About this file

This document is an amendment to a solicitation for elevator refurbishment and upgrade work at a Veterans Affairs medical center. The amendment extends the offer due date to January 19, 2024, modifies the evaluation criteria for company experience and key personnel, and removes two VAAR clauses. It also provides responses to contractor questions regarding project scope, personnel requirements, and logistics. The solicitation seeks offers from SDVOSB contractors to completely remove and replace all elevator equipment for four elevators in one building, with a project cost estimated between $2 million and $20 million. The amendment clarifies expectations for ongoing elevator service during construction and addresses contractor inquiries about materials, work hours, safety inspections, and other execution details.

SF 30 BLOCK 14 CONTINUATION PAGE(S)

It has been determined necessary and in the best interest of the Government to amend solicitation 36C26024R0009 to extend the offer due date from January 5, 2024, to January 19, 2024, amend the Company Experience and Key Personnel Factor and provide questions and answers. The answers to Questions 19 and 20 are forthcoming.

1. Amend to extend offer due date

Offer due date: January 19, 2024

2. Amend Company Experience Evaluation and Key Personnel Factor on 36C26024R0009 pg. 9-11

1. Company Experience: Provide a narrative describing successful completion of at least two projects with government agencies or private firms, where you completed or substantially completed eighty percent (80%) of a construction project that included the installation, repair or replacement of elevator(s) and had a final construction cost between $2,000,000 and $20,000,000. The projects must have been completed within the last 10 years. Offeror should explain how the information provided is relevant to the proposed acquisition and the projects selected should clearly demonstrate the construction capabilities of the Offeror.

Definition of Similar in Magnitude for Company Experience Evaluation and Key Personnel Factor:

A project is similar in magnitude with a final construction cost between $2,000,000 and $20,000,000.

Definition of Similar in Scope for Company Experience and Key Personnel Factor:

A project is similar in scope includes the installation, repair and replacement of elevators.

2. Key Personnel

2.1 Quality Control

2.1.1 Provide a resume for the proposed Contractor Quality Control (CQC) System Manager with minimum of five (5) years’ construction experience within the last ten (10) years on projects that included the installation, repair or replacement of elevator(s) and had a final construction cost between $2,000,000 and $20,000,000. At least one elevator project listed on the resume shall include an elevator with at least six (6) stops. CQC System Manager shall hold a certificate of completion from the Construction Quality Management (CQM) for Construction course.

2.2 Project Superintendent/Alternate

2.2.1 Provide a resume for the proposed project superintendent with minimum of five (5) years’ construction experience within the last ten (10) years performing as a project superintendent on projects that included the installation, repair or replacement of elevator(s) and had a final construction cost between $2,000,000 and $20,000,000.

2.2.2 Provide a resume of the alternate project superintendent alternate with minimum of five (5) years’ construction experience within the last ten (10) years performing as a project superintendent on projects that included the installation, repair or replacement of elevator(s) and had a final construction cost between $2,000,000 and $20,000,000.

2.3 Site Safety and Health Officer (SSHO)

2.3.1 Provide a resume for the proposed SSHO with minimum of five (5) years’ experience within the last ten (10) years on projects that included the installation, repair or replacement of elevator(s) and had a final construction cost between $2,000,000 and $20,000,000. At least one project listed on the resume shall include an elevator with at least six (6) stops.

3. Amend to remove VAAR Clause

VAAR 852.215-70 and VAAR 852.215-71 from the original solicitation.

4. Amend to provide questions and answers.

Questions 1: Will the facility allow for any deducts to be proposed as part of the prime contractor’s bid (i.e. retention of existing rails, sills, entrances, sling, platform, machines, etc.)?

Government response: Contractor shall follow instructions in the solicitation for their proposal.

Question 2: Please confirm that the VA is requesting that a contractor quality control (CQC) system manager, project superintendent, and a site safety and health officer (SSHO) are to always maintain a presence at the site during the project, are to be three (3) separate individuals, and are to be employed by the prime contractor?

Government response: The CQC System Manager is on the site at all times during construction and is employed by the prime contractor. The CQC System Manager can have duties as project superintendent. The SSHO or an equally qualified Designated Representative/alternate is on the site at all times during construction and is employed by the prime contractor. The SSHO shall not have collateral duties.

Question 3: Will any work require contractors to wear bunny suits, foot covers, gloves, hair nets, facial hair nets, and face shields during this project? Will this PPE be provided by the VA?

Government response: Yes. PPE will not be provided by the VA.

Question 4: Can the VA confirm the availability of stock wallpaper, wainscot, flooring, etc., that may be available to the contractor. If no materials are to be provided, and a perfect match cannot be obtained, is it the government’s intent for the contractor to redo all floors, wallpaper, ceiling, etc. within each elevator lobby to ensure continuity?

Government response: Material will not be provided by the VA. VA understands a perfect match may not be possible. It is not the Government’s intent for the contractor to redo all floors, wallpaper, ceiling, etc. within each elevator lobby.

Question 5: Would the VA allow for “noise generating work” to be performed from 4:30pm – 12:00am to allow for employees to work a full shift? The current hours identified are 4:30pm – 9:00pm for all noise generating work during the week.

Government response: No, noise generating work shall follow the requirements in the contract documents.

