About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity at Calverton National Cemetery, detailing responses to Request for Information (RFI) inquiries from multiple potential contractors. The project involves repairs and improvements to Columbarium H, I, J, K, L, and M, with key clarifications including scope of work, material specifications, and project logistics. Notable details include selective concrete pad replacement, optional bronze plaque upgrades, laydown area specifications, and personnel requirements such as allowing a superintendent to potentially serve dual roles for site safety and quality control, subject to VA NCA team approval. The contract has a 180-calendar day performance period, with an anticipated project start in spring 2026 and a bid opening date of 29 July 2025 at 1:00 P.M. (EST). The VA NCA emphasizes following drawings and specifications precisely, with potential contract modifications for additional repairs identified during construction.

Questions from Ben Schleer
15. Missing Drawing Pages: We were unable to locate pages 74, 75, 76, and 77 of the Project Drawings in the solicitation attachments on SAM.gov. Drawing files 26 and 27 aren’t included, and these specific pages appear to be missing. Could the Government please provide the missing drawing pages?
Drawing books 26 and 27 will be provided by CO
16. Bid Submission Extension Request: Due to the detailed nature of the restoration work, additional time is required to prepare a comprehensive and accurate proposal. Would the Government consider extending the bid submission deadline?
Please Amendment (A00003).
Key Personnel Requirements: Aside from the Superintendent, are there any additional key personnel required to be on-site? Additionally, is it acceptable for the Superintendent to serve in multiple roles (i.e., perform multiple responsibilities)?
VA NCA would expect a PM to make regular visits to the site to ensure the work put in place aligns with drawings and specifications, super can serve multiple roles if qualified to do so, qualifications to be reviewed by VA NCA team.
17. Contract Duration Adjustment: The contract currently stipulates a performance period of 180 calendar days. If the project starts in the fall and must pause during winter, would the Government consider extending the performance period to 270 calendar days to accommodate seasonal constraints?
The CMES POP is 180 days as well, extending the performance period would add cost for the federal government. The project will most likely start in the spring of 2026 since we anticipate award late September. VA NCA would prefer not to have abandoned construction areas during the winter months.
18. Cleaning Requirements – Niche Covers: The contract requires cleaning of all wall surfaces. Does this cleaning scope include the removal of niche covers, or should they remain in place?
Niche covers are not to be removed, cleaning is by hand with mild detergent to avoid damage to concrete paint and other finishes. Touch up of concrete paint in some areas may be necessary, this will most likely be a contract modification where not specifically noted on the drawings.
19. Existing Materials Information: Can the Government provide information on the manufacturers or suppliers of the existing coping, caps, or stone veneer used in the original construction?
This information is not available in our project archive, so no.
20. To what depth does the stone mulch in existing gravel strips need removed and replaced?
Needs to be removed down to below concrete shelf supporting pre-cast panels, so around 12” of gravel.
21. Will contractor be permitted to use existing cemetery utilities – water and electric?
Contractor will be permitted to use water and electricity if available and accessible, but assume you will have to provide your own power and water.
22. CS221 – Restoration note 1 states to remove and salvage existing foam seals and note 2 states to provide new seals to match existing. Are existing foam Service Seals to be reinstalled according to new layout or are existing Service Seals being salvaged and turned over with all new Service Seals installed?
No reason to salvage existing foam seals
23. Will existing precast columbarium units require any repair or staining?
Fee proposal is to be per what is shown on drawings and specifications and statement of work. Additional repairs that are identified during construction will be covered with contract modifications.
24. Is this project tax exempt?
No
25. Please provide/specify material for “native stone” to be used as decorative stone and gravel in Zen Gardens. See below, VA NCA would like to see a mock up for one of the zen garden planting beds prior to the rest of them being done.
