11 Sheet CS106 shows the water tie-in for the temp facilities to be at an existing 10” water line.
Further up the line near the new water heaters, there is a 6x6x3 tee for the new firewater service for the two temporary SPS trailers.
There are floor plans that show the fire suppression requirements for the corridor and the two modular buildings, but there are no details showing where the service is coming from. Please advise where the fire suppression utility is coming from for the two modulars, as well as the temporary storage trailer at the loading dock. There are no drawings which show the requirements for the temporary storage trailer, nor where the sprinkler service is coming from.
Please also advise if the intent is for the fire water service and domestic water service to come from the same 10” water line.
Please advise if there needs to be any fire alarm monitoring at the 6x6x3 tee.
There will be an additional tap into the existing 10" water line to provide fire suppression for the two modular buildings and the corridor. That means there will be a total of three taps into the existing 10" water line. Markup attached.
There will not be any fire sprinklers or fire alarm in the trailer at the loading dock.
Both fire water and domestic water service will come from the 10" waterline.
No fire alarm monitoring on the 6x6x3 tee.
12 Please advise if the seismic piers shown on sheet SB101 and details 4 and 5 on sheet SF503 are required to be used on the project or can be changed at the opinion of the modular supplier’s engineer. The pier in detail 5 uses bolts as a fastener to the ground, but the site plans show gravel finish under the larger easternmost modular.
The design of the modular building foundations is a deferred submittal as noted on sheet S-000. The modular foundation details shown on the structural drawings are conceptual and not intended to be the final design. The contractor shall submit stamped drawings and calculations for the foundation design.

Can a proposal be submitted for the temporary SPS component only, or must the temporary SPS and modular buildings be proposed as a single, combined bid package?
NO. Bid per the documents. The General will be managing the temporary units alongside the construction of the SPS space.
Question Received on 7/1/25 93 For Tag # SA03 feeders for temporary rooms one line diagram shows no ground, how to proceed?
The two service-entrance-rated 800A safety switches provided shall be grounded as a service entrance in accordance with article 250 of the NEC.
94 Is the contractor required to provide the temporary backup generator (800KW) for the entirety of the project?
The backup generator is for SPS swing space. It will be required for the entire time that the swing space is operational. It must be on-site in a timely manner to coordinate locations with other temporary utilities/buildings/provisions.
95 Sheet AF-901, detail 2 doesn’t reference a corresponding sheet, please advise.
On sheet AQ-802, replace reference to 3/AF-901 with 2/AF-901. 3/AF-901 can be omitted as a detail.
96 Sheet AF-901, detail 5 references sheet AE-350, cannot be found, please advise.
AE350 is the sheet for modular building interior elevations. See 12/AE350.

97 The epoxy flooring spec is not included in the specifications. Please provide.
Spec is included in the Basement SPS project manual. Can be provided for Temporary SPS
98 Is door 314C intended to be a coiling door? No – It is an Automatic Double Sliding Frame Assembly
99 No details showing seismic Compression Posts were found.
Question: Can you please supply approved seismic post and post assembly as well as attachment for the Temporary Buildings and Basement Ceilings
Follow ASTM requirements for spacing and attachment per spec section 09 51 00-3.4. E.
100 No details showing wire attachment to the structure of the acoustic ceilings were found.
Question: Can you please supply approved wire attachment methods for: support wires, perimeter wires and seismic splay wires for both the Temporary Buildings and Basement Ceilings
Follow ASTM requirements for spacing and attachment per spec section 09 51 00-3.4. E.
Question Received on 7/2/25 101 Specs and drawings for Division 28 CCTV systems say these are to match existing systems at the campus. But nowhere are those manufacturers identified. Can you please indicate (1) manufacturer of the head-end Video Software Management (VMS) system and (2) existing or preferred manufacturer of the security cameras?
Duplicate question. See response to #54.
102 Also, for Division 28, specs for access control systems say that the “basis of design” is the Tyco CCure 9000 system. Can you confirm that there is an existing system at the campus?
Sielox Pinnacle is the current access control system.
103 Division 28 also mentions the Intrusion Detection System needed at the new locations but again does not provide information on that system.
Can you please identify the preferred or existing intrusion detection manufacturer? Is it Bosch?
Or another brand?
No preferred manufacturer. The new IDS will require a dedicated copper telephone line to notify the VA Police. In use and existing are networX NX-8V2.

104 There is much confusing and possibly irrelevant narrative in the Division 28 written specs about “Central Station” management and “PSIM” requirements. Central Station refers to off-site monitoring by an outside organization, not on the premise. Is that the desire for this project?
Also, PSIM means “Physical Security Information Management” or, in other words, a custom software. The CCTV, access control and intrusion detection systems could all be integrated under an enterprise Video Management Software system, without needing a custom PSIM. Can you please clarify the management protocol desired and how you want an integration of the security systems? And whether they will be managed on premises at the campus or with an outside entity?
The security systems will be managed on premises at the campus with 24/7 offsite monitoring.
SMS/PSIM interlock of all SSTV coverage, PACS (means Physical Access Control System), and Panic/Duress.
105 What is the existing AIC or FCA on site? AIC is not listed on any panels or gear. Please advise.
Existing short circuit information should be verified in the field. Preliminary calculations for temporary spaced assume infinite bus at the medium voltage source, due to limited information during the design period.
The contractor must obtain the most accurate available fault current data for existing equipment from the VA to perform calculations based on actual feeder sizes and run lengths, per Specification §26 05 73, Overcurrent Protective Device Coordination Study. A licensed engineer must perform these calculations and submit them for AE review as a prerequisite for any electrical equipment approval.
106 RFP Page 63 includes clause 52.236-1 Performance of Work by the Contractor (APR 1984) and states, “The Contractor shall perform on the site, and with its own organization, work equivalent to at least 50 percent of the total amount of work to be performed under this contract.”. Requiring 50% self-performance for a SDVOSB general contractor on a project under NAICS code 236220 is not typical and with so many specialty trade scopes on this project, is not a reasonable requirement. Please advise.
52.236-1 shall be updated to read 15% not 50%.

