys, Contractor Performance Assessment Reporting System (CPARS) data, and the contracting officer's prior experience. Pricing will be evaluated by totaling all line item prices, with the understanding that the lowest-priced quote may not necessarily be selected if another quote offers superior benefits.
