SCOPE OF WORK
PROJECT #590-22-700
EHRM INFRASTRUCTURE UPGRADES
A. PART I - GENERAL
A1. Scope of Contract
1. BID ITEM I (BASE BID): The Contractor shall provide all labor, materials and equipment to accomplish the project per construction drawings and specifications. The contractor shall provide all tools, labor, materials, equipment, supervision, professional services, and expertise required to perform general construction, alterations, electrical work, concrete work, masonry work, grading, grubbing, seeding, necessary removal and disposal of existing trees, structures, and certain other items as indicated in the construction documents. The contractor shall manage and perform construction period services as further defined in the Contract to include, but not limited to, permitting, demolition, construction, construction management, submittals, equipment, scheduling, inspection and testing, environmental protection, recording of (As-Built) drawings and project closeout. The contractor shall also develop a schedule demonstrating fulfillment of the contract requirements such as: Project Schedule, Contractor Quality Control, Work Breakdown Structure (WBS) Plan, Environmental Plan and all other plans listed within this document to include deliverables. The Contractor shall keep the Project Schedule up to date in accordance with the requirements of the contract and shall utilize the plan for scheduling, coordinating, and monitoring work under this contract (including all activities of subcontractors, equipment vendors and suppliers). This work includes, but is not limited to:
Demolition:
a. The overall intent of this project is to upgrade and improve the Electronic Health Record Modernization (EHRM) infrastructure of the Hampton VA Medical Center campus in Hampton, Virginia as part of the ongoing national VA EHRM initiative.
i. Phasing This project will take place over two construction phases: Phase 1 – Site work on campus infrastructure and Phase 2 – Work on TRs and work area outlets. Phase 2 shall be broken down to separate buildings and floors. It is the Contractor's responsibility to develop a detailed phasing plan and present plan to COR for approval.
ii. Fire Life Safety Existing building construction and occupancy type shall not be altered as part of this project. Existing egress pathways have been impacted due to the new layout. Install new fire rated doors and fire extinguisher cabinets were indicated. Properly firestop any penetrations through existing or new rated assemblies.
iii. ICRA
Cabling work is categorized as Type B construction. If adjacent areas are low, medium, or high-risk work shall be Class II. If work is to be completed adjacent to a highest-risk area, it escalates to Class III. Work involving TEs and TRs in existing buildings fall under Type C construction. This type of work may be classified as Class II, III, or IV. Generally, it is considered Class II or Class III.
Specifically, in low-risk areas, it is classified as Class II; in medium-risk areas, it is Class III; and in high or highest-risk areas, the classification rises to Class IV. TR towers and data centers are considered Type D work and are classified as Class III or IV, however, most commonly require Class IV. In low-risk areas, this work is classified as Class III. When the adjacent area is rated as medium, high, or highest risk, the work must adhere to Class IV standards. Fire extinguisher cabinet (FEC) work should ideally be included within the TR ICRA barrier zone. If it is not possible to include this work within the TR barriers, it should be treated as Type B work. In this case, the classification depends on the adjacent area's risk level: in low, medium, or high-risk areas, it falls under Class II, while in the highest-risk areas, it must be classified as Class III.
iv. Architectural Demo existing and install new walls, doors, finishes, casework, specialty equipment, and signage as indicated in the contract drawings. Maintain existing conditions in locations shown or areas marked as out of scope. Architectural work also contains any required patch work associated with structural, mechanical, electrical, telecommunications, and technology work.
v. Structural Structural work is limited to the new slab infill for the existing Stair 1 in Building 110 and the surrounding systems involved. The existing stairs will be removed from the shaft to facilitate the installation of the slab infills.
vi. Fire Protection Fire sprinkler systems shall be modified to move/adjust head locations to accommodate space floorplan changes. There is no increase in the total area served by the existing fire protection system.
vii. Civil This project will install all new duct banks, conduits, vaults, and handholes. Additional local repairs and conduit replacement may be necessary during construction.
viii. Mechanical Mechanical scope of work includes some telecom rooms being upgraded, while other telecom rooms will be combined or relocated.
Telecom rooms receiving new mechanical cooling will be cooled with either a ductless split DX system or a VRF/VRV system. These systems will be tied into the campus building management system with points monitoring equipment operation, run time, and space temperature. All telecom rooms will have temperature and humidity wall sensors and a floor-mounted moisture sensor that will be tied into the campus BMS Existing site infrastructure and HVAC utilities in building 148 Telecommunication Rooms will be in keeping with the ISTS, HVAC Design manual, and published Design Alerts.
ix. Plumbing Plumbing services are not included in design.
x. Electrical, Security, & Fire Alarm Electrical scope of work includes upgrading the IT infrastructure and equipment to comply with the new VA Electronic Health Record Modernization (EHRM) system requirements. Select telecommunications rooms (TRs) will be expanded, renovated, or relocated to meet VA standards. For the expanded or relocated TRs, each will be provided with new security provisions as required.
Where life safety systems are impacted during construction; interim life safety measures will be addressed and implemented. Any new fire alarm devices required will match the existing.
xi. Environmental Environmental abatement is not currently in scope of this project.
Based on the VA provided Environmental Report, no known hot materials are being disturbed. If materials are found that are reasonably assumed to be hot, contact the COR prior to demolition.
Additional project specific notes:
a. Items not noted as to be demolished shall be protected from damage.
Any damage not caused by the owner or deemed to be normal wear shall be corrected by the contractor with no additional time and/or money.
b. Temporary construction items such as dust walls, safety barriers, etc.
shall be the responsibility of the contractor. Obtain approval from VA staff prior to the installation of such temporary construction.
c. Coordinate with the VA COR prior to performing shutdowns of electrical power systems, HVAC equipment, commutation systems, fire alarm and fire suppression systems for modifications and tie-ins.
d. Phasing: Refer to drawings for phasing information.
3. Place of Performance: Tasks will be performed at the VA Medical Center, Hampton, VA, 23667. Work will be around an occupied healthcare facility in operation 24 hours a day.

v. Specific Site Requirements: Contractor and all subcontractors shall obtain a PIV-I badge from the HR Badging Office (requires scheduling, fingerprinting, and providing two (2) forms of ID; one of which must be an approved photo ID), provide proof of completion from an approved OSHA 10-hour training course (30-hour for superintendent), complete and provide certificate of training for Integrity and Compliance Awareness Training for all Non-Revenue Staff (TMS course 43790), provide TB test results (refer to specification section 01 35 26 - 22, 1.13 TUBERCULOSIS SCREENING AND FLU for further guidance), provide proof of flu shot, and shall abstain from smoking within the perimeters of the facility. All individuals that enter any VA patient care building(s) are required to be pre-screened for COVID-19 and required to wear a face mask; to include Veterans, employees, visitors, volunteers, and contractors. Contractors entering non-patient care buildings are required to wear a face mask.
Contractors working outside within six (6) feet of one another, or any individual, shall also be required to wear a face mask.
