About this file

This is a comprehensive specifications document for the Electronic Health Records Modernization (EHRM) Infrastructure Upgrades project at Hampton VA Medical Center in Hampton, Virginia (Project #590-22-700).

The project encompasses design and construction services for upgrading infrastructure across multiple buildings on the VA medical center campus to support the EHRM initiative. The scope includes eight primary work items: EHRM infrastructure upgrades, general construction and selective demolition, electrical work, mechanical work, telecommunications work, structural work, site and civil work, and environmental work. The specifications detail requirements across multiple construction divisions including general requirements, demolition, asbestos and lead paint abatement, concrete work, structural steel, metals, wood/plastics, thermal/moisture protection, openings, finishes, specialties, fire suppression, plumbing, HVAC, electrical, communications, safety/security systems, earthwork, and exterior improvements. Phasing requirements are extensive, with separate work areas designated as ICRA Class II, III, and IV requiring 21 to 28 calendar days advance notice to the VA before commencing work in healthcare and non-healthcare buildings. Construction hours are restricted to normal business hours (8:00 AM to 4:00 PM, Monday through Friday) for most work, with Category 6A re-cabling conducted during nights and weekends. The contractor must provide comprehensive quality control planning, submit detailed schedules using CPM methodology within 7 days of Notice to Proceed, establish a formal warranty management plan with joint inspections at 4 and 9 months post-acceptance, and conduct testing and commissioning of all building systems prior to final acceptance. Environmental and safety requirements are stringent, including infection control risk assessments, fire safety protocols, electrical safety compliance, fall protection measures exceeding 6 feet, and extensive asbestos and lead-based paint abatement procedures with third-party industrial hygienist oversight and air monitoring. The project requires compliance with OSHA, EPA, NFPA, and VA-specific standards, with detailed provisions for decontamination facilities, personnel protective equipment, waste disposal, and post-abatement clearance testing before final project closeout.

GENERAL REQUIREMENTS 01 00 00 - 06

equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the dura*on of the work with milestone subtasks.

a. Normal working hours for this contract will be from 8:00 AM – 4:00 PM (local *me), Monday through Friday, except for weekends and established Federal Holidays.

b. Any work requiring a shutoff is to be completed aPer hours (nights and/or weekends).

c. Performing on-site work outside of normal working hours will require approval from the

In addi*on, Contractor shall no*fy the COR 21 calendar days in advance of the proposed date of star*ng work in ICRA Class I and II work areas, and 28 calendar days in advance of the proposed date of star*ng work in ICRA Class III and IV areas, as well as infrastructure buildings (i.e. Boiler Plant, Chiller Plant, etc.). Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to the

VA Medical Center Director, COR and Contractor.

3. A/E recommended phasing plans, put together with input from the VA COR and Infec*on

Controls personnel, takes into considera*on the VA Medical Center complexity and broad scope of buildings impacted by TR/TE renova*ons and re-cabling efforts. Phasing of TR/TE renova*ons and individual room Cat 6A re-cabling will be heavily influenced by the ICRA precau*ons required by the VA, informed by the associated pa*ent risk levels. Cri*cal pa*ent care areas should be considered dis*nct from non-pa*ent care areas (engineering, admin space, etc.), and the Contractor shall regularly consult with the VA on pa*ent care area phasing plans before commencing construc*on work and upon comple*on.

4. The following tables outline the healthcare and non-healthcare spaces within the scope of this project, and the recommended phasing constraints:
