About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the EHRM Infrastructure Upgrades Construction project at the Ann Arbor VA Medical Center. The procurement is for a firm-fixed price construction contract with an estimated value between $10,000,000 and $20,000,000. The J&A cites the statutory authority of only one responsible source, as installing a different manufacturer's building management system would create significant duplication in costs and equipment incompatibility. The overall procurement will be competed as a Service-Disabled Veteran-Owned Small Business set-aside, but brand name approval is requested for the Siemens Desigo building management system valued at approximately $X. The market research supports the use of the brand name item as critical for the overall efficiency of the completed project and the Ann Arbor VAMC.
