About this file

This is a VA (Veterans Affairs) Pre-Construction Checklist template used to establish project requirements and procedures before construction work begins on a federal contract.

The checklist outlines the roles and authorities of key personnel, establishing that only the Contracting Officer (CO) can bind the government and the VA Project Manager serves as the CO's representative for technical supervision and work acceptance without authority to modify contract amount or time. The contractor must submit a Schedule of Costs within 10 calendar days of the Notice to Proceed, including identification of work to be performed by the contractor's own workforce to satisfy a 15% performance requirement per FAR 52.236-1. A progress chart in bar graph format showing anticipated installation versus elapsed contract time must also be submitted within 10 calendar days. Monthly payments are made based on completed work from the approved cost schedule, with invoices submitted to Austin Texas and payment commencing within 14 days of proper invoice receipt per the Prompt Payment Act. Contractor must provide daily logs identifying laborers, supervisors, and work branches for payroll verification.

Additional requirements include submission of a subcontractor list (SF 1413) subject to CO approval, protection of surrounding areas with contractor liability for any damages caused, prominent posting of wage rates at the work site, and apprentice certifications from recognized councils prior to first payroll. The VA Safety Officer has authority to stop work for serious safety violations. Change orders exceeding $1,000 must include itemized labor and material costs, subcontractor lists, and overhead and profit percentages. All contractor correspondence must reference the contract number, project title, and project name. The checklist requires signatures from the CO, Project Manager, and Contractor to confirm understanding of these requirements.
