About this file
Summary
This is an evaluation criteria appendix for a Request for Sealed Qualifications (RFSQ) issued by a county behavioral health services department for Adult and Older Adult Outpatient Continuum Services. The document outlines the scoring framework and qualifications requirements for organizations applying to provide outpatient mental health and substance use treatment services to adults aged 18 and over, including specialty populations with severe mental illness and co-occurring substance use disorders. The services must be provided across multiple geographic regions (South, Central, East, and North County) and may include Individual Placement and Support/Supported Employment (IPS/SE) services. The evaluation criteria are divided into five sections totaling 100 points: Organizational Structure and Experience (55 points), Proposed Program Description (15 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (20 points).
Applicants must demonstrate compliance with Medi-Cal and Medicare requirements, including CalAIM behavioral health standards, and possess appropriate state and federal licenses and certifications. Organizations must provide evidence of evidence-based practices such as Trauma-Informed Care, Cognitive Behavioral Therapy, Dialectical Behavior Therapy, and IPS Model implementation with fidelity. Requirements include documented staffing protocols addressing diversity and inclusion, client admission and discharge procedures, 24-hour emergency coverage, afterhours emergency processes, and capacity to deliver services during pandemics and disasters. Additional mandatory documentation includes cultural and linguistic competency plans meeting county threshold language requirements, collaborations with county departments and community partners, and demonstrated ability to collect and analyze outcome evaluation data. Financial records and electronic health record system capacity will be evaluated by designated subject matter experts using criteria detailed in the RFSQ.
