About this file
This is a Basis of Design (BOD) document for renovation work at Edward Hines Jr. VA Hospital, Building 217, specifically detailing mechanical, electrical, plumbing, telecommunications, and fire protection systems design criteria and specifications.
The project encompasses multiple renovation areas including Easy Street (atrium), entrance lobby, dining rooms, dementia unit (12 rooms with nurse station), bariatric patient rooms, high fall-risk patient rooms, primary care clinic exam rooms (6 rooms), conference room, storage areas, and family room. HVAC design follows VA Directives, International Building Code 2021, ASHRAE standards, and NFPA codes, with indoor design conditions of 75°F±2°F (summer) and 70°F±2°F (winter). New mechanical work includes VAV terminal units, ductwork, piping, and controls; existing roof-top AHUs will be integrated where feasible. Electrical systems comply with 2023 NEC Code and include new LED lighting with occupancy sensors, hospital-grade receptacles with ground fault protection, fire alarm system additions, and integration of access controls and surveillance cameras. Plumbing work involves installing new fixtures including ADA-compliant wall-hung toilets with 1.28 GPF flush valves in patient rooms, lavatories with sensor-activated faucets, bariatric-rated fixtures (1,000-2,000 lbs capacity), and handheld showers with thermostatic controls. Telecommunications and IT work requires new network cabling meeting EHRM standards, replacement of analog phones with VOIP systems, and two data ports plus one voice port in patient rooms. Fire protection includes removal and replacement of existing sprinkler heads per new ceiling layouts, with temporary coverage maintained during construction. Plumbing and mechanical product specifications detail manufacturers including American Standard, Sloan, Chicago Faucets, Whitehall Manufacturing, and Willoughby Industries for fixtures meeting healthcare facility standards.

Existing Conditions/Demolition
The existing 4 AHU’s inside the building proper will be used for the building proper (installed under Project No. 578-12-151, Bancroft No. 13-114) and investigation into the integration and utilization of the existing to remain roof top units that provide heating and cooling for the enclosed atrium areas, will be done.
Noting that at site visit we were told the roof top AHU for 1A43 (EasyStreet) was turned off
(room not in use) but functioned well, and the AHU units for the 1A80 & 1A81 functioned but the chiller unit was bad. These areas are able to keep comfortable since they are open to corridors and have no exterior exposure.
New work
Cooling and heating mechanical systems (VAV terminal units) for the renovated individual rooms and areas, including ductwork & grills, piping, controls to serve the project areas will be demolished back to main trunks and updated with new equipment to handle the new room assignments.
The following table notes the individual room type design conditions per the VA 2022 HVAC Design Manual.

MEETING MINUTES
B
• Interior finish review and selections from March 29th, Much has been written about designing environments for patients with
Dementia and there is solid evidence that the built environment impacts the psycho-social-emotional well-being and probably physical health of individuals with dementia.
A white paper published by the Alzheimer’s Foundation of America in 2014 really set the initial foundation for interior designers in creating environments specifically for patients with this neurological disorder and are highlighted below.
• Minimize over stimulation
• Introduce familiar settings.
• Introduce wayfinding as part of design
Research has shown family plays an important role in the healing process in all clinical settings and similarly for a patient with Dementia families can play an important supportive role. Patient rooms and public areas should be designed for both patients and their families, providing extra seating or destinations for a quiet walk. The kitchen the heart of a residential unit becomes an important hub for both patients and their families to prepare a meal or have a snack or just to enjoy one’s company.