Question 6: Can the VA confirm whether the Certified Safety Professional (CSP) or Construction Safety and Health Technician (CSHT) that performs random monthly site safety inspections must be an independent third party? (01 35 26 – 14)

Government response: The individual does not need to be an independent third party.

“The CSP or CSHT can be a corporate safety professional…” means the individual can be employed by the contractor but is not a part of the immediate site project team.

Question 7: Can the VA confirm that they require an SIOR based off the language on page 01 45 35 – 03? “In addition to these conditions, the DOR is encouraged to consider using an SIOR on large magnitude or critical projects where this additional level of quality control is affordable.” Furthermore, is there a list of special inspections required on this project?

Government response: Yes, an SIOR is required. Refer to contract documents for special inspections required.

Question 8: Will the prime contractor be responsible for purchasing and administrating construction management software (i.e. Submittal Exchange, Procore, etc.)? (01 33 23 – 03 Section 1.3.A.C)

Government response: From Statement of Work part 3.8.3 “Contractor shall provide a secured File Transfer Protocol (FTP) site to transfer all contract electronic submittals.

The contractor shall send a corresponding email to the COR stating a file is ready for review for each electronic submittal FTP upload. FTP shall be accessible by VA staff using Government Furnished Equipment (GFE).”

Question 9: Specification calls for 2 speed center opening doors which will result in narrow door panels prone to issues with the door opening and closing times required by project specifications. Could 2 speed side slide doors be considered?

Government response: Follow requirements in the contract documents.

Question 10: Can existing 2 year old machines on P1 & P2 cars be retained?

Government response: Follow requirements in the contract documents.

Question 11: Hydraulic jack for elevator P4 is double bottom and doesn’t appear to have any leaks or damage. Could you please provide details on why this couldn’t be retained?

Government response: From Statement of Work part 2.1 “Scope includes the complete removal and replacement of all elevator equipment for elevators P1, P2, S3 and P4 in the elevator hoistway and the elevator machine room.”

Question 12: Block 8 of the SF1442 indicates a hard-copy proposal delivery to Vancouver. Will the Government please consider making this an electronic bid delivery? With a complex project such as this, we could really use every minute up until bid time to make sure we’ve qualified subcontractor proposals, and hard-copy bid delivery will complicate this, especially right after the holidays when a lot of folks are on vacation.

Government response: Yes, please submit your offer via email to taminie.panich@va.gov. In the subject of the email, please state Offer Company Name –

36C26024R0009 email 1 of X if multiple email is necessary due to email restriction on size. We will not accept any hard copies.

Question 13: On solicitation Page 7 of 73, under General Information it states, “The offeror will not be participating in a sealed bid procurement process under this procurement.” Does this mean we should email our proposal to you?

Government response: Correct, please submit your offer to taminie.panich@va.gov.

Question 14: Will the Government please consider extending the bid date a week or two? The current bid date is right after the holidays, when many people are on vacation. We would greatly appreciate any extension you can provide.

Government response: The offer due date has been extended to January 19, 2024 at 12:00 p.m. PST.

Question 15: The Solicitation includes VAAR 852.215-70 Service-Disabled Veteran- Owned and Veteran-Owned Small Business Evaluation Factors (Jan 2023) (Deviation). This clause discusses evaluation for non-SDVOSB firms. As this is a SDVOSB set-aside, please confirm this clause is not applicable to this procurement.

Government response: VAAR 852.215-70 does not apply and has been amended to be completely remove from solicitation.

Question 16: The Solicitation includes VAAR 852.215-71 Evaluation Factor Commitments. As this is a SDVOSB set-aside, and we are not required to propose or subcontract with SDVOSB or VOSB subcontractors, please confirm this clause is not applicable to this procurement.

Government response: VAAR 852.215-71 does not apply and has been amended to be completely remove from solicitation.

Question 17: Attachment 1 SOW, item 3.1 states, “Contractor shall include all provisions required to ensure two of the three elevators in Building 1 (identified as P1, P2 & S3 on the drawings) are operational at all times.” A full demo/replacement of cars P1 and P2 will require both elevators P1 and P2 to be removed from service concurrently for a period of ~24 weeks due to their shared hoistway. Will the VA allow both elevators to be shut down at the same time? If not, has the VA considered a modernization of P1 and P2 rather than full replacement? A modernization would allow more flexibility in only removing one elevator from service at a time.

Government response: Attachment 1 SOW, item 3.1 allows for both elevators P1 and P2 to be shut down each night provided certain conditions are met.

Question 18: Attachment 1, at the top of Page 1 it lists attachments. We do not find the ‘Contractor Qualification Standards_R3’ document. Please provide or advise.

Government response: This document has been removed from the solicitation.

Question 19: Please clarify if all infection control walls (LT1 temp barrier) are to be installed up to the concrete floor above. If so, please provide dimensions from finished floor to concrete floor above for each floor.

Response is forthcoming.

Question 20: Current platform is sized based on space available in hoist way, an increase in size is not possible given the seismic requirements and the existing hoistway. Specification calls for a car operating panel in each return and specifies Elite display which requires 13” of space. With the door opening size specified this is not possible. Available space on each return panel with 2SCO 4’-0” doors is 7.75”. Please provide clarification on car operating panel locations and requirements or confirmation that the hoistway width will be increased.

Response is forthcoming.
