RFIs 4-22-2026 - 757-21-101 Replace Roof Building 1A
1. Drawings call to move and put back radio frequency equipment. During work on these areas, is this equipment going to functioning? If so, What happens when we are moving it perform our work. When putting back, is positioning critical for receiving a signal? This should take someone from the VA to position as required. Will the VA be provide coordination with the required technicians?
The radio antennas can be moved and will still operate with no issues. The only item that the positioning is critical for receiving a signal is a small microwave receiver that is for the VA base radio system. If it gets moved it has to be set back up by the company. -VA provided answer.
2. General Note C states to remove and replace plastic drain basket strainers. Detail on AE142 show cast iron baskets. Is there a mix of plastic and cast basket strainers?
General Note C modified to replace missing drain baskets in addition to the broken and/or plastic drain baskets. Replace broken drain baskets with material in kind. - A/E provided answer.
3. There are storage sheds on the roof that it is noted to be temporarily moved and put back? Will the VA remove the contents of these sheds? If not, what are the contents?
The VA will take care of moving and putting back the storage sheds. -VA provided answer.
4. We respectfully request the design team to consider/approve PMMA (Polymethyl methacrylate) as a comparable chemistry to the PUMA (Polyurethane methacrylate) waterproofing as specified in specification section 071500 – fluid-applied waterproofing, concrete deck. The chemistries are very similar and applied in the same applications. Attached is a letter from SOPREMA (PMMA manufacturer) along with product/chemistry information for review.
The performance characteristics specified for this project were intended to minimize all odors at the facility. As the product submitted is only a slight deviation from the specification parameters in 071500, product may be proposed for use on-site at Roofs 5, 5A, and 5B, with the understanding that if odors from the product are noticeable during installation, the VA can request an alternative product meeting the specification characteristics provided in 071500 Part 2.1.
5. Where the current wall flashing runs behind the metal wall panels on Roof 5, should we retain the current flashing to avoid disturbing the panels, or should we account for replacing those wall panel areas?
{FFE} Install the fluid applied system from the concrete deck up the wall as high as possible and provide new counterflashing under and behind the existing flashing to remain otherwise undisturbed.
6. Some mechanical units do not appear to have PVC lines drawing condensation to the drain areas. Should we install these lines or leave them as is?
{FFE} Provide splash pans and leave condensation lines as-is.
7. Should we install new curbs for mini-split units that are currently sitting on slip sheets?
{FFE} No. Lift and reset existing materials onto new fluid applied system.
8. Should we remove abandoned curbs or unused cap penetrations?
{FFE} Not at this time.
9. More damage appears to exist in certain roof areas than specified in the drawings.
How does the VA want to address these areas prior to coating?
{FFE} Bid the project as specified at this time.
10. Have any core cuts been taken from the building?
{FFE} Roof cuts were taken during design to validate roof composition and confirm wet/dry locations beneath the membrane.
11. Will an updated IR scan be provided before the bid due date, or should we account for that in our pricing?
{FFE} Contractor to include updated roof moisture survey costs in their bid.
12. Should we provide line-item replacement pricing in the event that more of the roof is saturated than initially specified?
{FFE} Bid the project as specified at this time. If additional wet insulation replacement is needed it will be identified in the updated survey and discussed at that time.
13. Can the VA confirm how often a manufacturer's representative needs to be onsite for inspections?
{FFE} Project Bid Documents call for daily inspections by the proposed roof rehabilitation system manufacturer.
14. How does the VA wish for the awarded contractor to handle daily inspections?
{FFE} Include inspection costs in the bid as required in the Bid Documents.
15. Are there any proposed lay-down and staging areas for the project?
{FFE} Laydown and staging areas will be agreed upon with the awarded contractor. VA to confirm.
16. The specifications call for reusing counter flashings and only replacing them where damaged. Should we provide a line-item cost per linear foot for these replacements?
{FFE} Bid the project as specified at this time.
17. Are the areas being replaced with modified bitumen membrane excluded from coating during restoration?
{FFE} No modified bitumen roof system materials are specified. This spec section and references to any new modified bitumen roof system install are hereby removed from the Bid Documents.
18. What are the specified working hours for this project?
{FFE} Work is scheduled to be performed during the normal daytime business hours of the medical center excluding federal holidays and as noted in drawing note 2.17 on sheet AE109 above the Sterile Processing Services.
19. Should we provide new drains or only new drain hardware?
{FFE} Intention is for existing roof drains to remain except as noted in drawings. Replace any broken, missing or plastic drain components as part of the base bid.
20. Is it listed anywhere where it states what the existing roof system is for the areas that have the wet insulation?
{FFE} See next sheet for construction type of each roof. Quantities are the responsibility of the Bidders.
21. Has there been asbestos testing done?
{FFE} No ACM is anticipated. Any post-bid testing that is requested by the VA that confirms the presence of asbestos will be addressed and handled at that time.
