About this file

This lead sampling report details testing conducted at the Mann-Grandstaff VA Medical Center in Spokane, Washington in preparation for an elevator renovation project. Seven paint chip samples were collected from various locations and analyzed for lead content. One sample from paint on elevator frames on the first floor contained lead at 1.4% by weight, exceeding the EPA threshold of 0.5%. The report recommends proper handling and disposal of lead-containing waste from the project.

The related federal contract opportunity is a solicitation from the Department of Veterans Affairs to refurbish and upgrade elevators in two buildings at the Mann-Grandstaff VA Medical Center. The testing documented in the lead sampling report would help inform hazard mitigation requirements for the elevator renovation project.

Matt King Licensed Architect Spees Design Build 625 1st Avenue, #301 Seattle, WA 98104

RE: Lead Paint Sampling of Elevator Renovation Areas at Mann-Grandstaff VA Medical Center, 4815 N. Assembly Street, Spokane, WA 99205

Dear Matt, Kyron Environmental, Inc. (Kyron) was contracted with Spees Design Build to conduct Lead (Pb) paint sampling of areas undergoing renovations at the Mann-Grandstaff VA Medical Center (VAMC) located at 4815 N. Assembly Street in Spokane, Washington. The purpose of the Lead sampling was to determine whether Lead was present in the paints on building materials that may be impacted during the renovation/upgrade of elevators and nearby areas at the VAMC.

This was accomplished by obtaining samples of the subject paints and submitting them for Lead analysis by Flame Atomic Absorption (FLAA) analytical methodology. This analytical procedure determines whether or not Lead is contained in the material.

Lead was present in the sample collected from paints tested on elevator frames on the 1st Floor of Building 1 at the VAMC.

2.0 Sampling

Tim Lee and Graham Langley, Kyron Environmental Specialists, conducted the sampling of various painted surfaces undergoing renovations at the VAMC on February 8, 2021. Seven (7) samples were collected for Lead analysis; Pb-01, Pb-02, Pb-03, Pb-04, Pb-05, Pb-06, and Pb-07.

The samples collected represented a full-range of paint chips from main floor walls, elevator door frames, and 10th Floor mechanical room floor and wall. All samples were submitted to EMSL Analytical at 200 Route 130 North, Cinnaminson, NJ 08077, NVLAP Lab Code 101048- 0, and analyzed using Flame Atomic Absorption (FLAA) analytical methodology. Chain of

Custody and analytical results are attached.

3.0 Lead Analytical Results

Several different paints were identified from walls and elevator frames in the main building areas, and from the floor and walls of the 10th Floor mechanical room. The following table lists sample numbers, description & location of samples, and laboratory analytical results.

Table 2: Sample Number, Description & Location, and Laboratory Analytical Results Sample

# Sample Description Lab Results

Pb-01 Beige, white, & green paint on walls of Building 1, 8th Floor, by the service elevator doors 0.020 % wt (Pb)

Pb-02 Beige, white, & green paint on walls of Building 1, 1st Floor, by the service elevator doors 0.18 % wt (Pb)

Pb-03 Blue & white paint on walls of Building 1, 2nd Floor, by the service elevator doors 0.15 % wt (Pb)

Pb-04 White, & green paint on service elevator framing of Building 1, 2nd Floor 0.095 % wt (Pb)

Pb-05 Blue/gray & green paint on floor of 10th Floor mechanical room penthouse 0.25 % wt (Pb)

Pb-06 White, beige & green paint on west wall of 10th Floor mechanical room penthouse 0.010 % wt (Pb)

Pb-07 Brown, white, & green paint on service elevator framing of Building 1, 1st Floor 1.4 % wt (Pb)

4.0 Conclusions and Recommendations

The U.S. Environmental Protection Agency defines a lead-based paint as any paint or coating that is greater than 0.5% by weight. Lead was present in one of the samples (Pb-07) collected from paints tested at the VAMC on February 8, 2021. Improper disturbance of these materials may result in an occupational exposure. Waste Lead paint chips generated during work must be disposed of as regulated waste unless Toxicity Characteristic Leaching Procedure (TCLP) waste stream analysis proves otherwise. The purpose of TCLP Pb analysis is to determine whether building materials designate as regulated Lead waste if/when the materials are disposed in a landfill. This is accomplished by obtaining representative composite samples of the materials and submitting to an accredited laboratory for TCLP Lead analysis using EPA 7471 – TCLP Metals by EPA 1311/6010/7000 Series Methods. This analytical procedure simulates whether or not Lead will leach out once the material is deposited in a landfill.
