About this file

This document is an Evaluation Attachment for Commercial Products and Commercial Services for a Non-Emergent Ambulance Services contract. The solicitation (36C26225Q1093) is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for VA Long Beach HealthCare System, spanning a base period and four option years from 10/01/2025 to 09/30/2030. The Firm Fixed-Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be awarded based on a comparative evaluation process considering technical merit and pricing.

Key evaluation criteria include demonstrating three years of relevant past experience in NAICS 621910, submitting a quality control plan, providing proof of medical liability and vehicle insurance, and meeting special responsibility standards. Offerors will be evaluated on their ability to meet or exceed solicitation requirements, with the government reserving the right to select an offer providing the best overall benefit, not necessarily the lowest price. The contract will replace previous ambulance service contracts (36C26223P2036 and 36C26223P2183) and involves Advanced Life Support (ALS) and Critical Care Transport (CCT) services.

ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(a) Basis for Award: The Government will issue an IDIQ contract to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

(b) The following factors shall be used to evaluate offers:

1. Technical

2. Price

(c) Special Standards of Responsibility: In addition to the general standards of responsibility under FAR 9.104-1, offerors must meet the following special standards of responsibility in accordance with FAR 9.104-2:

1. Minimum of three (3) years of relevant past experience to NAICS 621910 demonstrated by submission of the following for at least two, but not more than five, Government or Commercial contracts:

a. Contract, task order, or purchase order number [if applicable].

b. Period of performance dates.

c. Point of contact (name, title, and phone/email).

d. Brief description of the services performed.

2. Quality Control Plan: The Offeror’s proposed quality control plan (QCP) will be evaluated for relevance as well as the Offeror’s identification and demonstrated understanding of key quality control elements important to oversight and surveillance of the work.

3. Proof of Indemnification and Medical liability insurance.

4. Proof of vehicle insurance.

Failure to demonstrate compliance with these special standards will render the offeror non-responsible and inedible for award.

(d) Evaluation Approach: The Government will evaluate offers using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where offers will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider an offer other than the lowest price that provides additional benefit(s). Offers may exceed the minimum requirements of the solicitation. The Government reserves the right to select an offer that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate offers. The evaluation will consider the following:

1. Technical or Quality: The offer will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation, the Performance Work Statement, and based on the information requested in the instructions to offerors section of the solicitation.

2. Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum.

(e) Options: The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by adding six months of the quoter's price for the last potential period of performance under this contract to the quoter's total price. Quoters must price only the base and option periods specified in the contract line-item numbers (CLINs) and shall not submit a price for the potential six-month extension of services under FAR 52.217-8. The Government reserves the right to exercise the option under FAR 52.217-8 before the end of any of the contractor's performance periods and will be exercised at the price and/or rates in effect at the time the clause is exercised. Evaluation of options shall not obligate the Government to exercise the option(s).
