About this file
This is a Specifications Book for the Edward Hines Jr. VA Medical Center Building 217 Renovations project (Station Project No. 578-26-016, VA Contract No. 36C25223C0071). The document serves as the 100% construction documents and provides comprehensive technical specifications and requirements for the renovation work.
The specifications encompass multiple construction divisions including general requirements, demolition, metals, thermal and moisture protection, openings, finishes, specialties, furnishings, fire suppression, plumbing, HVAC, electrical, communications, and electronic safety systems. Key contractor responsibilities include developing and submitting a Logistics Plan before work commences, establishing security procedures with badge requirements and controlled access, maintaining infection control barriers, implementing phasing plans to minimize disruption to the operating medical center, protecting existing utilities and structures, conducting required testing and inspections, providing as-built drawings, and managing warranty obligations through a comprehensive warranty management plan. The contractor must obtain prior approval for a Submittal Registry covering all materials, fixtures, equipment, doors, hardware, and finishes; maintain existing utility services with required advance notice for any interruptions; coordinate with the Contracting Officer's Representative (COR) on site surveys, material protection, and cutting/patching work; and provide operations and maintenance manuals with factory-trained personnel for equipment instruction. Additional requirements include maintaining site security 24/7, managing construction waste, complying with temporary environmental controls, and completing a pre-warranty conference with detailed documentation of all warranted equipment and extended warranty items before project acceptance.