107 On RFP Page 9, under 6. (Proposal Format) item d. states that proposals shall be prepared on standard 8.5 x 11-inch paper and that charts may be landscaped but must also be on 8.5x11-inch paper. Will the Government allow the schedule submitted with Factor III to be submitted in landscape format on 11 x 17-inch paper? Otherwise, it will likely not be very legible.
Yes, schedule can be on a larger page.
108 On RFP Page 10, under 7.g. it indicates that joint ventures shall provide a copy of the executed joint venture agreement with the proposal.
a. As this is listed under the Technical Volume, it appears the Gov’t is looking for this to be included with the Technical Proposal. Please confirm.
If this is to be included with the Technical Proposal, please confirm it will not count against the thirty-five (35) page limit for the Technical Proposal.
IF there is a Joint Venture, we will allow the extra pages for this information it shall be referenced as an attachment
109 The provided copy of VAAR 852.219-75 does not have any boxes checked. Please confirm “General construction” is the applicable box to be checked for this project.
Yes, please check General Construction and fill out the form completely. Failure to do has resulted in being removed from competition. As this is a legal certification.
110 Reference Section M: On RFP Page 88 under “Factor I – Technical/Management Approach’ it states, ‘Each offeror’s technical and management proposals shall be evaluated based on the factors and subfactors below.” This paragraph also indicates ‘for each subfactor’ the offeror shall identify risks and associated proposed approach and actions the offeror will take to mitigate identified risks. There is no clear description of what the Government is looking for under Factor I, nor are there any subfactors identified. Please advise.
It should read for each factor instead of sub factor.
There are 5 factors. Under Factor one technical approach you should be demonstrating knowledge of the challenges the project represents and how they will be managed.

111 On RFP Page 10 under item f., it indicates that current employees must sign a letter of intent that lists their proposed role on the project.
However, in Section M under the description for Factor II (RFP Page 89) it states, “For individuals identified in items 1 through 3 above, offeror shall state in their proposal that the individual is a current employee of the prime contractor or provide a letter of commitment stating the proposed individual will become an employee of the prime contractor prior to award.
A. Is a letter of commitment required for current employees?
Regarding letters of commitment for non-current employees: Please confirm these should state the proposed individual will become an employee upon award (not prior to the award).
Letters of Commitment are only required for those personnel being hired specifically for the project and are not current employees.
A letter is not required for current employees.
112 Reference Attachment C – Key Personnel Evaluation: Near the top of the first page in blue it indicates we are to demonstrate experience for “Elevator Design Project Manager, Elevator Project Superintendent, Elevator Project Engineer, Elevator Safety Officer, and Elevator QC Manager”. These positions do not align with RFP instructions for Key Personnel and appear to be remnants from a different project. Please confirm these positions are not applicable to this SPS project.
The form may be edited to reflect the project you are intending to submit a proposal.
113 Reference Section M: Under Factor II Key Personnel (RFP Page 89) the last paragraph indicates that to be considered acceptable or higher on this factor, the offeror must provide project personnel who have 3 projects of similar size and scope. Attachment C (Key Personnel Evaluation) asks for a list of projects that were completed by the key personnel within the past six years (note that the RFP does not list this requirement). Projects that meet the RFP definition of similar size and scope do not come along frequently for SDVOSB contractors. Will the Government please allow key personnel to list project experience that occurred more than six years ago?
We can expand to 10 years in this instance.

114 Section M Factor V evaluation criteria on RFP Page 90 states, “Submit a completed CPARS evaluation for each project under Factor 3.”
Factor III is Schedule Phasing Management and does not include project submission. Please advise.
Factor III is Schedule Phasing Management and statd.
Contractor is to provide a phased schedule with a synopsis as to how the work will be accomplished within the 720- day period of performance. Offeror shall provide a high-level milestone plan of project execution to demonstrate their means and methods of approach to successfully manage and execute this SPS HVAC and Flooring project, which clearly demonstrates how the two tasks will be accomplished in the same space during the 720-day time period. It shall be no more than 5 pages in length.
CPARS is factor V.
115 Reference Attachment D – Construction Experience Project Data Sheet:
a. The RFP does not indicate that projects are required to be submitted on this form. Please clarify whether this form is required.
b. If this form is required, will the Government please issue it in Word format so that it can be completed legibly (ex., without trying to fit a ‘detailed’ project description into the small box provided)?
You can either submit the past performance questionnaire or the Construction Experience data sheet. A word version is attached to this amendment for your use.
