TECHNICAL QUESTIONS AND SOLICITATION #: 36C77626R0041

RESPONSES TRACKING SHEET PROJECT TITLE: EHRM Infrastructure Upgrades – Hampton, VA

# CONTRACTOR QUESTION VA RESPONSE

1 We are trying to confirm whether groundwater is present and whether the soil can be reused for the duct bank installation. To do so, we will need a copy of the geotechnical report. Please provide a copy of the geotechnical report for our review.

Geotechnical Report not available.

2 We respectfully request the bid date be extended to at least 6/2/2026 and preferably extended to 6/13/2026.

If the VA extends the closing date for this solicitation, it will be posted to SAM.gov.

3 We respectfully request the cut-off date for receipt of questions be extended to at least 5/15/2026.

VA will not extend the closing date for technical questions.

4 With respect to the phasing in Attachment 1 of the RFP, Scope of Work document, can the raceways from the ductbanks to the TRs be included in phase I?

No.

5 Please confirm Factors 1-3 as listed on Page 8 of the RFP Solicitation should be included in Volume I – Technical? If so, Factor 4 – Price on Page 8 of the RFP Solicitation. Please confirm price shall NOT be listed in the Technical Factors of Volume I, but instead price documents to only be included in VOLUME II – PRICE.

Please follow the guidance in the solicitation.

6 Can the Superintendent also serve as the Superintendent for this project with SSHO as a standalone position?

The project shall require a dedicated Superintendent, SSHO, and QC.

7 Spec Section 01 00 00 - General Requirements, Section 1.3 Statement of Bid Items includes 8 bid items. Please confirm Contractor shall only provide one price for Item Number 0001 as listed on A.3 PRICE/COST SCHEDULE of the RFP Solicitation.

8 Is there a proprietary Fire Alarm Contractor at the facility? If so, please provide the company name and point of contact.

Please confirm a CSHT will be required to conduct random monthly site safety inspections.

16 Reference Telecommunications Plan keynotes:

A. Is the intent to demo all existing cable tray once all new cat6a cabling and cable tray have been installed.

B. Please confirm there is enough room above ceiling to install all new cable trays next to existing cable trays.

C. Please confirm that the contractor cannot reuse existing cable tray for the project.

C. Existing Cable trays can be used if allowed by COR.

17 Reference Att. 1 Construction SOW, Phasing:

Please confirm that phase 1 and phase 2 can run concurrently.

No. Phase 1 must be completed before Phase 2 can begin.

18 Specifications call for GC to use & pay for “Tririga” tracking software. Will Procore be acceptable?

Yes, Tririga tracking software is required per specification.

19 Can superintendent serve as SSHO & QC or any combination or will there need to be 3 separate individuals?

The project shall require a dedicated Superintendent, SSHO, and QC.

20 SOW states there is no abatement in the project, however spec sections 02 82 11, 02 82 13.13, 02 82 13.19 & 02 82 33.13 list specific items to be abated. Are these items to be included or will the VA perform abatement?

All item listed shall be concerned part of the contract.

21 Reference: Drawing CK101

Please confirm which utility trench patching detail is applicable for this project.

All detail shown on CK101 shall be applicable.

22 Drawing CK101, Details 2 (Type 3 Utility Patch) and 3 (Type 2 Utility Trench Patch), indicate a 2" minimum thickness of existing pavement (or greater, if applicable) and a 4" minimum ABC granular base course (or thickness equal to the existing granular base), or Portland cement concrete (PCC) with thickness equal to the existing section.

Additionally, both details reference VA Standard Detail 32 12 16-04, which shows concrete pavement beneath 2" of asphalt.

Can you please clarify which detail should be followed for this project?

Also, please confirm whether PCC beneath the asphalt is required.

If possible, provide a single, project-specific detail for consistency.

Base shall be 4” minimum.

23 Due to the amount of drawings and details contained in this RFP, we are requesting an extension to the proposal due date from 4/30/26 to 5/29/26.

If the VA extends the closing date for this solicitation, it will be posted to SAM.gov.

24 Spec Section 01 91 00 lists the commissioning responsibilities for the VA, Prime Contractor, and Subcontractors. According to paragraph 1.10, “The Contractor shall assign a Commissioning Manager to manage commissioning activities of the Contractor and subcontractors.” Can the Prime Contractor’s Project Manager also serve as the contractor’s CxM, or does this need to be a third party not associated with the Prime Contractor?
