About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 is seeking Non-Emergent Ambulance Services for Advanced Life Support (ALS) and Critical Care Transport (CCT) services at the VA Long Beach Healthcare System. The procurement covers comprehensive ambulance services within a 40-mile radius, including specialized transportation for veterans with complex medical needs, requiring contractors to provide all vehicles, personnel, and equipment while maintaining 24/7 availability. Contractors must demonstrate three years of relevant experience in ambulance services, maintain qualified personnel with proper medical certifications, provide proof of medical liability and vehicle insurance, and submit quality control plans. The evaluation will be conducted using a comparative process considering technical merit and pricing, with award made to the responsible offeror providing the best overall benefit to the government. Amendment 1 closed the vendor inquiry period with no questions received, confirmed VetRide transportation software will be used from contract inception, and established the final quote submission deadline of July 24, 2025, at 12:00 PM PST via email to Contract Specialist Katharine Robert.
This opportunity is designated as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 621910 with a small business size standard of $22.5 million. The contract will replace previous ambulance services acquired through Contracts 36C26223P2036 and 36C26223P2183, indicating existing incumbent contractors currently provide these services. The procurement structure is a Firm Fixed-Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year performance period consisting of one base year and four option years from October 1, 2025, through September 30, 2030. Services will be performed at the VA Long Beach Healthcare System in Long Beach, California, with coverage extending to veterans in Los Angeles, Ventura, Kern, Santa Barbara, San Luis Obispo, Riverside, San Diego, Imperial, Orange, and Nevada counties. The contract includes specialized services such as STAT level transport with 30-minute response times and billable wait times, with contractors required to meet strict compliance standards including 95-100% performance thresholds across multiple surveillance categories.
